푸틴 북한 방문 '18일 유력' 베트남 19일 도착 평양 ‘행사 준비’

푸틴 러시아 대통령의 북한 방문이 18일과 20일로 압축되면서 평양 시내에 대형 행사 준비가 위성 사진에 잡혔다.

베트남 관리는 로이터에 푸틴 대통령의 방문에 대해 19일과 20일로 계획됐다고 밝혔고, 로이터는 “아직 확인되지 않았다”고 러시아의 공식 확인 부재로 11일 보도했다. 

조선중앙통신은 12일 북한 지도자 김정은이 블라디미르 푸틴 대통령에게 보내는 메시지에서 자국은 러시아와 "무적의 전우"라고 말했다며 푸틴 대통령의 방북이 임박했다는 추측이 나오고 있다고 로이터가 밝혔다.

로이터는 이어 “공안을 담당하는 북한 관리들이 이번 주 러시아를 방문 예정”이라고 밝혔다.

11일자 평양 김일성 광장의 위성사진을 토대로 “광장 북쪽에 큰 정사각형 모양의 대형 구조물 2개, 남쪽에 광장 한 면을 모두 채울 만큼 긴 약 100m 길이의 흰색 대형 구조물이 정렬돼 있는 모습이 포착됐다”고 미국의소리(VOA)가 11일 보도했다.

VOA는 “이 곳은 김일성 광장에서 대규모 행사가 열릴 때 군악대 혹은 사람들이 서 있을 수 있도록 만든 연단이 있는 자리”라며 “그 바로 앞에 흰색 대형 구조물들을 쌓아 둔 것으로 관측되며, 이전 9일에 광장 연단 바로 앞에 있던 흰색 물체가 사라진 점으로 미뤄 무언가를 준비하기 위해 구조물 또는 장비를 옮긴 것으로 추정된다”고 밝혔다.

김일성 광장을 촬영한 9일자 ‘플래닛 랩스(Planet Labs)’의 위성사진은 광장 연단 바로 앞에 전에 없던 흰색 물체가 처음으로 포착됐고, 광장 북쪽의 내각종합청사 건물과 남쪽의 대외경제성 건물 인근에도 흰색 구조물들이 늘어선 모습이 확인됐다.

러시아의 ‘베도모스티’ 신문은 10일 푸틴 대통령이 ‘몇 주 안에 북한과 베트남 방문 예정’이라며, 이르면 이달(6월) 중에 순방이 이뤄질 수 있다고 외교 소식통을 인용해 보도했다.

VOA는 11일 “북한은 통상 열병식을 앞두고 평양 미림비행장 북쪽의 열병식 훈련장 공터에서 차량과 인원 등이 집결해 훈련하는 정황이 최소 한 달 전부터 포착돼 왔는데, 현재 관련 움직임이 전혀 없는 상황”이라고 밝혔다.

조선중앙통신은 11일 김 위원장이 러시아 건국기념일을 맞아 지난해 러시아 우주발사시설에서 푸틴 대통령과 만난 것이 양국의 "100년 된 전략적 관계"의 유대를 격상시켰다고 말했다고 로이터가 밝혔다.

로이터는 이어 “평양과 모스크바는 최근 몇 달 동안 정부, 의회 및 기타 대표단을 초청하는 등 외교 및 안보 관계를 점점 더 강화하고 있다”고 보도했다.

북한 사회안전성 이승철 부상을 단장 등 대표단의 10일 러시아 방문을 북한 주재 러시아 대사관이 밝혔다고 NK 뉴스가 11일 보도했다.

푸틴 대통령은 앞서 5일 상트페테르부르크 국제경제포럼(SPIEF) 개막식에서 세계 주요 뉴스통신사 대표들에게 ‘현재 지정학적 여건 속에서 한러관계를 어떻게 관리할 것인가’라는 질문에 “우리는 한국 정부와 일을 할 때 어떠한 러시아를 혐오하는 태도도 보지 못했고 분쟁 지역에 어떠한 무기 공급도 없다”며 “우리는 이에 대해 대단히 감사하게 생각한다”고 처음으로 한국을 긍정 평가해 베트남 방문에 앞서 북한 방문을 예고하며 ‘18일 방문’ 가능을 밝혔다.

