Republican Senator Graham, a Trump supporter, later called the meeting a “complete and utter disaster,” but blamed the debacle on Zelensky, saying he had advised the Ukrainian leader “not to take the bait” before he attended the meeting that day. The New York Times reported that Graham said, “Don’t let the press or anyone else argue with President Trump,” regarding the cause of the breakdown.

The unusual summit bickering between Graham, a Republican hawk and a strong supporter of Ukraine’s opposition to Russia, and Secretary of State Marco Rubio, who supported Vice President Vance and attacked Zelensky, was exposed to the media.

“Someone asked me, ‘Am I embarrassed by Trump?’” Graham said. “I’ve never been more proud of the president. "I was so proud of JD Vance for standing up for our country," he told reporters.

Senator Rubio (Secretary of State) wrote on X, "Thank you @POTUS for standing up for America in a way no president has ever done. Thank you for putting America first. America is with you!" as a "victory for America first."

The New York Times reported that immediately after the breakdown of the meeting, the White House seemed happy to highlight the clash, and that the president's own Cabinet officials and Republican allies released a list of statements of support reiterating Senator Rubio's assertion that he was standing up for American interests.

Vance then launched into an attack on Zelensky. “I think it’s rude that you come into the Oval Office and try to raise this issue in front of the American press,” he said. “You’re trying to end this conflict. "We should be grateful to the president for his efforts," he said.

Vance then accused Zelensky of coming to the United States on a "propaganda tour."

"Do you think it's polite to come to the Oval Office of the President of the United States and attack the administration that's trying to stop the destruction of your country?"

President Zelensky responded to Vance's assertion by saying, "The United States may feel threatened by Russia at some point," adding, "You have a beautiful ocean, and you don't feel it now, but you will feel it in the future."

This statement caught Trump off guard.

President Trump cut Zelensky off.

"Don't tell us what we're going to feel," Trump said, raising his voice. "You're not in a good position. You don't have any cards right now."

"I'm not playing cards," Zelensky said. "I'm very serious, Mr. President. I'm a president of war." Trump responded, “You’re gambling on World War III,” and “what you’re doing is very disrespectful to this country, this country that supports you far more than many people say you should.”

Vance interrupted again. “Did you say ‘thank you’ once in this entire meeting? No.”

Zelensky said, “Many times,” and “even today.”

Vance then accused Zelensky of “campaigning for the opposition” when he visited an ammunition factory in Scranton, Pennsylvania, last fall by thanking workers for the weapons they were making.

“Please,” Zelensky said, “you think that if you talk about war very loudly—”

Trump interrupted again. “He doesn’t talk loudly. He doesn’t talk loudly. Your country is in deep trouble.”

“I know,” Zelensky said. “Thank you for the support.”

Vice President Vance chimed in. “Just say thank you,” he said, pressing.

“I’ve said it many times,” Zelensky said. “I thank the American people.”

After the meeting broke down, Trump administration officials reconvened and ultimately decided to order Zelensky to resign.

“When Zelensky arrived at the White House for his meeting with Trump on the 28th, he knew that the flow of weapons and military equipment from the United States to his country had essentially stopped,” the Times reported. “By the time he left after the televised debate between the two leaders, the situation looked even more dire.”

When the two leaders met, 50 days had passed since the Pentagon announced a new arms package for Ukraine, but the new Trump administration had not mentioned any more arms. Trump administration officials said late on the 28th that all U.S. aid to Ukraine, including the final shipment of ammunition and equipment approved and paid for under the Biden administration, could soon be canceled.

Arms have been announced roughly every two weeks, sometimes every five or six days, during the Biden administration since Russia’s full-scale invasion of Ukraine in February 2022.

“About $3.85 billion of the additional money Congress authorized to be withdrawn from the Pentagon’s stockpile remains with the Pentagon,” the Times said.

The $33.2 billion is provided by the U.S. Ukraine Security Assistance Initiative program, which provides “tranches” of funds to Ukraine to purchase new military equipment directly from U.S. defense contractors.

These tranches have been announced roughly every 44 days under the Biden administration, with the last announcement being on Dec. 30, and have been suspended under the Trump administration. In the wake of the White House debacle, right-wing German chancellor candidate Friedrich Merz wrote on X: “Dear Volodymyr @zelenskyyua, we stand together. #Ukraine in good times and in trying times. We must never confuse the aggressor with the victim in this terrible war. (FM).”

US Senator Amy Klobuchar (Minnesota) wrote on X: “Response to Vance: Zelensky has repeatedly thanked our country, both privately and publicly. And our country is grateful to him and to the Ukrainian patriots. They buried their own against the dictator and prevented Putin from marching straight to the rest of Europe. Shame on you.”

He was one of several lawmakers Zelensky met with before his visit to the White House. The Times reported that the presidents and prime ministers of France, Germany, Norway, Sweden, the Netherlands, Latvia, Lithuania, Estonia, Poland, Spain, the Czech Republic, Moldova, Portugal, Finland, Iceland, Ireland and Luxembourg also joined Zelensky in supporting him.

The malicious televised conversation made it clear that Trump sees Ukraine as an obstacle to what he sees as a much more important project.

“The larger truth is that the malicious televised conversation, not only to a stunned audience of Americans and Europeans who have never seen such open attacks on one another, but also to Putin and his Kremlin aides, made it clear that Trump sees Ukraine as an obstacle to what he sees as a much more important project,” said David E. Sanger, a reporter for the Times who has covered the White House for more than 40 years. “Instead, Vance seemed to embrace the rising far-right parties in Germany and across Europe. “Gone is the Biden-era narrative of sticking with Ukraine 'for as long as it takes' to thwart Russian temptations to drag the war further west,” he wrote.

In response to Vice President Vance’s remarks that the “Pennsylvania plant visit was a Democratic campaign,” Democratic Pennsylvania Governor Josh Shapiro issued a statement that day, saying, “When the President and the Vice President attacked President Zelensky today, they contributed to undermining the safety and security of the United States and our national security interests.”

Immediately after his visit to the Pennsylvania 155mm ammunition plant on September 22, President Zelensky wrote to X, “This is where you can truly feel that the democratic world can triumph,” adding, “I thank those who work tirelessly to protect life in Ukraine, the United States, and all partner countries.”

The AP reported on September 23 last year that <President Zelenskyy visited a Pennsylvania ammunition plant on the 22nd to thank workers who produce one of the most critically needed ammunition for his country's fight to stop Russian ground forces> and <Zelenskyy told Democratic Rep. Matt Cartwright, who was among those who met with President Zelenskyy at the Scranton Army Ammunition Plant, that <President Zelenskyy said, 'Thank you, and we need more.'>

The AP reported that <The Scranton plant is one of the few facilities in the United States that manufactures 155mm artillery shells and has increased production over the past year, with Ukraine already receiving more than 3 million from the United States> and <Zelenskyy said he thanked all the workers at the plant>.

The New York Times reported on the 28th that "Pennsylvania has one of the largest Ukrainian populations in the state," and that "Zelensky's visit to Pennsylvania was part of a long tour of the U.S., during which he spoke at the United Nations and met with President Biden and Vice President Kamala Harris to appeal for more U.S. aid and weapons for Ukraine's fight against Russia.
