이재명 국정철학 박찬대 ‘삼성 현대 혁신기업, 언론징벌제, 국회의장 당원 투표’
이재명 민주당 대표의 국정철학 ‘국회 전파자’로 당선된 박찬대 원내대표가 ‘삼성전자 현대차도 혁신기업’이라며 ‘정부 지원’을 밝혔다.
박 원내대표는 ‘당원주권주의’를 최고 우위에 두고 ‘국회의장 당원 투표’과 ‘당론 위배 의원 징계’ ‘언론 징벌적 손해배상제도 도입’ 등을 예고했다.
이 대표는 2021년 12월 3일 삼성경제연구소에서 "삼성 같은데서 기본소득 얘기하면 어떨까. 이재용 회장에게 이미 말했다"고 대선 후보 자격으로 공식 발표했다.
박찬대 원내대표는 7일 언론의 연속 인터뷰에서 삼성전자 현대차 등 대기업에 대해 “단순 대기업을 넘은 혁신기업이라고 본다”며, 첨단기술 기반의 벤처 기업에 대해 “직접 지원, 간접 지원, 아니면 세액 공제를 통한 지원 등 대한민국의 경제 생태계를 튼튼하게 만들기 위해 정부는 어떤 부분에서든 역할을 해야 한다”고 ‘국고 지원 대상’으로 밝혔다.
박 원내대표는 이날 인터뷰에 대해 ‘매일경제’가 <현대자동차, 삼성전자 등 대기업에 대해서도 “단순 대기업을 넘은 혁신기업이라고 본다”며 긍정적인 시각을 드러냈다>며 <그는 “대기업이 규모의 경제를 기반으로 연구개발을 하고 이를 기초로 혁신을 이뤄낸다면 아릅답다”며 “오너가 있는 기업은 혁신을 이뤄내는 결단력을 가질 수 있어 긍정적인 부분으로 평가한다”고 했다>고 밝혔다.
박 원내대표는 발언은 이어 <국가전략기술에 대한 간접 지원이 중요한 시점이라고 강조했다>며 <특히 첨단기술 기반의 벤처 기업에 대해서는 “직접 지원, 간접 지원, 아니면 세액 공제를 통한 지원 등 대한민국의 경제 생태계를 튼튼하게 만들기 위해 정부는 어떤 부분에서든 역할을 해야 한다”고 말했다>고 밝혀, 첨단 기업 지원 대상에 현대차와 삼성전자를 포함했다.
박 원내대표는 앞서 단독 출마 선언에서 "이재명 대표의 정치철학과 국가비전을 원내에서 충분하게 뒷받침하겠다"며 "당원 중심 민주당을 만들기 위한 다양한 방안들을 적극 검토하고 추진하겠다"고 이 대표 국정 철학과 당원 주권주의의 국회 가동 목표를 지난달 26일 밝혔다.
그는 7일 경향신문에 “언론개혁은 언론에 대한 부당한 탄압을 막는 것과 언론이 잘못을 제도적으로 보완하는 두 가지 측면이 있다”며 “대통령이 거부권을 행사한 방송3법과 언론중재법 이 두 법안이 균형을 좀 이뤄야 하지 않겠나 싶다. (당론 추진은) 원내대표의 의지는 아니고 당원들의 의지를 모아봐야 한다”고 ‘언론 징벌법’ 가동을 밝혔다.
앞서 혁신회의의 양문석 당선인은 선거 운동에서 ‘징벌적 언론 손해배상법 도입’을 밝혔다.
‘당론’에 대해 박 원내대표는 ‘당론을 어기면 의원 징계 가능할까’ 질의에 “당 대표나 원내대표가 당론으로 가자고 최종 결정은 하지만 사전에 충분한 의사소통을 한다. 충분한 수의 과정을 통해 당론으로 결정했다면 당인으로서 따라주기를 당부하는 거다. 그 당부를 안 따른다면 정도나 성격에 따라 다르게 결정되지 않을까”라고 징계를 예고했다.
박 원내대표는 ‘국회의장 선거에 당원 투표 반영’ 질의에 대해 “당원들의 의사를 반영할 기회를 달라는 목소리가 여태까지는 무시됐지만, 앞으로도 계속 무시할 수 있을까 하는 생각이다. 이러한 방향으로의 전진이 필요한 것 아니냐고 말하는 시점까지는 온 것 같다”고 국회의장 선출에 당원 주권주의 적용을 밝혔다.
헌법 48조 <국회는 의장 1인과 부의장 2인을 선출한다>와 49조 <국회는 (중략) 재적의원 과반수의 출석과 출석의원 과반수의 찬성으로 의결한다>에서 46조는 <국회의원은 국가이익을 우선하여 양심에 따라 직무를 행한다>에 대해 박 대표의 ‘당원 국회의장 선출 투표’가 규정 위반에 해당된다.
