한미가 ‘북핵무기 사용 저지’로 전환하며 북미 협상에 ‘진전’을 보이고, 북한과 일본의 축구경기가 평양에서 26일 개최된다.

한국 외교부는 기존 한반도평화교섭본부를 축소하고 새로 외교전략정보본부를 신설해 북핵 수석 대표체제를 교체했다.

미라 랩 후퍼 미 백악관 선임국장은 앞서 4일 미국 전략국제문제연구소(CSIS) 공동 주최 서울 포럼에서 ‘한반도 완전한 비핵화’ 정책 목표에 대해 “과정에서 ‘중간 조치’가 있을 수 있다”며 “이 비핵화로 가는 과정에서 역내와 세계가 보다 안전해질 수 있다면 중간 조치를 고려할 것”이라고 ‘북미협상 진전’을 밝혔다.

정 박 미 국무부 대북대표는 5일 워싱턴 카네기 국제평화재단에서 “비핵화는 하룻밤 사이에 일어나지 않는 것이 현실”이라며 ‘비핵화 중간 조치’의 필요성을 공개적으로 밝혀 ‘북핵무기 인정’에 접근했다.

‘자유의 방패’ 한미연합훈련 도중 이례적으로 벙커 인터뷰를 연 폴 러캐머라 한미연합군사령관이 “대북 억제 초점이 북한의 핵 능력 개발 중단에서 핵무기 사용 저지로 전환됐다”며 월스트리트에 밝혔다.월스트리트저널은 11일자에서 러캐머라 사령관이 서울 인근 성남 한미연합사 전시지휘소 CP 탱고에서 진행된 인터뷰에서 "긍정적인 행동에는 긍정적인 행동으로, 부정적인 행동에는 부정적 행동으로 대응할 것이라는 확신을 줘야 한다"며, 14일까지 진행 중인 '자유의 방패' 한미연합훈련이 “북한 군부의 광범위한 잠재적 위협에 대응하는 것에 목적이 있다”고 밝혔다.

WSJ은 강신철 한미연합군사령부 부사령관도 인터뷰에서 “북한의 무기는 실질적이고 명백한 위협”이라며, 대응 전략을 체스에서 교착 상태에 빠지는 것과 비유하고 "(북한이) 핵을 사용할 수 없는 상황을 만들려고 노력하고 있다"고 말해 ‘북핵 인정’으로 보도했다.

WSJ은 앙킷 판다 카네기 국제평화기금 선임연구원이 “한미가 모든 시나리오에 대비해 수용 가능한 대응책을 마련하는 작업을 여전히 진행 중”이라며 "양국 사이에 어느 정도 햇빛이 비치고 있다 생각한다"고 말해, 북미가 협상 진전을 시사했다.

한국 외교부는 북핵협상을 한반도평화교섭본부에서 ‘외교전략정보본부’로 바꿨다고 11일 미국의소리(VOA)가 보도했다.

한국 북핵 수석대표 교체는 2006년부터 차관급의 한반도평화교섭본부장에서 외교전략정보본부장으로 바꾸며, 외교전략과 정보, 국제안보로 교섭 기능을 확대해 ‘북미교섭’ 대응을 보인다.

새로 만들어진 외교전략정보본부는 한반도외교정책국장, 외교정보기획관, 외교전략기획관, 국제안보국장 등 네 국장을 하부조직으로 뒀다.

기존 한반도평화교섭본부는 한반도외교정책국으로 조직 축소에서 인도태평양 전략, 군축과 비확산, 외교정보 분석 업무로 줄어들었다.

북한과 일본 축구전이 오는 26일 평양서 월드컵 예선전을 치르기로 합의해 일본 고위층의 평양행이 이어지고 기시다 수상의 방북 가능성을 보인다.

아시아축구연맹이 평양 김일성경기장을 사전 방문해 점검하고 11일 일본축구협회에 통보해고, 교도통신은 북한과 일본 축구 예선전의 평양 김일성경기장을 이어 보도했다.

교도통신은 경기는 오후 5시 시작하며, 북한이 평양에서 축구 국가대표 경기를 치르는 것은 4년여만이라고 밝혔다.

북한은 2019년 10월 15일 김일성경기장에서 한국과 2022 카타르 월드컵 아시아 2차 예선 경기를 치른 뒤 A매치 홈 경기를 중단했다.

지난달에 개최된 북한과 일본 간 2024 파리올림픽 여자축구 예선 1차전 경기가 처음 평양 김일성경기장 예고를 사우디아라비아의 제다로 변경했다.

South Korea and the United States are making progress in negotiations between North Korea and the United States by switching to preventing North Korea from using nuclear weapons, and a soccer match between North Korea and Japan will be held in Pyongyang on the 26th.

