김태효 트럼프 선호 ‘군비증강 방산 진출’ 해리스 ‘안보 교육’ 반감

김태효 안보차장이 미국 대선에서 공화당 트럼프 후보 선호로 ‘군비증강에 한국 방산 미국 진출’을 밝혔다.

김 안보1차장은 3일 “트럼프 전 대통령이 당선되면 (중략) 미국의 안보 우산이 약화해 분쟁 지역의 안보 불안이 증대되면 한국의 방산 수출 기회가 커질 수도 있다”며 “미국이 우크라이나 전쟁이나 중동, 중국 등의 상황에 대응하느라 국방비 지출을 늘리면 그만큼 우리 방산기업의 미국 시장 진출 가능성도 높아진다”고 세종연구소 포럼의 강연에서 밝혔다.

김 차장은 특히 “선박 수리·정비는 한국이 월등하게 잘하기에 미국이 우리 도움을 강하게 원하고 있다”며 “중국산 자동차 부품이나 배터리에 대한 압박으로 한국산 제품이 반사이익을 누릴 수 있다”고 한국에 유리한 것으로 트럼프 당선에 비중을 뒀다.

김 차장은 민주당 해리스 후보 당선 가능성에 대해 다만 “해리스 부통령의 외교·안보를 조언하는 참모들, 사회 이슈 대해 조언하는 전략가들의 이름이 생소하고, 이분들이 집권했을 때 미국 행정부 등에서 강력한 카리스마를 발휘할 수 있을지는 조금 염려가 된다”며 “이분들을 상대했을 때 제가 가르쳐야 한다는 생각이 든다. 빨리 중요한 문제를 선택하고 드라이브를 걸어야 하는데 이분들이 파악하고 업무를 익히고 확신을 갖기까지 시간이 걸릴 것”이라고 해리스 진영에 반감을 드러냈다.

김 차장은 이어 해리스 후보에 대해 “베테랑들을 수혈해 중량감 있는 멤버로 조화를 이루면 우리도 상대하기 편해질 것”이라고 ‘안보체제 불안정’으로 부정적 견해를 말했다.

김 차장은 해리스 선거 운동 진영을 겨냥해 “실용주의에 기반한 국제질서를 함께 만드는 끈끈한 동반자로서 한국을 바라본다”며 “당선되면 조 바이든 정부에 이어 중국에 대해 ‘디리스킹’ 전략을 정교하게 구사할 것”이라고 대중국 위기 관리 전략에서 한국을 끌고 다니려고 한다면 반대 의견으로 밝혔다.

김 차장은 반면 “트럼프가 집권하면 대중 경제제재나 정치·외교·군사적 압박에 대한 동참 요구가 더 커질 수 있다”며 "동중국해·남중국해 문제, 인도·태평양 지역 전반에 있어서 한국에 보다 분명한 입장과 기여에 대해서도 공화당이 요구할 가능성이 민주당보다는 클 것"이라고 ‘한국 역내 안보 참여 확장’으로 해석했다.

On the 3rd, Kim, the first deputy director of security, said, “If former President Trump is elected, (omitted) the US security umbrella will weaken, and if security instability in conflict areas increases, opportunities for Korean defense industry exports may increase,” and “If the US increases defense spending in response to the war in Ukraine, the Middle East, China, etc., the possibility of our defense industry companies entering the US market will increase accordingly,” he said in a lecture at the Sejong Institute forum.

Deputy director Kim especially emphasized that “since Korea is far superior in ship repair and maintenance, the US strongly wants our help,” and “Korean products can enjoy windfall profits due to pressure on Chinese auto parts and batteries,” emphasizing that Trump’s election is advantageous to Korea.

Vice Minister Kim expressed his disapproval of the possibility of Democratic candidate Harris’s election, saying, “The names of the staff advising Vice President Harris on foreign affairs and security and the strategists advising on social issues are unfamiliar, and I am a little worried about whether they will be able to exert strong charisma in the U.S. administration when they take office.” He added, “When I deal with them, I feel like I have to teach them. We need to quickly select important issues and drive them forward, but it will take time for them to understand, learn the work, and become confident.”

Vice Minister Kim then expressed his negative view of Harris, saying, “If we infuse veterans and create a harmonious group with weighty members, we will also be easier to deal with.” He also expressed his negative view of Harris due to her “unstable security system.”

Deputy Director Kim, targeting the Harris campaign camp, said, “We see Korea as a strong partner in creating an international order based on pragmatism,” and “If elected, we will use a sophisticated ‘derisking’ strategy against China, following the Joe Biden administration,” expressing his opposition if they try to drag Korea along in their crisis management strategy toward China.

On the other hand, Deputy Director Kim said, “If Trump takes office, there may be greater demands for participation in economic sanctions against China or political, diplomatic, and military pressure,” and “The Republican Party is more likely than the Democratic Party to demand a clearer position and contribution from Korea on the East China Sea and South China Sea issues, as well as the Indo-Pacific region as a whole,” interpreting it as “expanding Korea’s participation in regional security.”

Most Korean media outlets reported Deputy Director Kim’s lecture that day as “Deputy Director Kim is negative about Trump’s election,” saying, “If former President Donald Trump is elected in the US presidential election, the US security umbrella may be weakened.”
