국가정보원이 28일 서면 성명으로 ‘내년 초 남한에 군사적 도발 판단’을 발표했고, 로이터는 조선중앙통신이 "그(김정은)는 인민군대와 군수공업, 핵무기, 민방위부문의 전투적 과업을 제시하여 전쟁준비를 더욱 가속화시켰다"고 보도한 것으로 밝혔다.
