북한·중국이 사회주의 정당의 전략 동맹으로 격상해 북미 남북정책과 북미협상 통제를 밝혔다.

북한 김정은 노동당 위원장은 중국 시진핑 주석에 친서로 ‘사회주의 수호와 위업’의 ‘노동당 정책’에 대한 중국 공산당과의 ‘전략적 소통’을 친서로 22일 교환했다.

북한 김 위원장은 친서에서 "중국 공산당과 중국 인민이 시진핑 총서기 동지의 영도 밑에 (중략) 적대세력들의 광란적 비방 중상과 압박 속에서도 사회주의를 굳건히 수호"했다며 "친선과 단결의 위력으로 사회주의 위업을 활력있게 전진시켜 나가려는 것은 조선로동당과 조선인민의 확고부동한 의지"라며, "두 당사이의 전략적 의사소통을 강화해야 할 시대적 요구"에 따라 친서를 보내 8차 당 대회의 결정 사항을 전했다고 23일 ‘조선중앙통신’이 밝혔고, 중국 ‘신화통신’은 22일 베이징에서 구두친서가 교환됐다고 보도했다.

미국 설리번 안보보좌관은 22일 북한 접촉에 대해 "우리는 외교가 비핵화한 북한에 이르는 과정의 일부가 돼야 한다고 믿기 때문에 접촉했다"며 "동맹인 일본, 한국과 협력하고 중국과 러시아를 포함한 역내 다른 행위자들과 관여하고 있음을 분명히 하고 싶다. 그동안 미국은 자체 방어와 동맹, 파트너 방어를 위해 굳건히 서 있을 것"이라며 북한이 건설적 방식으로 나서서 행동해야 함을 보여주는 과정의 일환으로 MSNBC 인터뷰로 밝혔다.

북한은 친서에 대해 “우리 당이 조선반도 정세와 국제관계 상황을 진지하게 연구분석한 데 기초해 국방력 강화와 북남관계, 조미관계와 관련한 정책적 입장을 토의결정한 데 대해 심도 있게 통보했다”며 ‘북·미, 남·북’을 ‘정책’으로 밝혔고, 중국 친서는 "국제 및 지역 정세는 심각히 변화되고 있다. 한반도 평화안정을 수호하며 지역의 평화와 안정, 발전과 번영을 위해 새로운 적극적 공헌을 할 용의가 있다"고 밝혀, ‘북중 사회주의 전략에 의한 북미 정책 통제’를 밝혔다.
