이재명 주한미군에 ‘외국군대’ 강력 군비증강 이스라엘 국방체제로 전환

이재명 대통령이 주한미군에 ‘외국군대’라며 강력한 군비증강에 AI 무기 전환으로 이스라엘 의 국방체제 구축 전환을 밝혔다.

네타냐후 이스라엘 총리는 15일 ‘슈퍼 스파르타’ 체제로 첨단 무기로 강한 국방력과 폐쇄적인 경제 체제의 그리스 고대 도시국가 체제를 선언했고, 이스라엘 주가가 폭락하고 경제계는 ‘하이테크가 국제 관계와 투자자 신뢰 기반’ 특성을 무시한 ‘중세 시대 악몽’이라고 비난했다.

이 대통령은 21일 페이스북에 “외국 군대 없으면 자주국방이 불가능한 것처럼 생각하는 일각의 굴종적 사고”라며 “감지·판단·조준·사격이 자유로운 인공지능(AI) 전투로봇, 무장 자율드론, 초정밀 공격 방어 미사일 등 유무인 복합 첨단 무기체계를 갖춘 50명이면 100명 아니라 수천수만의 적도 얼마든지 감당할 수 있다”고 ‘자주국방’ 체제 전환을 밝혔다.

이 대통령은 이날 ‘강력한 자주국방의 길을 열겠습니다’ 발표문으로 “강력한 국방개혁으로 완전한 자주국방 태세를 갖춰 나가겠다”고 선언하괴 “국군은 북한에 비해 상비군 숫자는 적지만 군복무를 마치고 지금도 훈련 중이며 즉시 전투에 투입 가능한 예비 병력이 260만”이라며 “우리나라는 1년 국방비가 북한 국가 총생산의 약 1.4배이고, 세계 군사력 5위를 자랑하며, 경제력에서 북한의 수십 배에 이르고, 인구는 2배가 넘는다. 세계가 인정하는 문화강국이자, 방위산업 강국”이라고 군비증강 주도국으로 신무기 체제 전환을 밝혔다.

네타냐후 이스라엘 총리는 16일 기자회견에서 앞서 “슈퍼 스파르타가 되어야 한다”고 15일 발언한 것에 대해 “전체 경제가 아니라 국방산업에 국한해서 말한 것”이라며 “강하고 독립적인 방위 산업을 건설하는 데 필요한 모든 조처를 하고 싶다”고 말했다고 ‘타임어브 이스라엘’이 보도했다.

네타냐후 총리는 15일 경제 콘퍼런스에서 “이건 일종의 고립이다. 자급자족 경제를 만들어야 한다”며 “앞으로 수년간 우린 아테네나 슈퍼 스파르타가 될 것이다. 다른 선택이 없다”고 연설했다.

네타냐후가 발언한 ‘스파르타’는 강한 국방력과 폐쇄적인 경제 체제의 그리스 고대 도시국가 체제이다.

이 대통령은 중국 전승절인 3일 타임과 인터뷰로 중국과의 ‘관계 관리’를 말하며 "한국이 두 진영 간 대립의 최전선에 서게 될 위험이 있다"면서, 관세협상에 대해 “미국의 요구조건들이 너무나도 엄격했다”면서 "그것을 받아들였다면 탄핵 당했을 것"이라며 "그래서 미국 협상팀에 합리적인 대안을 요구했다"고 협상 타결의 기존 입장을 바꿔 ‘자진 결렬’을 선언했고, 이는 18일 보도됐다.

이 대통령은 미국에서 가장 많이 팔리는 대중적 주간지인 ‘타임’에서 트럼프 대통령이 정상회담의 ‘미군기지 소유권’ 발언에 대해 "농담을 한 것 같다"면서 "미군은 이미 기지와 땅을 비용을 내지 않고 사용하고 있다. 미국이 이를 소유하게 된다면 재산세를 내야하고, 그걸 면제해줄 수는 없다"고 타임에 말해 ‘한미국방 협력 조약’에 대한 ‘파기 가능성’을 내놨고, 한국은 자국 군사기지에 대해 토지세를 부과하지 않는다.

