코트라가 공화당 전략집단인 헤리티지재단을 통해 ‘중국 배척’의 트럼트 재선 지지에 중국이 ‘요소 금수’를 가동하며 한국이 내년 미국 대선의 전략지로 가동을 시작했다.

한국무역진흥공사(KOTRA)는 에드윈 퓰너 미 헤리티지재단 아시아연구센터 회장과 한국 특파원들의 공동 인터뷰로 지난달 28일 그의 사무실에서 ‘중국 배척’을 밝혔고, 코트라 중국 사무소는 중국의 요소 수출이 원활하지 않다고 한국 정부에 보고했다.

기획재정부 산업통상자원부외교부 3개 부처가 1일 중국산 요소 수입 관련 긴급 점검회의를 개최했다.

정부 회의에 대해 언론들은 “중국으로부터 요소 수입이 원활하지 않다는 보고를 듣고 현황 파악에 나섰다”며 “특히 통관검사를 마친 물품까지 중국 세관에서 막힌 것은 이례적”이라고 4일부터 보도했다.

퓰너 회장은 코트라 주관에 한국 대사관이 배석한 한국 기자단에게 “중국은 더 이상 한국의 적절한 교역 파트너가 아니다. 안보를 위해 서방도 뭉쳐야 하는 만큼 미국이 전략적으로 프렌드쇼어링 추구하는 면이 있지만, 중국 자체의 매력이 떨어지기도 했다”며 "저는 한국이 방위산업 수출국 측면에서 7~8위에서 아주 단기간에 4위로 성장할 것이라고 생각한다"고 말했다.  

퓰너 회장은 이어 “태양광 패널 사업 전체를 중국에서 미국 조지아주로 옮긴 한화나, 이제 휴대폰을 중국이 아니라 베트남에서 생산하는 삼성처럼 중국을 벗어나려는 시도는 중요하다”며 “3, 5, 10년 전에 비해 바람직한 무역 파트너로 여길 수 없게 만드는 내부적 어려움을 중국이 갖고 있다”고 한국 무역구조에서 중국 배척 전략을 상세히 밝혔다.

한국 관세청 통계는 10월까지 중국산 요소 수입 비중은 91%이다.

조선일보는 “3일 산업통상자원부와 업계에 따르면 지난달 말 국내 업체들이 중국에서 수입하려던 요소 상당량이 검사를 마친 상태에서 현지 해관(세관)의 지시로 선적 작업이 중단되며 발이 묶였다”며 “지난 9월 외신에서 중국 정부가 자국 업체에 요소 수출 중단을 지시했다는 보도가 있었지만 이번 수출 차질 전까지 중국산 요소 수입 문제가 드러난 경우는 없었다”고 4일 밝혔다.

퓰너 회장은 “군사 전략적 이익뿐만 아니라 경제적 관계에서도 과거보다 더 강하게 협력하고 있는 중국·러시아·이란·북한 등 ‘악의 축’ 4개국이 내가 생각하는 2024년 세계의 최대 위협”이라며 “선거(미국 대선)까지 11개월 반이나 남은 지금 합리적 예측하는 것은 쉽지 않다. 1980년 미국 대선은 공화당 후보인 로널드 레이건이 민주당 대통령이었던 지미 카터를 이겼고 그때 상황과 유사하다”고 ‘트럼프 당선’을 밝혔다.

그는 미국 영국 언론들이 ‘트럼프 전 대통령이 최대 위협’이라는 보도에 대해 “전반적으로 과장됐다”며 “지금 세계가 겪는 몸살은 바이든 대통령(민주당)의 책임이 크다. 지난해 2월 개전 후 지금까지 계속되고 있는 러시아·우크라이나 전쟁은 바이든이 자초했다”고 한국 기자들에게 바이든 체제 비판에 집중했다.

아시아센터 회장인 그는 “바이든 행정부 출범 직후 발생한 아프가니스탄 철수 사건인 2021년 9월을 “아주 우울한 달이었다”면서 “미국이 아프가니스탄에서 끔찍한 방식으로 철수했기 때문”이라 말했고 “미국의 평판과 신뢰를 깎아 먹은 아프간 철수가 우크라이나 침공에 필요한 용기를 러시아에 줬을 수 있다”고 밝혔다.

퓰너 회장은 “한화오션, HD현대중공업 SK오션플랜트 등이 미 해군과의 함정건조 논의를 위해 방미한 것도 긴밀한 한미 협력사례”라며, 우크라이나 전쟁 사례를 말하며 "중앙 유럽은 한국을 바라보고 있다. 북한의 위협이 매우 실질적이기 때문에 군사적 대비태세를 유지해야 하고, 그것은 중앙유럽 전체에 매우 유용하게 다가온다"고 ‘한국과 중앙유럽 무기 결합’을 밝혔다.

그는 바이든 민주당의 ‘미중간 장기적으로 좋은 경제 관계 유지’ 전망에 대해 "초당적으로 회의적 입장 견지하고 있다"며 "한국은 매우 중요한 파트너로 성장했고, 그것은 여러가지 측면에서 분명해지고 있다. 우리는 한국과 더 긴밀히 협력하기 위해 움직이고 있다"고 한국에 대해 트럼프 체제와의 결합을 밝혔다.

풀너 회장은 지난 대선 당시 한국에 와 윤석열 당선자를 집에서 만났고 이후 몇차례 면담에 대해, 공화당 레이건 체제의 ‘소수당이 다수당 체제 대통령령으로 행정명령 강화로 의회 관리’ 방식과 ‘편견있는 사람 등용’ 등의 조언 내역을 한국 언론에 공개했다.

1980년 레이건 당선은 이란 미대사관의 인질 석방 협상에서 커터 대통령이 실패 과정에 레이건 선거전략으로 부시 전 CIA국장 등 5명이 이란 혁명 정부와 밀거래로 '선거후 인질석방'을 성사시키는 '옥토버서프라이즈(10월 사건'으로 11월 대선을 흔들었고, 부시는 차기 대통령이 됐다.
