한동훈 노태우 각본회견 모방 ‘박력 리더 국민지지에 정당이 대통령 집행자’
한동훈 국민의힘 비대위원장이 ‘동료시민’에서 대통령만 분리하고 정당이 ‘대통령 정책 집행자’로 26일 규정했다.

법무장관에서 정당 개조 대표가 된 이날 선언에서 '정교 박력 리더십에 국민 지지'로 정당이 '대통령 정책 집행자'의 대통령 정점에서 정당이 국민을 관리하는 피라미드형 계급구조의 나치정당 체제를 모형으로 밝혔다.
한 위원장의 이날 기자회견은 1988년 노태우 체제의 청와대 연두 기자회견 사전 질의자 질의 내용 선정하는 각본회견을 그대로 모방했다.
한 위원장은 취임식의 기자들 질의응답에서 국민의힘은 ‘질문자 사전 선정 질문 내용 사전 요구’ 사태가 나왔다.
이날 “당 관계자가 먼저 질문 횟수를 서너 차례로 제한한 뒤 신청자를 받고 질문 요지를 물었다”고 일부 언론들이 26일 보도했다.
전두환 체제의 ‘보도지침’ 이후 등장한 노태우 체제에서 첫 연두 기자회견에는 방송사 카메라 탁자에 기자들 자리 배치와 질의 순서가 번호로 표기돼 사전 질의자와 순서 내용을 토대로 각본 질의응답이 생중계로 진행됐으나 청와대와 언론들은 ‘민주화’로 각색했다.
한 위원장은 ‘동료시민’을 10여 차례 연설한 직후 기자회견에서 “대통령은 여당이 있기 때문에 정책적 설명을 더 잘할 수 있고, 여당이 사랑을 받아야 대통령이 더 힘을 받게 된다”고 정당을 대통령 하위에서 정책 ‘전파자’로 규정했다.
한 위원장은 연설에서 “저는 정교하고 박력있는 리더십이 국민의 이해와 지지를 만날 때 나라가 발전하고 국민의 삶이 좋아진다는 확신을 갖고 있다”며 “산업화와 민주화를 동시에 이뤄낸 위대한 대한민국과 동료 시민들은 그것보다 훨씬 더 나은 정치를 가질 자격이 있는 분들이기 때문”이라고 ‘둉료시민의 정치’에서 ‘대통령 리더십’을 별개로 분리해 전체주의 사상을 보였다.
한 위원장은 기자회견에서 "대통령과 여당과 정부는 헌법과 법률의 범위 내에서 각자 국민을 위해 할 일을 하는 기관이다. 거기서 수직·수평적 얘기가 나올 게 아니다. 상호 협력하는 동반자 관계"라면서 ‘대통령과 여당 수직관계’를 ‘동반자’로 밝혔다.
한 위원장은 동료시민에 대해 “성숙한 자유민주주의 사회는 시민들 간의 동료 의식으로 완성되는 것이라 생각한다”며 “우리 당은 그 동료 의식을 가진 당이어야 하고, 우리는 모두 동료시민”이라고 밝혀, ‘정당인 윤석열’은 동료시민에서 배제했다.

헌법은 ‘국민’ ‘정당’에 이어 3장은 ‘국회’를 두고 53조 ①은 ‘국회에서 의결된 법률안은 정부에 이송되어 15일 이내에 대통령이 공포한다’로 최상위 기구로 명시했다.
대통령은 4장의 1절에 서열이 낮게 규정하며 ‘정부’에서 ‘헌법 수호’(66조) ‘헌법 준수 의무’(69조)에서 권리를 제한했다.
한 후보자는 “대한민국 헌법은 자유민주주의를 기본으로 하고, 국민의힘은 그 자유민주주의 정당”이라며 "대통령과 여당과 정부는 헌법과 법률의 범위 내에서 각자 국민을 위해 상호 협력하는 동반자 관계"라고 연설했다.