AI 무인소총 등 AI 무기 살상 무기와 도청 무기 양산에 가장 앞선 이스라엘은 삼성전자와 밀접한 관련을 맺고 있고 첨단 무기체제를 이재명 체제가 도입하는 것으로 알려졌다.

이스라엘 국방부는 6월 5일 전년도(2024년) 이스라엘의 방산 수출이 전년 대비 증가한 148억 달러(20조 3천억 원)으로 역대 최고치라고 밝혔다.

이스라엘의 무기 수출은 2024년에는 130억 달러(17조 8천억 원)이고 연속 최고치 기록 중이고 러시아의 우크라이나 전쟁과 가지지구 전쟁을 통해 급증했다.

‘KRM뉴스’는 “이스라엘 국방부 산하 국제방산협력국(SIBAT)은 2024년 무기 수출이 5년 전과 비교해 두 배 규모이다”며 “특히 지난 2023년 10월 7일 하마스의 기습공격 이후 전시체제로 전환된 이스라엘은 방산업체들을 동원해 이스라엘군에 필요한 무기와 장비를 생산하면서도 해외 수출을 병행해왔다”고 6월 4일 밝혔다.

이스라엘 무기 수출 증가는 전체 방산 수출의 54%가 유럽이 차지했고, 유럽은 2023년 35% 비중에서 가자전쟁 이전 러시아의 우크라이나 침공이 유럽 내 이스라엘산 무기 수요 증가의 주요 배경으로 보인다.

이스라엘의 지역별 무기 수출 비중은 아시아·태평양 23%, 아브라함 협정 체결국인 아랍에미리트·바레인·모로코가 12%, 북미 9%, 중남미와 아프리카가 각각 1%였다.

이스라엘 무기 수출은 방공 시스템, 미사일, 로켓이 전체의 48%를 차지했고, 차량 9%, 위성 및 관련 장비 8%, 레이더와 전자전 시스템 8%, 유인 항공기 및 항공전자장비 8% 등이다.

이스라엘의 고가 무기에는 사이버 정보 기술은 전체의 4%가 차지했고, 이는 도청에 의한 요인 암살 무기에 집중해 은밀한 거래 대상이라서 외형상 낮은 비중을 기록한 것으로 보인다.

이스라엘 무기 수출은 가자지구 전투 중인 4년 연속 최고 수준으로 상승했다.

2023년 2월, 이스라엘 방산 회사 스마트 슈터(Smart Shooter)는 아랍에미리트(UAE)에서 열린 무기 전시회에서 일반 총과 다른 총기에 AI가 탑재돼 사용자가 총을 들고 표적을 응시하면 AI가 거리와 방향, 바람 방향까지 정확히 계산해 표적을 100％ 명중할 수 있도록 도와준다고 조선일보가 2023년 4월 27일 보도했다.

‘조선’은 이어 “이스라엘은 다양한 무기 기술이 발달했고 2022년 11월엔 '자살 폭탄'을 장착한 전투 드론을 개발했다”며, “이 드론은 AI 총과 마찬가지로 목표물을 찾아 알아서 자동으로 타격하는 AI 기술이 적용됐다“고 밝혔다.

한국은 이스라엘에 전쟁을 통래 2023년 10월 이후에 최소 114만 달러(약 15억 원)의 무기를 수출했고, 2023~2024년 1년간 8위 수출국으로 집계되면서 무기산업에서 밀접 관련 체제이나, 한국 정부는 ‘이스라엘 무기 수출에 대해 전면 부인해왔다.

이 대통령은 이날 “경제력 문화력을 포함한 통합 국력을 키우고, 국방비를 늘리고, 사기 높은 스마트 강군으로 재편하며, 방위산업을 강력히 육성하고, 안보 외교 강화로 다자안보협력 체계를 확보하는 등으로 다시는 침략받지 않는 나라, 의존하지 않는 나라를 만들어 가겠다”면서 “중요한 건 이런 군사력, 국방력, 국력을 가지고도 외국 군대 없으면 자주국방이 불가능한 것처럼 생각하는 일각의 굴종적 사고”라며, “외부의 군사충돌에 휘말려도 안되고, 우리의 안보가 위협받아서도 안된다. 강력한 자율적 자주국방이 현 시기 우리의 가장 중요한 과제”라고 밝혔다.

