마이크로소프트 AI 가자전쟁 무기화 인정 ‘하마스 병원 공격용’
마이크로소프트는 목요일 가자 전쟁 중 이스라엘 군대에 첨단 인공 지능(AI)과 클라우드 컴퓨팅 서비스를 판매하고 이스라엘 인질을 찾고 구출하려는 노력을 도왔다고 인정하는 웹싸이트 게시물을 블로그에 16일 올렸다.
MS가 제공한 AI 군사기술에 의한 가자지구 팔레스타인인 공격은 이스라엘이 하마스 본부 공격에서 병원과 민간인을 방패막이로 사용한다면서 지하터널에 대한 지상의 무차별 공습한 주역으로 보인다.
미국 민간기업이 이스라엘의 하마스 공격에 군시기술을 지원하는 사례에 대해 조지타운 대학의 보안 및 신흥 기술 센터의 선임 연구원인 에멜리아 프로바스코(Emelia Probasco)는 "우리는 정부가 아닌 기업이 분쟁에 적극적으로 관여하는 정부에 이용 약관을 지시하는 놀라운 순간에 있다"며 "이는 마치 탱크 제조업체가 수출한 타 국가에 ‘이러한 특정 이유’에만 우리 탱크를 사용할 수 있다고 말하고 수출하는 것과 같은 새로운 세상이다"고 AP에 밝혔다.
MS 성명서는 이에 "고객이 자신의 서버나 다른 장치에서 우리 소프트웨어를 어떻게 사용하는지에 대한 가시성이 없다"고 ‘군사 사용’은 인정하면서 ‘이스라엘군 사용에 대한 확인 불능’을 자사 제품이 다른 상용 클라우드 제공업체를 통해 어떻게 사용될지 알 수 없다고 책임과 무관하다고 밝혔다.
마이크로소프트 외에도 이스라엘군은 구글, 아마존, 팔란티어 및 기타 여러 주요 미국 기술 기업과 클라우드 또는 AI 서비스에 대한 광범위한 계약을 맺고 있다.
마이크로소프트는 단지 “이스라엘 군이 다른 고객과 마찬가지로 법으로 금지된 방식으로 해를 입히기 위해 제품을 사용하는 것을 금지하는 회사의 제한적 사용 정책과 AI 행동 강령을 따를 의무가 있다”면서 “회사는 이스라엘 군이 해당 조항을 위반했다는 ‘증거’를 찾지 못했다"고 밝혔다.
MS는 성명에서 이스라엘 군에 소프트웨어, 전문 서비스, 애저 클라우드 스토리지, 애저 AI 서비스(언어 번역 포함)를 제공했으며, 이스라엘 정부와 협력하여 외부 위협으로부터 자국의 사이버 공간을 보호했다고 이날 밝혔고, 성명은 ‘10월 7일 하마스에 의해 납치된 250명 이상의 인질을 구출하기 위한 노력의 일환’으로 이스라엘에 "상업 계약 조건을 넘어서는 우리 기술에 대한 특별 접근"과 "제한적 긴급 지원"을 제공했다고 밝혀 ‘군사 공격용’을 인정했다.
AI 기술에 의한 가자지구 민간시설 공격에 대해 처음 보도한 AP는 “AP 통신의 조사에서 2023년 10월 7일 치명적인 하마스 공격 이후 상용 AI 제품의 군사적 사용이 거의 200배 급증하면서 미국 기술 대기업과 이스라엘 국방부의 긴밀한 파트너십에 대한 이전에 보고되지 않은 세부 정보가 공개된 지 거의 3개월 만에 나온 것”이라며 “AP는 이스라엘군이 애저(Azure)를 사용해 대규모 감시를 통해 수집된 정보를 전사, 번역, 처리한 다음, 이스라엘 사내 AI 지원 표적 시스템과 교차 확인할 수 있으며, 그 반대의 경우도 마찬가지라고 보도했었다”고 16일 밝혔다.
