트럼프 체제에서 전쟁과 거래를 이끄는 루비오 국무장관 겸 안보보좌관을 “신보수주의와 트럼프 대통령의 거래주의가 결합해 미국의 군사력과 경제력을 이용해 권위주의 국가들을 위성국가로 만드는 것과 다름없다”며 “이는 정권 교체가 아니라 정권 순응, 파괴와 거래 교리이다”고 뉴욕타임스가 진단했다,
루비오 장관의 이란에 대한 경고는 다소 암호적이면서도 폭력적이었다.
그는 이란 공격 개시 전 "우리는 앞으로 몇 시간, 며칠 내에 이 사람들에게 장제스를 풀어놓을 것이다"고 ‘장제스의 검’을 말했다.
그는 2005년 당시 플로리다 의회에서 아들 부시 전 대통령의 동생(당시 플로리다 지사)가 준 ‘황금 검’을 ‘장제스의 검’이라 부르며, 오른손으로 검 손잡이를 쥐고 왼손으로 황금 검집을 받쳐 든 장면을 연출했고 이 사진은 14일 뉴욕타임스가 공개했다.
그는 이란 공격에 대한 의회 증언에서 "세계에서 가장 강력한 두 공군이 이 테러 정권을 무너뜨리면서, 이 공격의 범위와 강도에 변화가 정말로 나타나기 시작할 것이다"고 말했다.
NYT는 “이 신비로운 언급은 전쟁이 시작된 직후 미국과 이스라엘의 폭격 작전을 가속화하겠다고 말하면서 나왔다”면서 “‘장제스’는 루비오와 부시 가문 간의 잘 알려지지 않은 연관성을 가리키며, 부시 가문의 젊은 대통령 조지 W.는 이 세기 미국의 두 차례 ‘영원한 전쟁’인 이라크와 아프가니스탄 전쟁의 설계자였고, 2005년 조지 W.의 동생이자 당시 플로리다 주지사였던 제브 부시는 루비오가 하원의장이 될 준비를 하던 중 플로리다 입법부에서 그에게 황금 검을 건넸고, 부시 대통령은 당시 이것이 ‘위대한 보수 전사’이자 ‘신비로운 장제스의 무기’라고 말했다”고 14일 보도했다.

그는 트럼프의 정권 교체가 이란과의 전쟁의 목표인지에 대해 모순된 발언을 처음에 보였다.
루비오는 나라를 지배하는 "급진 시아파 성직자들"을 비판했고, 첫 이스라엘 공격으로 이란의 주요 아야톨라가 사망했지만, 그들을 전복하는 것이 전쟁 목표라고 명확히 말하지는 않았다. 트럼프 대통령은 대중 봉기를 조장해왔지만, 루비오는 현 이란 정부 관계자들과의 합의에도 관심을 보였다.
번면 그는 오랜 정치 경력 내내 루비오 씨는 미국에 적대적인 정부를 전복시키는 것을 주장해 왔다.
공화당에서 이라크와 아프가니스탄 두 개의 큰 전쟁을 일으킨 조지 W. 부시 행정부와 오랫동안 일치해 온 강경한 외교 정책 견해를 가진 루비오 장관은 마침내 내면의 장제스를 풀어놓고 전 세계에 황금검을 휘두르고 있다.

반면 그와 트럼프 대통령의 ‘거래주의’에 대해 NYT는 “로비오 장관은 선례를 따라 권위주의 정부들과도 거래를 할 의향이 있어, 쿠바로의 석유 수송을 차단하며 경제 전쟁을 수행하는 동안, 그는 피델 카스트로의 형 라울의 손자인 라울 기예르모 로드리게스 카스트로와 조용히 쿠바 경제를 개방하기 위해 협상하고 있다”면서 “루비오는 마두로 씨의 좌파 권위주의 동맹인 베네수엘라 출신 델시 로드리게스와도 긴밀히 협력하고 있으며, 마두로의 좌파 권위주의 동맹이자 현재 국가를 통치하고 있고, 보수 친민주주의 야당 지도자 마리아 코리나 마차도의 권력 장악을 추진하지 않고 있다”고 밝혔다.