The South Korean Ministry of Foreign Affairs downsized the existing Korean Peninsula Peace Negotiation Headquarters and established a new Diplomatic Strategic Intelligence Headquarters, replacing the senior North Korean nuclear representative system.

At the Seoul Forum co-hosted by the Center for Strategic and International Studies (CSIS) on the 4th, White House Senior Director Mira Rap Hooper said, “There may be ‘intermediate measures’ in the process,” regarding the policy goal of ‘complete denuclearization of the Korean Peninsula.’ “If we can make the region and the world safer in the process, we will consider intermediate measures,” he said on the ‘progress in North Korea-US negotiations.’

At the Carnegie Endowment for International Peace in Washington on the 5th, U.S. State Department Representative for North Korea Jeong Park publicly stated the need for “intermediate measures for denuclearization,” saying, “The reality is that denuclearization does not happen overnight,” and approached “recognition of North Korea’s nuclear weapons.”

In an unusual bunker interview during the “Shield of Freedom” ROK-U.S. joint military exercise, Commander-in-Chief of the ROK-U.S. Combined Forces Command Paul Ruckamra told Wall Street, “The focus on deterring North Korea has shifted from halting the development of North Korea’s nuclear capabilities to preventing its use of nuclear weapons.”

The Wall Street Journal reported on the 11th that in an interview held at CP Tango, the ROK-U.S. Combined Forces Command Center in Seongnam, near Seoul, Commander Rucamera said, "We must give assurance that positive actions will be responded to with positive actions and negative actions with negative actions." It was stated that the ongoing ‘Shield of Freedom’ ROK-US joint exercise “is aimed at responding to a wide range of potential threats from the North Korean military.”

WSJ also reported that Kang Shin-cheol, deputy commander of the ROK-US Combined Forces Command, said in an interview, “North Korea’s weapons are a real and clear threat,” and likened the response strategy to reaching a stalemate in chess, adding, “(North Korea) is trying to create a situation where it cannot use nuclear weapons.” He said, “There is,” and was reported as ‘recognition of North Korea’s nuclear weapons.’

WSJ reported that Ankit Panda, a senior fellow at the Carnegie Endowment for International Peace, said, “South Korea and the United States are still working on developing acceptable responses for all scenarios,” and added, “I think there is some sunshine between the two countries.” It indicated progress.

The Voice of America (VOA) reported on the 11th that the South Korean Ministry of Foreign Affairs changed the North Korean nuclear negotiations from the Korean Peninsula Peace Negotiation Headquarters to the ‘Diplomatic Strategic Intelligence Headquarters.’

Starting in 2006, South Korea's chief representative for North Korean nuclear weapons was changed from the vice-minister-level head of the Korean Peninsula Peace Negotiation Headquarters to the head of the Diplomatic Strategy and Intelligence Headquarters, and the negotiation function was expanded to include diplomatic strategy, information, and international security, demonstrating a response to 'North American negotiations'.

The newly created Diplomatic Strategic Intelligence Headquarters had four directors as subordinate organizations, including the Director of the Korean Peninsula Foreign Policy Bureau, the Director of Diplomatic Information Planning, the Director of Diplomatic Strategy Planning, and the Director of the International Security Bureau.

The existing Korean Peninsula Peace Negotiation Headquarters was reduced from the Korean Peninsula Foreign Policy Bureau to Indo-Pacific strategy, disarmament and non-proliferation, and diplomatic intelligence analysis.

North Korea and Japan agreed to hold a World Cup qualifier in Pyongyang on the 26th, leading to high-ranking Japanese officials traveling to Pyongyang and the possibility of Prime Minister Kishida visiting North Korea.

The Asian Football Confederation visited Pyongyang's Kim Il-sung Stadium in advance to inspect it and notified the Japan Football Association on the 11th, and Kyodo News reported on Pyongyang's Kim Il-sung Stadium following the North Korea-Japan soccer preliminaries.

Kyodo News said the game will start at 5 p.m., and that it will be the first time in four years that North Korea has played a national soccer game in Pyongyang.

North Korea suspended its home international match after playing the 2022 Qatar World Cup Asian second qualifying match against South Korea at Kim Il-sung Stadium on October 15, 2019.

The first match of the 2024 Paris Olympics women's soccer preliminaries between North Korea and Japan held last month was initially scheduled to be held at Kim Il-sung Stadium in Pyongyang and changed to Jeddah, Saudi Arabia.

On the 8th, Minister of Unification Kim Young-ho announced the unification policy promotion plan, saying, "The Ministry of Unification has reported a plan to prepare a new unification plan that reflects the liberal philosophy, which is a constitutional value and a universal human value."