AP는 이어 “인권단체들은 결함이 있고 오류가 발생하기 쉬운 인공지능 시스템이 누구를 대상으로 하거나 무엇을 표적으로 삼을지 결정하는 데 사용되어 무고한 사람들의 죽음을 초래하고 있다는 우려를 제기하고 있다”며 “미국의 지원을 받는 이 파트너십은 이스라엘, 우크라이나 및 미국을 포함하여 광범위한 용도로 군대에 인공 지능 제품을 판매하려는 기술 회사의 추진력이 커지고 있음을 반영한다”고 밝혔다.

AP통신은 MS 내부 정보 취재 결과 이스라엘군의 마이크로소프트와 오픈AI 인공지능 사용량이 지난 3월에 3년전 10월 7일 테러 직전 주보다 거의 200배 급증했으며, 가자전쟁 초기부터 2024년 7월까지 마이크로소프트 서버에 저장된 데이터의 양은 13.6페타바이트 이상으로 두 배 증가했고, 이는 의회 도서관에 있는 모든 책을 저장하는 데 필요한 디지털 메모리의 약 350배에 달한다고 밝혔다.
AP는 가자전쟁에서 “군대가 마이크로소프트의 거대한 컴퓨터 서버를 사용하는 것도 전쟁 첫 두 달 동안에만 거의 3분의 2가 증가했다”고 전쟁에 적극적 사용 근거로 밝혔다.

이스라엘군은 챗GPT와 유사한 새로운 인공지능 도구를 개발해 점령지에서 팔레스타인인들에 대한 감시를 통해 얻은 수백만 건의 아랍어 대화를 학습시켰고, 정부국의 8200부대(Unit 8200)에서, 수십 년 동안 가지지구를 비롯한 팔레스타인의 수많은 문자 메시지를 가로채고, 전화 통화를 옮겨 적고, 소셜 미디어에서 스크랩한 아랍어 방언으로 된 게시물 축적한 결과를, 가자전쟁 초기 몇 달 동안 대규모 언어 모델 LLM을 만들어 아랍어로 쿼리를 실행할 수 있는 챗봇을 구축했고, 이 도구를 멀티미디어 데이터베이스와 병합해 정보 분석가들이 이미지와 비디오에 대해 복잡한 검색으로 통신 도청에서 실패한 지하 위치 추적을 실행할 수 있게 됐다.

Microsoft admits weaponizing AI in Gaza war, ‘for Hamas hospital attack’
Microsoft on Thursday posted a blog post on its website acknowledging that it sold advanced artificial intelligence (AI) and cloud computing services to the Israeli military during the Gaza war and helped in efforts to find and rescue Israeli hostages.
The attack on Palestinians in Gaza by AI military technology provided by Microsoft appears to have been the main culprit behind Israel’s indiscriminate ground strikes on underground tunnels, claiming to use hospitals and civilians as shields in its attacks on Hamas headquarters.
“We are in an incredible moment where corporations, not governments, are dictating terms of use to governments that are actively involved in a conflict,” Emelia Probasco, a senior fellow at Georgetown University’s Center for Security and Emerging Technologies, told the AP about the case of private U.S. companies providing military technology to Israel’s Hamas attacks. “It’s like a tank manufacturer telling another country that they can use our tanks only for ‘this specific reason’ and then exporting them.”
The MS statement acknowledged the “military use” and said it had “no visibility into how customers use our software on their own servers or other devices,” but denied responsibility for its “inability to verify Israeli military use” by saying it had no way of knowing how its products might be used by other commercial cloud providers.
In addition to Microsoft, the Israeli military has extensive contracts with Google, Amazon, Palantir, and several other major US tech companies for cloud or AI services.
Microsoft said only that “the Israeli military, like all of its customers, is required to follow the company’s Acceptable Use Policy and AI Code of Conduct, which prohibits the use of its products to cause harm in a manner prohibited by law,” and that “the company has found no ‘evidence’ that the Israeli military has violated those provisions.”
