윤석열 대통령이 ‘20% 지지’의 철권통치에서 김건희 여사는 ‘지배자 순찰 사진’ 연속 언론 배포로 심리전을 보이고, 이재명 민주당 대표는 ‘1,2조원 특활비 통치’ 은닉에서 재정 10조원 투입의 의료민영화 관료 개편을 정부보조 단체의 ‘대리통치’로 의료체계 흔들기 정부 편승에 나섰다.

윤 대통령에 대해 로이터는 “여론조사 응답자 중 20%만이 윤 대통령의 직무 수행을 지지했다”며, “의료 개혁에 대한 대처, 생활비, 의사소통 능력 등이 윤 대통령의 직무 수행 20% 지지”라고 13일 보도했다.

외교안보 전문지 ‘디플로맷’은 <왜 윤석열 대통령은 인기가 없을까> 제목에 20% 지지율로 △의사 파업 △민주당과 건설적이지 않은 대립 △대북관계 관리 실패 △윤 대통령의 미디어 탄압을 13일 지목했다.

‘디플로맷’은 윤 대통령이 '자유' '민주주의' 강조자이지만, "역설적이게도 특정 언론인과 미디어 매체에 대한 그의 행보는 정부나 그의 가족에 대한 비판적 보도를 할 때 언론의 자유를 지지하지 않는다는 것을 보여준다"고 철권통치에서 자유 이념 원천 배제를 밝혔다.

로이터는 이어 “윤석열 정부는 국내 의사 부족 문제를 해결하기 위해 매년 2000명씩 의대생 입학자 수 증가 개혁을 공언했으나 개혁에 반대하는 젊은 의사들의 수개월간 파업이 의료제도에 부담을 주었고 정부의 분쟁 처리에 대한 대중의 비판을 증가시켰다”며 “윤 대통령은 1910-45년 일본의 한반도 식민지화에서 비롯된 역사적 문제에도 불구하고 일본과의 관계 개선 감독하는 등 외교 정책 실적을 자신의 강점 중 하나로 내세워왔다”고 ‘일방 통치 강행’에서 지지율 20%로 밝혔다.

김건희 여사는 15일 서울 장애아동거주시설에 ‘자원봉사자 참여’ 보도 홍보에서 ‘주인공으로 중앙 자리 전면 모습 부각’에서 ‘장애아가 위로 건네주는 과일을 입 근처에 받는’ 사진을 집중 배포하며 ‘장애아동 주인의 시설에 실질 지배자’로 표기했다.

다움장애아동지원센터 ‘자원봉사’ 사진은 ‘전면에 김 여사 중앙’ 배치 원칙에 따라 ‘장애아동’을 모두 보조자로 배열하고, 유일한 청소사진은 시설 정 중앙에 단독 배치해 진공정소기 구역에 ‘하얀 장갑 위 비닐 장갑 손으로 왼손 세제통 오른손 세척포 들기’의 심리전 사진을 배포했다.

김 여사는 앞서 마포대교 시찰에서 뒤에 연 주황색 정복의 구급대원 다수를 거느린 흰색 상의로 하늘로 손가락 지휘 장면으로 심리전을 보였다.

이재명 대표는 앞서 ‘의대정원 증원 정당하다’는 조계종 총무원장을 찾아가서 ‘의료대란 중재 요청’으로 ‘노사분쟁에 정부 보조금의 종교 중재로 노조 지도부 약화’의 정부 입장 관철 전략을 재연했다.

당원주권주의의 이 대표는 이날 정부가 400억 지원한 총무원장실에서 총무원장을 만나 "중재하거나 윤활유 역할이 필요하다. 종교계 어른들이 나서주시는 게 충돌 양상을 완화하는 데 도움이 될 것 같다"고 말했고, 차후 기자회견에서 "원장스님께서 원래 (의료 대란) 관심도 있으셨고 또 이전에 한 번 대화를 시도하셨다고 한다"며 "종교지도자협의회 차원에서 이 문제에 대해서 한 번 공론을 이끌어내 보겠다고 하시는데, 저희도 최대한 옆에서 함께 하도록 하겠다"고 강조했다.

로이터는 북한 기사에서 “북한은 13일 지도자 김정은이 우라늄 농축 시설을 방문하고 무기고를 강화하기 위해 더 많은 무기급 물질을 요구함에 따라 핵폭탄 연료를 생산하는 원심분리기의 이미지를 처음으로 보여줬다”며 “김정은의 핵무기연구소 방문과 무기급 핵물질 생산기지에 대한 관영 언론 보도에는 원심분리기의 첫 번째 사진이 함께 실렸으며 이는 여러 유엔 안전보장이사회 결의에 따라 금지된 북한의 핵 프로그램을 들여다보는 드문 기회를 제공했다”고 보도했다.

윤 대통령은 10일 민주평통 해외 자문위 대회에서 “지금 우리가 누리는 자유와 번영을 하루라도 빨리 북녘땅으로 확장하기 위해 저와 여러분이 힘을 모아야 한다”며 "자유 통일 대한민국을 앞당기기 위해 모든 힘을 쏟겠다"고 ‘북한주민에 자유확산 통일’을 선언했다.

윤 대통령은 지난달 21일 한미연합 ‘을지 자유 방패훈련(UFS)’ 작전사령부에서 “대한민국을 노리고 있는 북한 정권에 ‘침략은 곧 정권의 종말’이라는 사실을 확실하게 인식시켜야 한다”고 말했고, 김용헌 국방장관은 6일 취임사로 “도발한다면 ‘즉·강·끝(즉시, 강력히, 끝까지)’ 원칙 대가”라며 “‘끝’은 북한 정권과 지도부다. 그들이 도발한다면 정권의 종말을 맞게 될 것”이라고 선언했다.

