대북 외교와 대화 정책을 지속해 온 미 민주당 정부에서 대북 ‘붕괴론의 강경 대응’ 시도를 위한 미국내 정보 수집 후 한국 정보기관 전달해 미 공화당 강경파를 지원하는 유사 행태는 민주당 클린턴 행정부의 대북한 외교에 제동을 걸던 김영삼 체제에서 극력하게 나타났고, 당시에는 주미대사관 해군무관이 한국계 로버트 김에 금품 제공후 정보를 받아 역시 간첩 혐의로 기소됐고 로버트 김은 유죄로 장기 15년 실형을 살았다.
클린턴 행정부는 민주당 정책인 대북 외교 접근에서 북한 정권 ‘조기 붕괴론’의 김영상 강경 정책이 충돌하자 북한의 공중 정보 일부를 지연 차단했고, 1994년 강릉 잠수한 침투 사건이 터졌다.

테리 외교협회(CFR) 연구원의 간첩 혐의에는 “근무지인 싱크탱크를 통해 비밀 자금 최소 3만7000달러 등을 받은 뒤 한국 정부가 요청한 주제에 대해 우호적인 칼럼을 작성했다”는 것이 포함됐다.
기소장은 “한국 국정원 관계자가 테리 연구원에게 윤석열 대통령의 한·일관계 개선을 긍정적으로 평가하는 글을 기고하도록” 제공했고, “2023년 한미정상회담에서 한미 핵협의그룹(NCG) 출범 합의에 앞서 한국 언론에 '미국의 핵우산 제공 명문화가 필요하다'는 내용 기고”를 요구했다고 밝혔다.

윤 체제의 '북한 주민 자유확산 체제 이탈 전략'은 바이든 체제의 대북 정부가 대환 방해 전략에 해당되며, 11월 대선에서 공화당 트럼프 제체 지원을 보인다.