In a statement, Microsoft said it had provided the Israeli military with software, professional services, Azure cloud storage, and Azure AI services (including language translation), and worked with the Israeli government to protect its cyberspace from external threats.
The statement acknowledged the “military attack” by saying it had provided Israel with “special access to our technology beyond the terms of a commercial contract” and “limited emergency assistance” as part of its efforts to rescue more than 250 hostages kidnapped by Hamas on October 7.
The AP, which first reported the AI-powered attacks on civilian facilities in Gaza, said on the 16th that “the AP investigation revealed previously unreported details of a close partnership between the U.S. tech giant and the Israeli Defense Forces, as military use of commercial AI products surged nearly 200-fold following the deadly Hamas attack on Oct. 7, 2023.”
The AP reported that the Israeli military was using Azure to transcribe, translate and process information collected through mass surveillance and then cross-check it with Israel’s in-house AI-powered targeting systems, and vice versa. Human rights groups have raised concerns that flawed and error-prone AI systems are being used to determine who or what to target, resulting in the deaths of innocent people.
The U.S.-backed partnership reflects a growing push by tech companies to sell AI products to militaries for a wide range of uses, including in Israel, Ukraine and the United States. The AP specifically stated that “Microsoft declined to respond to written questions from the AP about how its AI models helped the military translate, classify and analyze information used to select targets for airstrikes,” and that “Microsoft’s statement did not directly answer several questions about how exactly the Israeli military is using the technology, and the company declined to comment further.”
On February 18, AP’s global investigative reporting team (investigative@ap.org) reported on the massacre of civilians in Gaza using AI under the title, “As Israel uses U.S.-made AI models in war, concerns are raised about the technology’s role in determining who lives and who dies.”
The AP reported that “Big American tech companies have been secretly empowering Israel to track and kill more militants faster in Gaza and Lebanon through a surge in artificial intelligence and computing services, and the sharp increase in civilian deaths has raised fears that these tools are contributing to the deaths of innocent people.” The AP also reported that “the military has hired private companies to develop customized autonomous weapons for years, and Israel’s recent war is a major example of the active use of commercial AI models made in the United States despite concerns that they were not originally developed to help determine who lives and who dies.”
The AP reported that Microsoft’s internal intelligence investigation found that the Israeli military’s use of Microsoft and OpenAI AI had increased nearly 200-fold in March compared to the week before the Oct. 7 attacks three years ago, and that the amount of data stored on Microsoft servers since the beginning of the Gaza war doubled to more than 13.6 petabytes by July 2024, or about 350 times the digital memory needed to store all the books in the Library of Congress.
The AP cited the active use of Microsoft's massive computer servers in the Gaza War as evidence that "the military's use of Microsoft's massive computer servers also increased by nearly two-thirds in the first two months of the war alone." Israel used new AI-infused military technology to find the target of an assassination of a Hamas commander, whose location had been difficult to track despite its superior eavesdropping technology, and killed him in an airstrike on September 31, 2023, killing 125 civilians in the vicinity.
The Israeli military developed a new AI tool similar to ChatGPT and trained it on millions of Arabic conversations obtained through surveillance of Palestinians in the occupied territories, and Unit 8200 of the government bureau intercepted countless text messages, transcribed phone calls, and accumulated Arabic dialect posts scraped from social media for decades in Palestine, including the Gaza Strip, and built a large-scale language model LLM in the early months of the Gaza War to build a chatbot that could run queries in Arabic, and merged this tool with a multimedia database to enable intelligence analysts to perform complex searches on images and videos to track underground locations that failed in wiretapping.
Lee Jae-myung, the Democratic Party candidate for president, announced “reducing polarization with AI” and “fair opportunity results” in a TV debate on the 25th.
On the 22nd, the candidate had an exclusive conversation with Professor Israel Harari at the National Assembly, saying that “conflicts in the world come from inequality” and “solving the inequality gap with AI.”