그는 앞서 상원의원으로서 2024년에 베네수엘라 공격 이전 야당 지도자인 마차도 씨의 노벨 평화상 후보 지명을 지지하는 서한에 공동 서명했고, 전격 공습으로 체포한 마두로 대통령의 최측근과 ‘비밀협상’을 지속했다.
NYT는 “쿠바와 베네수엘라는 트럼프 행정부에게 매우 복잡한 문제이고 이란 전쟁도트럼프 대통령의 임기를 성패시키거나 무너뜨릴 수 있는 문제이다”며 “제2차 세계대전 이후 여러 미국 행정부가 직면한 질문에 직면해 있다. 즉, 한 나라가 다른 나라를 재구성할 수 있을지, 아니면 끊임없는 폭격 캠페인으로 복종을 강요할 수 있는가?”라고 진단했다.
군사적 자제를 옹호하는 케이토 연구소의 국방 및 외교 정책 연구 책임자 저스틴 로건은 "정교한 공습으로 다른 나라들의 정치를 근본적으로 바꿀 수 있다면 정말 좋을 것이다"라며 "하지만 우리는 그럴 수 없다. 이 점에 대해 미국인의 고집이 있고, 우리는 이런 교훈을 계속해서 배우고 있다"고 NYT에 밝혔다.
김 총리가 13일 대통령 즉석 면담에 대해 ‘백악관 신앙 사무국장 폴라 화이트 목사’에 대해 한국기자들에게 “화이트 목사와 오랫동안 관계를 형성해온 한국의 대표 교계 지도자들에 요청을 해 만남이 성사됐다”면서 “화이트 목사와 만난 장소가 트럼프 대통령의 오벌오피스 바로 옆에 위치, 문으로 연결돼 있는 회의실이었다”, “거의 한 시간 정도 대화를 하던 중 화이트 목사가 트럼프 대통령과 만남이 필요하다고 판단, 여러 번 오벌오피스 쪽 상황을 체크해 트럼프 대통령의 회의가 끝나는 시점에 나와의 만남을 성사시켰다”고 밝혔다.
김 총리는 기자들에게, “트럼프 대통령과 20분 가량 만나 대화를 나눴다”, “대화의 상당 부분이 북한 문제에 대한 제 견해를 여쭤보는 것이었다”며, “이재명 대통령께서 트럼프 대통령이 한반도 문제를 해결할 유일한 지도자라는 말씀을 자주 한다”고 말했고 이에 보좌관에서 김정은 북한 국무위원장과 판문점에서 찍은 사진을 가지고 오라고 했고,“나는 김 위원장과 좋은 관계를 유지하고 있다”, “김 위원장이 미국이나 나와 대화를 원하는지 궁금하다”고 13일 발언했다.
김 총리는 이에 대해 “기본적으로 북한, 김 위원장과 대화한 유일한 서방의 지도자가 트럼프 대통령이라고 말씀 드렸다”며 “또 한반도 문제를 해결할 피스메이커로서 유일한 역량을 지닌 리더라고 생각한다고 말씀 드렸다”고 발표했다.

NYT는 이어 “한때 그는 트럼프 대통령과 이념적으로 너무 동떨어져 있어 많은 관리들과 정치인들이 그가 행정부에서 1년을 버틸 수 있을지 의심했지만 오늘날 루비오 씨는 이란, 베네수엘라, 쿠바 등 여러 나라의 정부를 재편하려는 트럼프 대통령의 공격적인 캠페인을 이끌고 있다”면서 “미국 전쟁을 끝내겠다고 약속했던 미국 대통령은 이제 루비오와 국무장관의 이념적 동료들이 지지하는 정책을 수용하고 있어, 트럼프 대통령이 군사 자제의 새로운 시대를 열었다고 생각했던 지지자들을 실망하게 하며, 신보수주의와 트럼프 대통령의 거래주의가 결합돼 미국의 군사력과 경제력을 이용해 권위주의 국가들을 위성국가로 만드는 것과 다름없다”고 밝혔다.
한겨레는 김 총리에 대해 북미 관계 관련해 “작은 가능성이라도 살리기 위해 접촉과 대화를 늘리는 것이 필요하다는 의견을 전달했다”며 “북한의 최근 언사도 ‘못 만날 이유가 없다’에서 ‘우리 사이가 꼭 나쁠 이유는 없다’는 표현으로 조금 진전된 점을 지적했다”고 보도했다.