이스라엘 독립언론인 ‘와이넷’은 네타냐후 총리의 ’슈퍼 사파르타‘ 발언 직후 이스라엘 주요 지수가 2% 이상 폭락하고, 경제계에서 비난이 빗발쳤다고 보도했다.

’와이넷은 이스라엘 하이테크협회가 “하이테크 산업은 국제시장과 투자자의 신뢰에 의존한다”며 “네타냐후의 비전은 오렌지를 팔던 때로 돌아가는 건가”라면서, 당시 이스라엘 경제포럼은 “네타냐후는 메시아적(종교적) 국민의 환호에 기대 이스라엘을 경제와 안보 파탄으로 이끌었다는 사실을 인정했다”고, 이스라엘 상공회의소는 “현대 경제와 맞지 않는 위험한 중세적 악몽”이라고 비난했다고 밝혔다.

문재인 체제에서 군비증강에 의한 북한 사회주의 경제체제 생산성 꺾기로 '경제로 속여서 승리' 전략으로 이스라엘의 요르단강 점령 전략을 적용했다.

김병주 민주당 의원은 문재인 체제에서 비례대표 선출직전 '오마이뉴스' 인터뷰로 “문재인 정부는 내 지론과 똑같은 '힘을 통한 평화'를 위해 노력해왔다. 21대 국회 안보 공약 중 하나가 세계 5위의 군사강국 만드는 것이고 공약 만드는 데 나도 참여 했는데”라며 군비증강에 의한 북한 비핵화전략에 대해 “남북문제도--- 전쟁 통해서 북한 비핵화시킬 수 있겠지만,(중략) 인내 가지고 싸우지 않고 이기려는 노력 하는 것이다. 문재인 정부는 <손자병법>에 나오는 싸우지 않고 하는 전쟁, 벌모와 벌교를 하고 있는 것”이라며 ”대북(對北) 벌모(伐謨)는 적의 계략을 치는 것으로 적의 마음을 변화시켜 굴복시킨다는 의미“라고 ‘북한 속여서 굴복시키기’를 밝혔다.

한미연합사 부사령관 출신의 김 의원은 당시 인터뷰에서 군비증강에 대해 “문재인 정부 초기국방예산이 40조 원, 집권 3년차 올해 50조 원까지 증가했다”며 “연평균 7.5% 증가인데, 이명박 박근혜 정부 시절 4~5% 정도였다”고 지난해 5월 18일 말했다.

이재명 체제에서 김 의원은 최근 군의 장성급 인사에 가장 큰 영향력을 행사하며 국방정책 주도자로 보이며, 윤석열 체제 몰락 당시 비상계엄 사태 진압에서 가장 빠른 정보력을 과시했다.

Lee Jae-myung Calls US Forces in Korea a "Foreign Army" and Announces Transformation of Israel's Defense System

President Lee Jae-myung announced a transformation of Israel's defense system, calling US Forces in Korea a "foreign army" and introducing a massive military buildup, including a shift to AI weapons.

Israeli Prime Minister Netanyahu declared a "Super Spartan" system on the 15th, reminiscent of ancient Greek city-states with a strong national defense and a closed economy, leading to a plunge in Israeli stock prices and criticism from the business community, calling it a "medieval nightmare" that ignores the "high-tech foundation of international relations and investor trust."

On the 21st, President Lee posted on Facebook, “It is a submissive mindset of some who think that independent national defense is impossible without foreign troops,” and announced the transition to an ‘independent national defense’ system, saying, “50 people equipped with manned and unmanned complex cutting-edge weapon systems such as artificial intelligence (AI) combat robots that can freely detect, judge, aim, and fire, armed autonomous drones, and ultra-precision attack and defense missiles can easily deal with enemies not just 100, but tens of thousands.”

