윤석열 ‘자유민주주의 위협 반국가 암약’ 헌법 ‘민주공화국’
윤석열 대통령이 ‘자유민주주의 체제 위협 반국가 세력 암약 항전’을 밝힌 반면, 헌법 1조는 ‘민주공화국’에서 ‘주권은 국민에게 있고 권력은 국민으로부터 나온다’고 명시해 대립했다.
윤 대통령은 국무회의에서 “우리 사회 내부에는 자유민주주의 체제를 위협하는 반국가세력들이 곳곳에서 암약하고 있다”며 “북한은 개전 초기부터 이들을 동원해 폭력과 여론몰이, 선전, 선동으로 국민적 혼란을 가중하고 국론 분열을 꾀할 것"이라서 "전 국민의 항전 의지를 높일 수 있는 방안을 적극 강구해야 한다"고 ‘자유민주주의 반대에 응징’의 국우체제 가동을 19일 밝혔다.
김영호 통일장관은 16일 ‘광복절 독트린 자유 통일선언’에 대해 “국내에서 자유의 가치를 확고히 하고 북한 주민의 자유 통일 열망을 촉진하며 자유 통일에 대한 국제적 지지를 확보하는 것이 3가지 핵심 전략”이라고 밝혀, ‘국내 우익 강화’ 우익체제 강화 정책을 공식화했다.
헌법 1조는 <대한민국은 민주공화국이다>와 ②항에서 <대한민국의 주권은 국민에게 있고, 모든 권력은 국민으로부터 나온다>이고, ‘전문’에서 <자율과 조화를 바탕으로 자유민주적 기본질서를 더욱 확고히 하여 정치ㆍ경제ㆍ사회ㆍ문화의 모든 영역에 있어서 각인의 기회를 균등>으로 규정해 ‘국가 질서’에서 ‘자유민주적’을 조건으로 명시했다.
헌법 4조는 <대한민국은 통일을 지향하며, 자유민주적 기본질서에 입각한 평화적 통일정책을 수립하고 이를 추진한다>고 통일에서 ‘자유민주적 기본질서 입각 평화 통일정책’의 조건으로 자유민주 질서‘가 규정됐다.
‘지식백과’는 민주공화국에 대해 <국체(國體)가 민주국체이고 정체(政體)가 공화정체인 국가를 뜻한다>며 <즉 주권이 국민에게 있고 주권의 운용이 국민의 의사에 따라 이루어지는 국가>로국체(국가정체성)은 ‘민주‘로 명시해 ’자유민주‘는 국가 체제의 이탈에 해당된다.
윤 대통령은 19일 국무회의 발언은 "우리 사회 내부에는 자유민주주의 체제를 위협하는 반국가세력들이 곳곳에서 암약하고 있다. 북한은 개전 초기부터 이들을 동원해 폭력과 여론몰이, 선전, 선동으로 국민적 혼란을 가중하고 국론 분열을 꾀할 것"이라며 "이러한 혼란과 분열을 차단하고 전 국민의 항전 의지를 높일 수 있는 방안을 적극 강구해야 한다"고 ‘자유민주주의’와 ‘반국가’ 항전 체제 지시에 해당된다.
윤 대통령의 한미연합군사훈련인 '을지 자유의 방패(UFS)' 연습 개시 첫말 국무회의인 이날 "전쟁은 언제든 일어날 수 있다"며 "모든 구성원이 하나로 힘을 모으는 국가 총력전 태세가 필요하다"고 ‘국민 총동원 체제’에서 ‘자유민주주의 반대자가 반국가 세력’으로 접근했다.
로이터는 이날 <윤석열 한국 대통령은 북한을 "세계에서 가장 무모하고 비이성적인 나라"라며 철저한 대비태세를 촉구했다>며 <그는 각료회의에서 "우크라이나와 중동 분쟁에서 볼 수 있듯이 전쟁은 언제든지 발발할 수 있다"고 말했다>고 서울발로 보도했다.
로이터 보도는 <한국과 미국이 북한의 무기와 사이버 위협을 막기 위한 공동 준비 태세를 강화하기 위해 19일 연례 하계 군사 훈련을 시작했다>며 <8월 29일 종료 예정인 을지자유방패 훈련은 북한이 핵과 미사일 프로그램을 발전시키고 정찰위성 발사를 시도하는 가운데 실시된다>고 밝혔다.