한겨레는 이어 <김 총리는 북미 관계 개선을 위한 구체적인 제안도 했지만 내용은 공개하지 않았다. 그는 “어떤 카드를 문제 해결의 계기로 삼으면 좋겠다는 아이디어가 있다”며 “트럼프 대통령이 매우 흥미를 보였다”고 말했다>며 <또 “트럼프 대통령이 보좌관들에게 제 의견과 관련해 몇 가지 추가 파악을 지시했고 북한과 관련한 조치를 검토하라고 했다”고 전했다>고 ‘이재명 체제와 트럼프 체제 밀거래’로 밝혔다.
김 총리는 인사청문회 당시 신길교회 안수집사였고, 2023년 11월 개신교 행사에서 “기독교적 세계관을 가진 민주주의자”라고 소개 발언했다.
총리 인사청문회에서 친명 핵심인 박선원 의원이 “김 후보자는 숭실고를 졸업하고 성가대 합창단도 하시고 아주 신실한 기독교 믿음이 있는 분으로 알고 있다”며 “성경 말씀을 붙잡고 어려운 그 힘든 시간을 정말 잘 단단하게 뚫고 오신 것에 대해서 존경을 표한다”고 말해 ‘종교 우선’을 보였다.
한국 합참은 14일 "우리 군은 오늘 오후 1시 20분께 북한 순안 일대에서 동해상으로 발사된 미상 탄도미사일 10여발을 포착했다"고 밝혔다.
연합뉴스는 “한 번에 10여 발이나 발사한 것은 이례적인 일로, 무력시위 성격으로 풀이된다”며 “이날 탄도미사일 발사는 트럼프 미국 대통령이 김정은 북한 국무위원장과의 대화 의지를 보이고 나서 이뤄진 것이어서 더욱 주목을 받았다. 트럼프 대통령은 13일 백악관을 방문한 김민석 국무총리와 만나 김정은 북한 국무위원장과 ‘김 위원장이 미국과, 나와의 대화를 원하는지 궁금하다’며 김 총리에게 의견을 구한 것으로 전해졌다”고 14일 밝혔다.
로이터는 <김정은 북한 국무위원장이 토요일에 600mm 구경 다연장 로켓 발사 12기의 시험 발사를 감독했다고 관영 매체가 보도했다>며 <이는 이번 주 미국과 한국이 한국에서 연례 대규모 훈련을 시작한 뒤 이루어졌다>고 14일 보도했다.
로이터는 이어 <한국 군은 14일에 북한이 동해안 해상을 향해 10발 이상의 탄도미사일을 발사했고, 미사일은 현지 시간 오후 1시 20분경 수도 평양 인근 지역에서 발사되어 약 350킬로미터를 비행했다고 전했다>면서 <지난주 김정은 위원장의 여동생인 김여정은 미-한 군사 훈련이 "도발적이고 공격적인 전쟁 연습"이며 지역 안정에 해를 끼칠 것이라고 말했다. 한국과 워싱턴은 이번 훈련이 순전히 방어적 목적이며, 북한의 군사 위협에 대한 대비태세를 시험하기 위한 것이라고 말한다>고 밝혔다.
트럼프 대통령은 15일 에어포스원에서 기자들에게 "쿠바를 차지하는 영광을 누릴 것이라고 믿는다"라며 "어떤 형태로든 쿠바를 점령하는 것은 맞다, 쿠바를 점령하는 거야. 내가 그걸 풀어주든, 가져가든—진실을 알고 싶다면, 내가 원하는 대로 할 수 있을 거야"라고 말했다.
그는 기자들에게 "나는 쿠바를 지키고 있다"라며 "곧 합의를 하거나 해야 할 일을 할 것이다. 우리는 쿠바보다 먼저 이란을 할 것이다"고 말했다.
트럼프 행정부는1월 이후 쿠바에 사실상 석유 봉쇄를 시행하며, 다른 국가들이 섬에 석유를 공급할 경우 위협하고 심지어 군사 행동까지 취했다.