On this day, President Lee declared in a statement titled “We will open the way to a strong independent national defense,” “We will establish a fully independent national defense posture through strong defense reform.”

He continued, “While our standing army is smaller than North Korea’s, we have 2.6 million reserve troops who have completed their military service, are currently training, and are ready for immediate combat deployment.”

He continued, “Our country’s annual defense budget is approximately 1.4 times North Korea’s GDP, boasts the world’s fifth-largest military, has dozens of times the economic power of North Korea, and has a population more than twice that of North Korea. We are a cultural powerhouse recognized by the world and a defense industry powerhouse.”

He announced the transition to a new weapons system as a leading country in military buildup.

Israeli Prime Minister Netanyahu stated in a press conference on the 16th that his earlier remark on the 15th that Israel must become a “Super Spartan” was “limited to the defense industry, not the entire economy,” and “I want to take all necessary measures to build a strong and independent defense industry,” according to a Times of Israel report.

At an economic conference on the 15th, Prime Minister Netanyahu said, "This is a form of isolation. We must create a self-sufficient economy. In the coming years, we will become Athens or a super-Sparta. There is no other choice."

The "Sparta" Netanyahu referred to was an ancient Greek city-state with a strong national defense and a closed economy.

President Lee, in an interview with TIME on the 3rd, China's Victory Day, addressed "relationship management" with China. He stated, "There is a risk that Korea will end up on the front lines of the conflict between the two camps." Regarding tariff negotiations, he stated, "The US demands were too strict," and "If I had accepted them, I would have been impeached," adding, "That's why I demanded a reasonable alternative from the US negotiating team."

He then reversed his previous stance on reaching a deal and declared a "voluntary breakdown." This was reported on the 18th. In Time, the best-selling weekly magazine in the United States, the president stated that President Trump's remarks about "US military base ownership" during the summit "appeared to be a joke," and that "the US military already uses the bases and land without paying for them. If the US were to own them, it would have to pay property taxes, and we can't exempt it," raising the possibility of scrapping the ROK-US Defense Cooperation Treaty. South Korea does not impose land taxes on its military bases.

Israel, a leader in the mass production of AI-based lethal weapons and wiretapping weapons, including unmanned aerial vehicles (UAVs), has close ties with Samsung Electronics, and the Lee Jae-myung administration is reportedly introducing cutting-edge weapons systems.

On June 5th, the Israeli Ministry of Defense announced that Israel's defense exports in 2024 reached a record high of $14.8 billion (KRW 20.3 trillion), an increase from the previous year.

Israeli arms exports reached $13 billion (KRW 17.8 trillion) in 2024, reaching consecutive highs and surging amid Russia's war in Ukraine and the Gaza Strip.

KRM News reported on June 4th that, "The International Defense Cooperation Agency (SIBAT), under the Israeli Ministry of Defense, expects arms exports to double in 2024 compared to five years ago."

Furthermore, Israel, which transitioned to wartime mode after Hamas' surprise attack on October 7, 2023, has been mobilizing defense companies to produce weapons and equipment for the Israeli military while simultaneously exporting them abroad."

The increase in Israeli arms exports is attributed to Europe, which accounted for 54% of total defense exports. Europe accounted for 35% of the total in 2023. Russia's invasion of Ukraine prior to the Gaza War appears to be a major factor in the increased demand for Israeli weapons in Europe.

Regional distribution of Israeli arms exports was as follows: Asia-Pacific (23%); Abraham Accord signatories the United Arab Emirates, Bahrain, and Morocco (12%); North America (9%); and Latin America and Africa (1%).

Israeli arms exports consisted of air defense systems, missiles, and rockets (48%), vehicles (9%), satellites and related equipment (8%), radar and electronic warfare systems (8%), and manned aircraft and avionics (8%).

Cyber information technology accounted for only 4% of Israel's high-value weapons, a relatively low percentage likely due to its focus on covert transactions involving wiretapping and assassination of key targets.

