오스틴 미 국방장관이 북한군 ‘참전’에 ‘지켜봐야’로 규정한 반면 김용현 국방장관은 ‘북한 참전하기 때문 참관단 파병’을 강행해 한미국방장관 회담 직후 대치로 이날 서명한 공동성명 파기를 보인다.
오스틴 장관은 우크라이나 전쟁의 북한군에 대해 “그들이 전투에 투입될 지는 확실하지 않다”면서 “하지만 우리는 추측하지 않고 지켜보며 증거를 수집할 것"(they will be employed but we'll see we won't speculate we'll collect evidence)이라고 ‘향후 투입 여부 불투명’에 ‘증거 수집 지켜보자’로 밝혔다.
이날 김 장관은 ‘공동성명’으로 서명한 ‘두 장관은 북러 군사협력에 국제사회와 긴밀 협조 앵세’와 배치되게 ‘북한 참전에 참관단 한국 파병’을 별도로 발표하며 파기를 보인다.
오스틴 장관 ‘참전’ 기준에 대해 “그 기준은 상당히 간단하다”면서 “만약 그들이 싸우고 우크라이나군을 공격한다면 그들은 공동교전국”(“So I think standards pretty pretty easy if they're fighting if they're attacking Ukrainian soldiers they are co belligerents they're part of this fight.)고 말했다고 미국의소리(VOA)가 30일 보도했다.
김 장관은 공동기자회견에서 “우크라이나에 참단관 등을 보내는 것은 군의 당연한 임무”라면서 “이라크전을 비롯해 각종 전쟁 시 참관단이나 전황 분석단을 쭉 보내왔다. 우크라이나전의 경우는 특히 북한군이 참전하기 때문에 북한군의 전투 동향 등을 잘 분석해, 향후 우리 군에 유용한 정보로 활용할 수 있다”고 ‘북한군 참전’으로 규정하고 ‘참관단 파병’을 말했다.
VOA는 “미국의 로이드 오스틴 국방장관과 한국의 김용현 국방장관이 30일 최근 한반도 일대의 안보 환경을 점검하고 양국 협력 방안에 대해 논의했다”며 두 장관은 이날 워싱턴에서 열린 제56차 미한 안보협의회의(SCM) 개최 뒤 발표한 공동성명에서 “북러 간 군사 협력이 군사물자 이동을 넘어 실질적 파병까지 이어진 점을 한 목소리로 가장 강력히 규탄했다”며 “이 사안에 대해 국제사회와 함께 긴밀히 공조해나가기로 했다”고 ‘북러 군사협력에 국제사회와 긴밀히 공조’로 명시했다.
