ICC '굶주림 무기' 체포영장에 네타냐후 친트럼프 공세로 미국 대선 개입
이스라엘 네타냐후 총리가 체포 영장이 발부되면서 미국에 친트럼프 공세로 대선 개입을 시작하고 트럼프 체제의 안보 관리들이 네타냐후와 만났다.
국제형사재판소(ICC)는 같은 날 카림 칸 검사가 이스라엘 네타냐후 총리와 국방장관 요아브 갈란트에 대한 체포영장 신청을 발표하면서 ‘굶주림의 전쟁 무기 사용’ 혐의에 대해 세계 최초 기소를 밝혔다.
공화당 트럼프 체제의 국가안보보좌관이던 로버트 오브라이언이 대표단을 이끌고 20일 이스라엘 지도자들을 방문해 네타냐후 총리를 만났다고 뉴욕타임스가 보도했다.
트럼프 공화당 체제가 재기하면 중요한 역할을 할 것으로 기대되는 오브라이언 보좌관은 존 라콜타 전 아랍에미리트 대사와 에드 맥멀런 전 스위스 대사 등 트럼프 전 대통령 관리들과 함께 이날 회의에 참석했다고 친이스라엘 로비 단체인 미국 이스라엘 공보 위원회(American Israel Public Affairs Committee)의 마샬 위트만 대변인이 NYT에 밝혔다.
NYT는 이 단체의 계열사인 미국 이스라엘 교육 재단(American Israel Education Foundation)이 이들의 이스라엘 방문 경비와 필요 자금을 지원하고 조직했다고 밝혀 미국 대선에서 네타냐후 체제의 전쟁 장기화와 이스라엘 자금의 개입을 확인했다.

ICC 법령에서 ‘굶주림 전쟁 무기 사용’ 범죄 요건은 첫 째로 행위 자체에서 구호 물자 방해가 민간인으로부터의 “생존에 필수적 물건 박탈 행동 또는 정책”으로 규정돼 이번 이스라엘의 가자지구 민간인 피해와 연결됐다.
법령의 두 번째 규정은 굶주림을 의도적으로 "전쟁의 한 방법"으로 사용한 것으로 명시해 이번 이스라엘의 장기 봉쇄 전투에 적용될 것으로 보인다.
칸 검사의 성명은 “생존자 및 목격자와의 인터뷰, 인증된 비디오, 사진 및 오디오 자료, 위성 사진과, ‘가해자 그룹의 진술’을 포함하여 수집한 증거에 의한 것”이라며 “이스라엘이 가자 지구 전역의 민간인들로부터 인간의 생존에 필수적인 물품을 의도적이고 체계적으로 박탈했다"고 밝혔다.
ICC 검찰은 "가자지구에 대한 전면적인 포위를 통해 고의적인 굶주림이 발생했다"면서, 국경 검문소를 장기간 폐쇄한 것, 국경 통과가 재개된 후 이스라엘이 식량과 의약품을 ‘임의 제한’한 행위, 이스라엘에서 가자지구로 가는 수도관과 전기 공급이 장기간 차단 등을 기소에 포함했다.