윤 정부가 국회에 3일 제출한 2025년도 예산안 특활비에 별도 추가한 안보비, 정보보안비 가 겹치며 1조2110억3천만원으로 올해보다 4.5% 급증한 526억8천만원이다.

2017년까지 전체 특활비의 약 절반을 배정받았던 국정원이 ‘청와대 상납’ 유죄 판결로 전액 삭감 조치 대상이나 문재인 체제는 이를 2018년부터 ‘안보비’로 바꿔 윤석열 체제에서 올해 8921억원에서 내년 9310억원으로 389억원(4.4%) 증액했다.

내년의 정부 특활비는 1206억6천원으로 경찰청(743억8천원) 대통령경호처(82억5천만원) 대통령비서실 및 국가안보실(82억5천만원) 법무부(80억1천만원) 등이 ‘무자료 소모품’으로 증가했다.

검찰 통치 자금인 특활비에 논란이 일자 지난해부터 정보보안비로 분리해 증액했고, 정보보안비 예산은 올해 1434억3천만원에서 내년도 1593억7천원으로 159억4천만원(11.1%) 증액했다.

정보보안비는 국방부(1412억6천만원) 법무부(116억4천만원) 과학기술정보통신부(50억2천만원) 산업통상자원부(4억7천만원)가 소모창구로 ‘국회 무력화 사법부 장악의 철권통치 자금’에 해당된다.

미국 민주당이 집권한 클리턴 대통령의 개혁은 CIA 공작부서 대폭 폐기와 감축 20% 에산 삭감과 행정부에 깔려 강경보수 통치용으로 쓰인 조례에서 위헌에 해당되는 조례 대통령령 폐기 예산 삭감이 핵심이었다.

미 국방부 국방정책 위원인 마이클 오핸런 브루킹스 선임연구원은 13일 ‘북한 정권 종말’에 대해 “그렇게 하려고 하면 북한이 그 과정에서 핵무기로 서울 공격할 수도 있고 정권을 종식시킨다는 것은 김정은이 이후의 행동 자제할 이유가 더 이상 없다는 것을 의미해서 가능한 한 많은 한국인과 미국인을 죽이려고 할 수 있어 말도 안 되는 시나리오이고, 그저 실수다”고 ‘미국의소리(VOA)에 밝혔다.

이 대표의 조계종 ‘중재 방문’에 4성 장군의 김병주 최고위원, 당권주권주의의 김우영 정무조정실장, 이해식 비서실장이 동행했다.

Reuters continued, “The Yoon Seok-yeol government has pledged to increase the number of medical school students by 2,000 every year to solve the domestic doctor shortage problem, but the months-long strike by young doctors opposing the reform has burdened the medical system and increased public criticism of the government’s handling of disputes.” It added, “Despite the historical problems stemming from Japan’s colonization of the Korean Peninsula from 1910 to 1945, President Yoon has touted his foreign policy achievements as one of his strengths, such as overseeing the improvement of relations with Japan.” It reported a 20% approval rating in “Forcing Unilateral Rule.”

On the 15th, in a press release promoting the “volunteer participation” at a facility for disabled children in Seoul, Ms. Kim Kun-hee focused on distributing a photo of “the main character, not in the center, but in the foreground,” and “receiving fruit near her mouth that was being handed to her by a disabled child,” labeling her as “the actual ruler of the facility for the disabled child’s owner.” The ‘volunteer’ photo of the Daum Disabled Children Support Center was based on the principle of ‘Mrs. Kim in the front and center’, and all ‘disabled children’ were placed as assistants, and the only cleaning photo was distributed as a psychological warfare photo of ‘In the vacuum cleaner area holding the detergent container with the left hand and the washing cloth with the right hand while holding the plastic glove over the white glove’, by placing them alone in the center of the facility.

Lee Jae-myung, Party member sovereignty Representative, had previously visited the head of the Jogye Order, who said, ‘Increasing the number of medical school students is justified’, and had repeated the government’s strategy of ‘weakening the union leadership through religious mediation in labor-management disputes’ by ‘requesting mediation in the medical crisis’.

On this day, the representative met with the director of the general affairs department at the director's office which received 40 billion won in government subsidies, and said, "We need to mediate or act as a lubricant. On the 10th, President Yoon declared “Freedom Spreading Unification to the People of North Korea” at the Democratic Peace Unification Advisory Council meeting, saying, “You and I must join forces to expand the freedom and prosperity we enjoy now to the North as soon as possible,” and “I will devote all my efforts to bring forward a free and unified Republic of Korea.”

On the 21st of last month, President Yoon said at the Ulchi Freedom Shield Exercise (UFS) Operations Command of the ROK-US Joint Forces, “We must make the North Korean regime, which is targeting the Republic of Korea, clearly understand that ‘invasion means the end of the regime.’” In his inaugural speech on the 6th, Minister of National Defense Kim Yong-hun declared, “If there is provocation, there will be a price to pay for the principle of ‘immediate, strong, and end.’ The ‘end’ is the North Korean regime and its leadership. The 2025 budget plan submitted by the Yoon administration to the National Assembly on the 3rd includes additional security and information security expenses, which are 1.21103 trillion won, a sharp increase of 4.5% from this year, reaching 52.68 billion won.

The National Intelligence Service, which had been allocated about half of the total special activity expenses until 2017, was subject to a full cut after being found guilty of ‘bribery of the Blue House’, but the Moon Jae-in administration changed it to ‘security expenses’ starting in 2018, increasing it by 38.9 billion won (4.4%) from 892.1 billion won this year to 931 billion won next year under the Yoon Seok-yeol administration.
