한미정상 ‘코로나 재조사’ 보건동맹이 중국과 충돌

한미정상이 코로나 기원 조사 공동성명을 낸 직후 바이든 미 대통령인 정보기관에 재조사를 지시하자 중국이 대응 수위를 높이고 있다.

한미 정상은 지난달 21일 공동성명에서 “우리는 또한 코로나19 발병의 기원에 대한 투명하고 독립적인 평가･분석 및 미래에 발병할 기원 불명의 유행병에 대한 조사를 지원할 것”이라며 “한국과 미국은 지속 가능하며 촉매 역할을 할 새로운 보건 안보 파이낸싱 메커니즘 창설을 위해 유사입장국들과 협력할 것”으로 재조사 공동 대응 합의를 밝혔다.

바이든 미 대통령은 26일 성명으로 “우리가 확실한 결론에 더 가까이 다가갈 수 있도록 정보 당국에 정보를 수집하고 분석하는 노력을 배가(redouble)해 90일 내에 다시 보고하라고 요청했다”며 “미국은 중국이 완전하고, 투명하며, 증거에 기반한 국제 조사에 참여하고 모든 관련 데이터와 증거에 대한 접근을 허용하도록 중국을 압박하기 위해 세계의 유사한 생각을 지닌 파트너들과 계속 협력할 것”이라고 밝혀, 재조사에서 보건 동맹인 한국과의 협력을 밝혔다.

한미정상회담의 공동성명은 한미 보건안보 동맹 구축에 대해 “우리는 인도-태평양 지역 내 전염병 대유행 준비태세 개선을 지원하기 위해 과감한 조치를 취할 것을 결의하고, 모든 국가들이 전염병 예방･진단･대응 역량을 구축해 나가도록 함께 그리고 다자적으로 협력할 것이다. 이러한 목표를 향해 나아가기 위해, 한국은 글로벌보건안보구상 선도그룹(GHSA Steering Committee) 및 행동계획워킹그룹(Action Package Working Groups)에 대한 관여를 확대하고, GHSA 목표를 지지하고 협력국간 격차 해소를 지원하기 위해 2021-2025년 기간 동안 2억불 신규 공약을 약속한다”고 명시해, 한국의 비용 부담에 의한 인도태평양 보건안보 체제를 밝혔다.

바이든 대통령은 재조사 개시 성명에서 ‘중국’을 세 번 거론하며 ‘중국 책임’을 직접 거론했고, 국립연구소 등 정부 기관들에게 정보 당국의 조사 지원을 지시하고, 의회에 대해 조사 내용 통보를 밝혔다.

바이든 대통령은 앞서 한미정상회담 공동기자회견에서 한국군 55만명에 대한 백신 공여를 밝혔고, 한국은 미국 백신 접동 대상을 예비군과 민방위대 군수산업 국방연구소 등으로 확대했다.

중국 외교부 왕원빈(汪文斌) 대변인은 31일 브리핑에서 "코로나 기원을 찾는 것은 정보요원이 아닌 과학자가 할 일"이라며 "일부 국가의 뜻에 따라 할 수는 없는 일"이라고 비난해 정보기관 재조사 가동을 겨냥했다.

한미정상 21일 공동성명 직후 보수적 월스트리트저널(WSJ)은 23일 비공개 미국 정보기관 보고서를 인용해 우한 바이러스연구소 연구원 3명이 2019년 11월 코로나19에 걸렸을 때와 비슷한 증상으로 병원 치료를 받았다고 보도했다.

트럼프 전 대통령(공화당)은 24일 폭스뉴스 인터뷰로 우한 연구소 기원설에 대해 "연구소에서 나왔을 '가능성'이 있다고 하는데 '가능성'이라는 단어를 빼도 된다고 생각한다"며 "'가능성'이라는 단어 없이 이 것이 연구소에서 나왔다고 생각한다"고 밝혔다.
