중국 엑스포서 아프리카 남미에 ‘부산 반대’ 윤석열 ‘미일편중’ 공격   

       

중국이 엑스포 선거에서 아프리카 남미 국가들에게 ‘부산 반대’로 윤석열체제 ‘미일 편중 외교’를 공격했다고 ‘디플로매트’가 지적했다.

외교전문지 ‘디플로매트’는 4일 엑스포 한국 실패에 대해 "윤 대통령과 중국 간 충돌은 중국이 점점 더 중요한 역할을 하고 있는 아프리카 지역을 소외시켰다"며 "중국은 아프리카와 라틴 아메리카의 일부 국가들에게 부산에 대한 지지 철회 강요의 의혹이 있다"며 ‘미일 의존 무기거래 외교’를 공개 비난했다.

디플로매트는 <남한 세계 엑스포 경합 실패 윤 대통령 첫 사과 촉발> 제목에서 "한국 국민은 부산의 패배 그 자체보다 이번 유치 실패가 윤 대통령이 그 동안 국정을 운영해 온 것과 같이 안일함과 잘못된 신념의 결과라는 사실에 더 분노하고 있다"고 밝혔다.

‘디플로매트’는 윤 대통령의 미일 편중의 중국 ‘가치’ 외교에 대해 "중국과의 갈등으로 인해 중국이 점점 더 중요한 역할을 하고 있고 긍정적인 세력으로 인식되고 있는 아프리카를 소외시켰고 중국은 아프리카와 남미 일부 국가에 부산 지지를 철회하도록 강요했다는 의혹을 받고 있다"고 지적했다.

‘디플로매트’ 가치 이념 외교전략에 대해 "기후변화, 어업, 식량안보, 재생에너지 등의 분야에서 기술 이전과 협력을 약속 등 실체적이 아니라 이념적이고 비전적 제안을 했다"며 "개발도상국 표심 확보에 선거의 운명이 달려 있었으나 서방 주요 도시에서만 부산을 홍보했고, 한국의 해안 경제 중심지이자 활기찬 휴양지로서 부산의 독특한 매력과 분위기를 강조하지 못했다. 한국 문화는 k팝에 그치지 않는다"고 밝혔다.

디플로매트는 윤 대통령의 '글로벌 중추 외교'에 대해 "가치에 대한 수사와 미래 협력에 대한 약속은 그 자체로 무게가 있고 중요하지만 일부 만남과 무기 거래를 제외하면 그의 외교적 관심은 대부분 미국과 일본에 집중되어 있다"고 미국 일본 의존 동유럽 무기거래 외교를 공개 지적했다.

한미일체제에서 미국은 처음부터 한국을 지지하지 않았고 일본은 애초 '사우디 지지'에서 투표 직전 한국이 부산에서 한중일 외무회담 성사에 '부산 지지 전환'을 보이다가 3자 회담 무산되면서 이를 철회했다.

영미 자유주의 앵글로색슨 보수동맹의 영국도 윤 대통령의 두 차례 방문에 '사우지 지지'를 고수했고, 프랑스는 처음부터 공개적으로 '사우디 지지'를 지속했다.      

폴란드 무기 수출에 대해 “폴란드 군비청은 지난 1일 홈페이지를 통해 한화에어로스페이스와 K9A1 6문과 K9PL 146문 등 152문 물량의 수출계약을 체결했다고 폴란드 정부가 4일 밝혔다”며 “KB국민·신한·하나·우리·NH농협 등 5대 은행은 폴란드 방위산업 수출 2차 계약에 공동대출을 검토하고 27억달러(3조5천억원) 선지원하는 것으로 전해졌다. 이번 K9 자주포 수출 이행계약 규모와 상응하는 액수이다”고 뉴스1이 4일 보도했다.

폴란드와의 2차 이행계약 협상은 폴란드 정부가 한국에 요구한 한국의 무기 거래 대금 금융지원이 쟁점이며, 한국 수출입은행이 장기 저리 대출, 장기 분할상환 금융지원에서 이미 자기자본 15조원을 소진해 5대 시중 은행이 추가 지원을 밝힌 것으로 보인다.
