트럼프 체제 진보 용어 수백개 ‘제거’ 명령 8천개 웹사이트 패쇄 차단
트럼프 대통령이 연방정부에서 '진보적' 정책들을 없애려고 정부 기관들에게서 제한 용어로 수백 개의 단어에 플래그를 지정했고 8천개의 정부 웹사이트에 폐쇄나 차단 조치했다.
트럼프 체제가 지정한 사용 제한 용어를 뉴욕타임스가 7일 공개했고 앞서 지난달 2일 정부 웹사이트 8천개 폐쇄나 차단을 보도했다.
NYT는 “이 용어는 정부 메모, 공식 및 비공식 기관 지침 및 기타 문서에 나타났다”며 “일부는 대중을 대상으로 하는 웹사이트에서 이러한 단어를 삭제하도록 명령했고 이 단어가 포함될 수 있는 다른 자료(학교 커리큘럼 포함)를 제거하라고 명령했다”고 밝혔다.
NYT는 이어 “연방 기관 관리자들은 이 용어에 전면적 금지를 제정하지 않고 ‘용어 사용에 주의 기울일 것’으로 명시했다”며 “일부 조건은 트럼프의 행정 명령과 충돌할 수 있는 일부 보조금 제안서 및 계약을 검토하기 위해 자동으로 플래그를 지정하는 데 사용됐다”고 밝혔다.

웹싸이트 폐쇄와 숙청은 주로해 백신, 재향군인 복지, 증오 범죄, 과학 연구 등 주제에 집중적으로 삭제됐다.
이 사이트들은 주로 전문직인 의사, 연구자 과학자 교수 및 기타 전문가들은 정부 데이터이 이용해 왔고 이에 대해 차단한 것이며, 일부 정부 기관은 웹사이트의 전체 섹션을 삭제했고, 일부 정부 기관은 소수의 페이지만 패쇄했다.

질병통제예방센터(Centers for Disease Control and Prevention)에서 발췌한 3,000페이지 이상의 분량의 보고서에는 만성 질환 예방, STD(성병) 치료 지침, 알츠하이머 경고 신호에 대한 정보, 과다 복용 예방 교육 및 임산부를 위한 백신 지침에 대한 1,000개의 연구 논문이 포함되어 있다. ("임산부"라는 문구의 사용이 삭제에 기여했을 수 있음).
인구 조사국에서 발췌한 3,000페이지 이상이며, 그 중 대다수는 연구 및 방법론에 따라 제출된 기사이다. 다른 누락된 페이지에는 데이터 관리 정책과 여러 데이터 세트 및 설문 조사에 대한 문서가 포함된다.

약물 남용 및 정신 건강 서비스 관리국(Substance Abuse and Mental Health Services Administration)에서 발췌한 150페이지에 가까운 분량의 문서 삭제는 총격 사건이나 자연 재해의 여파로 국가 재난 고충 상담 전화(National Disaster Distress Helpline)를 이용하는 것에 대한 50개 이상의 언론 발표가 포함돼 있다.
미국 식품의약국(FDA)에서 발췌한 100페이지 이상 삭제에는 임상시험의 다양성 증가, 약물 임상시험에서의 중독 및 남용 가능성과 같은 주제에 대한 60개 이상의 규제 지침이 포함돼 있다.
Office of Scientific and Technical Information에서 발췌한 약 50개의 연구 논문. 삭제된 논문은 광학, 화학, 실험 의학 등 여러 분야에 걸쳐 있다.
"IRS 벌금 및 이자를 피하는 방법"이라는 제목의 비디오 대본과 사립학교가 인종 차별 행위에 가담하지 않았다는 것을 증명하기 위해 매년 제출해야 하는 양식을 포함하여 국세청에서 발췌한 25페이지 이상 삭제됐다.