Israel, a leader in the mass production of AI-based lethal weapons, such as unmanned aerial vehicles (UAVs), and wiretapping weapons, maintains close ties with Samsung Electronics, and the Lee Jae-myung administration is reportedly introducing advanced weapons systems.

In February 2023, the Israeli defense company Smart Shooter presented a firearm at an arms exhibition in the United Arab Emirates (UAE) equipped with AI. Unlike conventional guns, the AI calculates the distance, direction, and even wind direction accurately, ensuring a 100% accuracy hit.

The Chosun Ilbo reported on April 27, 2023, that when the user holds the gun and focuses on a target, the AI helps ensure a 100% accuracy hit.

The Chosun Ilbo continued, "Israel has developed a variety of weapons technologies, and in November 2022, it developed a combat drone equipped with a 'suicide bomb.'"

The newspaper added, "Like AI guns, this drone uses AI technology to automatically locate and strike targets." South Korea has exported at least $1.14 million (approximately 1.5 billion won) worth of weapons to Israel since October 2023, ranking it as the eighth largest exporter between 2023 and 2024. Despite this close relationship with the Israeli arms industry, the South Korean government has consistently denied any involvement in arms exports to Israel.

President Lee stated, "We will build a nation that will never be invaded again and will not be dependent on Israel by strengthening our integrated national power, including economic and cultural capabilities, increasing defense spending, reorganizing our military into a smart and powerful force with high morale, cultivating the defense industry, and strengthening security diplomacy to secure a multilateral security cooperation system."

He added, "What's important is the submissive mindset of some who believe that independent national defense is impossible without foreign forces, even with our military, national defense, and national power."

He added, "We must not be embroiled in external military conflicts, nor must our security be threatened. A strong, autonomous, and self-reliant national defense is our most important task at this time."

The independent Israeli media outlet Ynet reported that immediately after Prime Minister Netanyahu's "Super Zaparta" remarks, Israel's major indexes plummeted by more than 2%, sparking a barrage of criticism from the business community.

Ynet also reported that the Israel High-Tech Association stated, "High-tech industries depend on international markets and investor confidence," and that "Netanyahu's vision is a return to the days of selling oranges." The Israel Economic Forum at the time stated, "Netanyahu has acknowledged that he has relied on the cheers of a messianic (religious) people to lead Israel to economic and security ruin." The Israel Chamber of Commerce criticized the remarks, calling them "a dangerous medieval nightmare unfit for the modern economy."

The Moon Jae-in administration has adopted Israel's strategy of occupying the Jordan River, employing a "victory by deceiving the economy" strategy to suppress the productivity of North Korea's socialist economic system through military buildup.

Kim Byung-joo, a Democratic Party lawmaker, said in an interview with OhmyNews right before being elected as proportional representative under the Moon Jae-in administration, “The Moon Jae-in administration has been striving for ‘peace through strength,’ which is the same as my philosophy. One of the security pledges of the 21st National Assembly is to create the world’s fifth-largest military power, and I participated in making the pledge.”

Regarding the strategy of denuclearizing North Korea through military buildup, he said, “As for the inter-Korean issue—we could denuclearize North Korea through war, but (omitted) we are trying to win without fighting and with patience. The Moon Jae-in administration is engaging in a war without fighting, as described in The Art of War, and is engaging in expeditions and beolgyo.” He explained, “Expeditions against the North (對北) mean to change the enemy’s mind by countering their schemes and making them submit,” and revealed his intention to ‘deceive and force North Korea to submit.’

Rep. Kim, a former deputy commander of the ROK-US Combined Forces Command, said in an interview at the time about the military buildup, “The Moon Jae-in administration’s initial defense budget was 40 trillion won, and it increased to 50 trillion won this year, in its third year in office,” and “It’s an average annual increase of 7.5%, but it was around 4-5% during the Lee Myung-bak and Park Geun-hye administrations.”

Under the Lee Jae-myung administration, Rep. Kim has recently wielded the greatest influence on general-level military personnel appointments and appears to be a leader in defense policy. He also displayed the fastest intelligence capabilities in suppressing the martial law situation during the fall of the Yoon Seok-yeol administration.
