중국 공산당 일본 자민당 정례회담 한중일 3자 정상회담 ‘우위’
중국 공산당과 일본 자민당이 정례회담을 복원하며 한중일 3자 정상회담에 우위를 보인다.
일본 NHK는 22일 중국 공산당 고위 관계자가 이달 도쿄를 방문해 일본 집권 자민당 지도자들을 만나 2018년 이후 처음으로 양당 간 정례 회담 재개를 논의할 계획이라고 보도했다.
NHK는 일본 방문에는 중국 공산당에서 외국 정당과의 관계 담당하는 류젠차오(劉建超) 중앙대외연락부장이 29일 방문해 회담한다고 소식통 인용으로 밝혔고, 로이터가 이를 재차 소식통 인용으로 보도했다.
류 부회장은 자민당의 모테기 도시미쓰(茂木慶) 사무총장, 자민당과 연립 정당인 공명당의 야마구치 나쓰오(山口勝夫) 대표 등과 회담할 예정이다.
이들은 1년에 한 번 정도 열렸으나 2018년 이후 열리지 않았던 양국 집권당 고위 관계자 간 협의 재개에 대해 논의할 것으로 예상된다고 방송은 전했다.
교도통신은 20일 중국 류젠차오 공산당 중앙대외연락부장이 27일 일본 방문한다고 보도했다.
중국 공산당 중앙대외연락부는 지난해 11월 야마구치 대표가 중국을 방문해 류젠차오 부장을 만났으며 대화 재개 의사를 밝혔다고 대만 중앙통신이 20일 보도했다.
류 부장의 방일은 도쿄전력의 후쿠시마 원전 처리수 바다 방류, 중국의 일본산 수산물 수입 중단 등에 중국 일본간의 협력 채널 구축으로 보인다.
중국 공산당과 일본 자민당과 연립 공명당 간의 정당간 정기 교류는 2018년까지 이어진 ‘일중 여당 교류 체제’라고 교토통신이 밝혔다.
요미우리는 서울에서 한중일 3국 정상회담 공동성명으로 “안전한 인공지능(AI)을 위한 국제협력이 채택된다”고 22일 보도했다.
류 부장의 이번 일본 방문은 다음 주 초 서울 개최 예정인 중국 총리 참석의 한국 중국 일본 3자 정상회담에 뒤이어 일본 중국간의 직접 협상 체제를 보인다.
류 부장은 앞서 연초에 블링컨 미 국무장관과 회담했다.
한중일 3국 정상회담은 2019년 이후 첫 정상회담이다.
로이터는 류 부장의 방일에 대해 “자민당과 고메이토 대표는 논평을 거부했다. 중국 공산당은 논평 요청에 즉각 응하지 않았다”고 21일 밝혔다.
조태열 외무장관은 13일 중국에게 ‘북한 비핵화에 중국 역할과 상호 협력’을 말하고 왕이 외교부장은 ‘한반도 비핵화 정책 불변 신뢰 회복 우선’으로 대응해 협상이 결렬됐다.
이재명 민주당 대표는 ‘전당대회’를 ‘전국당원대회’로 변경하며 ‘당원권 강화’를 21일 국회 앞 토론에서 동의했다.
우원식 국회의장 예비 의장은 언론 인터뷰에서 “국회는 정부 견제 기능이 있다”고 ‘정부 보조’에 대해 말했다.
헌법은 국회에 대해 <제40조 입법권은 국회에 속한다> > <제41조 ①국회는 국민의 보통ㆍ평등ㆍ직접ㆍ비밀선거에 의하여 선출된 국회의원으로 구성한다>고 독립적 국가기구로 명시했다.

The Communist Party of China and the Liberal Democratic Party of Japan have restored regular talks and are showing an advantage in the trilateral summit between Korea, China and Japan.
Japan's NHK reported on the 22nd that a high-ranking Chinese Communist Party official plans to visit Tokyo this month to meet with leaders of Japan's ruling Liberal Democratic Party and discuss resuming regular talks between the two parties for the first time since 2018.
NHK quoted a source as saying that Liu Jianchao, head of the Central External Liaison Department, who is in charge of relations with foreign political parties in the Chinese Communist Party, will visit Japan on the 29th and hold talks, and Reuters reported this again citing a source.
Vice Chairman Ryu is scheduled to meet with Secretary-General Toshimitsu Motegi of the Liberal Democratic Party and Natsuo Yamaguchi, representative of the Komeito Party, a coalition party with the Liberal Democratic Party.
The broadcast reported that they are expected to discuss resumption of consultations between senior officials of the ruling parties of the two countries, which are held about once a year but have not been held since 2018.
Kyodo News reported on the 20th that Liu Jianchao, head of the Central External Liaison Department of the Chinese Communist Party, will visit Japan on the 27th.

Director Ryu's visit to Japan appears to be establishing a cooperation channel between China and Japan on issues such as Tokyo Electric Power Company's discharge of treated water from the Fukushima nuclear power plant into the sea and China's suspension of imports of Japanese marine products.

Yomiuri reported on the 22nd that “international cooperation for safe artificial intelligence (AI) will be adopted” as a joint statement at the trilateral summit of Korea, China and Japan in Seoul.
Director Ryu's visit to Japan follows the trilateral summit of Korea, China and Japan, scheduled to be held in Seoul early next week, attended by the Chinese Prime Minister, and shows a direct negotiation system between Japan and China.
Director Ryu previously met with U.S. Secretary of State Blinken at the beginning of the year.
The trilateral summit between Korea, China, and Japan is the first summit since 2019.
Regarding Director Ryu’s visit to Japan, Reuters reported, “The Liberal Democratic Party and Representative Komeito declined to comment. “The Chinese Communist Party did not immediately respond to a request for comment,” he said on the 21st.