김정은 북 위원장은 지난해 9월 러시아 방문에서 푸틴 대통령과 정상회담 당시 북한 답방을 요청했고 푸틴 대통령은 즉시 이를 수락했다.

푸틴 대통령은 지난 3월 응우옌 푸 쫑 베트남 공산당 서기장과 전화통화에서 베트남 방문 요청을 받고 수락했다.

타스 통신은 안드레이 루덴코 러시아 외무차관은 지난달 30일 푸틴 대통령의 북한·베트남 방문 준비 상황을 묻는 기자의 질문에, 구체적 일정은 거론하지 않은 채 “진전됐다”고 말했다고 보도했다. kimjc00@hanmail.net

As Russian President Putin's visit to North Korea was compressed to the 18th or 20th, preparations for a large event in downtown Pyongyang were captured in satellite photos.

A Vietnamese official told Reuters that President Putin's visit was planned for the 19th and 20th, and Reuters reported on the 11th that "it has not yet been confirmed," due to the absence of official confirmation from Russia.

The Korean Central News Agency reported on the 12th that North Korean leader Kim Jong-un said in a message to President Vladimir Putin that his country is an "invincible comrade in arms" with Russia, raising speculation that President Putin's visit to North Korea is imminent, Reuters reported.

Reuters went on to say, “North Korean officials in charge of public security are scheduled to visit Russia this week.”

NK News reported on the 11th that the Russian Embassy in North Korea announced that a delegation, including Lee Seung-cheol, head of North Korea's Ministry of Social Security, would visit Russia on the 10th.

Based on a satellite photo of Kim Il-sung Square in Pyongyang dated the 11th, “two large square-shaped structures were captured aligned on the north side of the square, and a large white structure about 100 meters long, long enough to fill an entire side of the square, on the south side.” The Voice of America (VOA) reported on the 11th.

VOA said, “This is a place where a military band or a podium is made for people to stand when a large-scale event is held at Kim Il-sung Square.” It is observed that large white structures were piled up right in front of it, and on the 9th, they were built right next to the podium in the square. “Based on the disappearance of the white object in front, it is presumed that the structure or equipment was moved to prepare for something.”

Planet Labs' satellite photo of Kim Il-sung Square on the 9th showed a white object that had never been seen before right in front of the podium of the square for the first time, and white structures were also seen near the Cabinet Building on the north side of the square and the Ministry of Foreign Affairs and Trade building on the south side. It was confirmed that they were lined up.

Russia's Vedomosti newspaper reported on the 10th, citing diplomatic sources, that President Putin is scheduled to visit North Korea and Vietnam within a few weeks, and that the trip could take place as early as this month (June).

VOA said on the 11th, “North Korea has been detecting the situation of vehicles and personnel gathering and training in the vacant lot of the military parade training ground north of Mirim Airport in Pyongyang for at least a month ahead of the military parade, but there is currently no related movement.”

The Korean Central News Agency said on the 11th that Chairman Kim said that his meeting with President Putin at a Russian space launch facility last year to mark Russia's National Day had elevated the bonds of the two countries' "100-year-old strategic relationship," Reuters reported.

Reuters went on to report that “Pyongyang and Moscow have been increasingly strengthening their diplomatic and security ties in recent months, including hosting governments, parliaments and other delegations.”

At the opening ceremony of the St. Petersburg International Economic Forum (SPIEF) on the 5th, President Putin was asked by representatives of the world's major news agencies, 'How will we manage Korea-Russia relations in the current geopolitical environment?', saying, "We will work with the Korean government." “We have not seen any anti-Russian attitudes and there is no supply of weapons to conflict zones,” he said. “We are very grateful for this,” he said. He announced that a 'day visit' is possible.

North Korean Chairman Kim Jong-un requested a return visit to North Korea during a summit with President Putin during his visit to Russia in September last year, and President Putin immediately accepted.

President Putin received and accepted a request to visit Vietnam in a phone call with Vietnamese Communist Party Secretary General Nguyen Phu Trong last March.

TASS news agency reported that Russian Deputy Foreign Minister Andrei Rudenko, in response to a reporter's question on the 30th of last month about the status of preparations for President Putin's visit to North Korea and Vietnam, said "progress has been made" without mentioning a specific schedule.