Trump Regime Orders Hundreds of Progressive Terms to Be ‘Removed’, Shuts Down 8,000 Websites
President Trump has flagged hundreds of terms as restricted terms in government agencies and shut down or blocked 8,000 government websites in an attempt to eliminate ‘progressive’ policies in the federal government.
The New York Times released the restricted terms designated by the Trump regime on the 7th, and reported on the 8,000 government websites being shut down or blocked on the 2nd of last month.
The NYT said, “The terms have appeared in government memos, official and unofficial agency guidelines, and other documents,” and “Some have ordered the removal of the words from websites that are intended for the public, and other materials (including school curricula) that may contain the words.” The Times continued, “Federal agency administrators have not enacted a blanket ban on the term, but have instead stated that they will be ‘careful about how they use it,’” and “some of the terms were used to automatically flag some grant proposals and contracts that might conflict with Trump’s executive order.” The Times said, “Every U.S. administration has changed the language used in official communications to reflect its own policies on the term,” and “We found that, like editing or deleting web pages, it is within the prerogative of government officials and has already happened thousands of times under the Trump administration.” The Times previously reported on March 2 that “more than 8,000 web pages on more than a dozen U.S. government websites have been taken down,” as “federal agencies rush to heed Trump’s executive order targeting diversity initiatives and ‘gender ideology.’” The website closures and purges have focused on topics such as vaccines, veterans’ welfare, hate crimes, and scientific research. These sites are primarily for professionals—doctors, researchers, scientists, professors, and others—who have used government data and blocked it, with some government agencies removing entire sections of their websites and others blocking only a few pages.

A 3,000-plus-page report from the Centers for Disease Control and Prevention includes 1,000 research papers on chronic disease prevention, S.T.D. treatment guidelines, information on Alzheimer’s warning signs, overdose prevention education, and vaccine guidelines for pregnant women. (The use of the phrase “pregnant women” may have contributed to the deletion.)
A 3,000-plus page report from the Census Bureau, the majority of which are articles submitted under the Study and Methodology Act. Other missing pages include data management policies and documentation of multiple data sets and surveys. The more than 1,000 pages removed from the Office of Justice Programs include a feature article on teen dating violence and a blog post about funding to stop hate crimes.
The more than 200 pages removed from Head Start, a program for low-income children, include a video on how families can prevent postpartum depression and advice on how to help them establish routines.
The more than 180 pages removed from the Department of Justice include hate crime data for every state and a seven-page discussion of anti-L.G.B.T.Q. hate crimes.
The nearly 150 pages removed from the Substance Abuse and Mental Health Services Administration include more than 50 press releases about using the National Disaster Distress Helpline in the aftermath of a shooting or natural disaster. More than 100 pages of deletions from the U.S. Food and Drug Administration (FDA) include more than 60 regulatory guidance documents on topics such as increasing diversity in clinical trials and the potential for addiction and abuse in drug trials.
About 50 research papers from the Office of Scientific and Technical Information. The deleted papers cover a range of fields, including optics, chemistry, and experimental medicine.
More than 25 pages from the Internal Revenue Service, including a video script titled “How to Avoid IRS Penalties and Interest” and a form that private schools must file annually to prove they are not engaging in racial discrimination.
Twenty web pages from the National Institute of Standards and Technology, including one detailing the organization’s zero-tolerance harassment policy, were removed.
Eighteen pages from the Health Resources and Services Administration, including a toolkit for caring for women with opioid addiction and FAQs about the Mpox vaccine. An 18-page excerpt from the U.S. Patent and Trademark Office removes pages about veterans’ innovation and entrepreneurship and a program that teaches high school students about intellectual property.
An eight-page excerpt from the Department of the Interior includes some details about environmental policy initiatives. The phrase “environmental justice” may have contributed to some of the deletions.
A four-page excerpt from the Nuclear Regulatory Commission includes an overview of the organization’s equal employment opportunity programs and diversity initiatives.
A three-page excerpt from the Department of Veterans Affairs includes information about L.G.B.T.Q. veteran care, minority veteran care, and equity in the Louisiana health care system.
A two-page excerpt from the Marshals Service includes one link to a revision to correctional facility standards and another to the department’s fitness readiness program.