2월에 미국 해안경비대 선박이 콜롬비아에서 쿠바로 향하던 원유가 가득 실린 유조선을 가로막았고, 그 결과 쿠바는 1월 9일 이후 유의미한 석유나 연료 수입을 받지 못해 섬 내 위기가 급격히 악화되고 있다. 암시장에서 판매되는 휘발유는 갤런당 약 35달러까지 치솟았고, 전기는 거의 매일 끊기고 있으며, 16일에는 전국적 정전 사태가 발생하며 수술은 지연되고, 약품은 바닥나가며, 식량 불안정은 심화되고 있다.

Trump’s ‘Doctrine of Regime Conformity Destruction’: Military-Economic Satellite States; Kim Min-sok Adds ‘North Korea’
Attempts are being made to create satellite states using military and economic power under the Trump administration’s strategy of the ‘Doctrine of Regime Conformity Destruction.’
During the Trump administration’s secret negotiations regarding the complete cutoff of oil supplies to Cuba, Prime Minister Kim Min-sok met with President Trump at the White House via the matchmaking of a ‘US Christian group.’ When President Trump asked if Kim Jong-un was willing to talk, Prime Minister Kim formalized his demand for access to North Korea by referring to him as the ‘only peacemaker leader.’
The New York Times assessed Secretary of State and National Security Advisor Rubio, who leads the war and deal under the Trump administration, stating, “The combination of neoconservatism and President Trump’s dealmanship is no different from using U.S. military and economic power to turn authoritarian states into satellite states,” and added, “This is not regime change, but a doctrine of regime conformity, destruction, and deal.”
Secretary Rubio’s warning to Iran was somewhat cryptic and violent.
Before launching an attack on Iran, he spoke of “Chiang Kai-shek’s sword,” saying, “We will unleash Chiang Kai-shek on these people in the coming hours and days.”
In 2005, at the Florida legislature, he referred to the “golden sword” given to him by former President George W. Bush’s brother (then Florida Governor) as “Chiang Kai-shek’s sword,” staging a scene where he held the sword’s hilt in his right hand and supported the golden scabbard in his left; this photo was released by The New York Times on the 14th.
In his congressional testimony regarding the attack on Iran, he stated, "As the world's two most powerful air forces bring down this terrorist regime, a real change in the scope and intensity of this attack will begin to appear." The New York Times reported on the 14th, “This mysterious remark came as he stated he would accelerate bombing operations between the U.S. and Israel immediately after the war began.”
The report noted that “‘Chiang Kai-shek’ refers to a little-known connection between Rubio and the Bush family; young Bush president George W. Bush was the architect of the Iraq and Afghanistan wars, the two ‘eternal wars’ of the 20th century.
In 2005, George W. Bush’s brother, Zeb Bush, who was then the governor of Florida, presented Rubio with a golden sword in the Florida legislature while Rubio was preparing to become Speaker of the House, and President Bush said at the time that it was a ‘great conservative warrior’ and ‘the mysterious weapon of Chiang Kai-shek.’”
The NYT continued, “‘Unleash Chiang Kai-shek’ is a phrase shouted by his father, George H.W. Bush, who was the ambassador to China before becoming president, to his tennis opponents; it refers to Chiang Kai-shek, the U.S.-backed Chinese military leader who fought against Mao’s Chinese Communist Party but was ultimately defeated.”
He initially displayed contradictory remarks regarding whether a change of Trump’s administration was the goal of a war with Iran.
Rubio criticized the "radical Shia clerics" ruling the country, and while Iran's key ayatollah was killed in the first Israeli attack, he did not explicitly state that overthrowing them was the goal of the war. While President Trump has been inciting a popular uprising, Rubio also showed interest in reaching an agreement with current Iranian government officials.
Indeed, throughout his long political career, Mr. Rubio has advocated for the overthrow of governments hostile to the United States.
Secretary Rubio, who holds hardline foreign policy views that have long aligned with the George W. Bush administration—which launched the two major wars in Iraq and Afghanistan—is finally unleashing his inner Chiang Kai-shek and wielding a golden sword across the world. The New York Times reported, “He even mentioned the necessity of a preemptive strike against Iran, citing a non-existent, imminent threat—the same rhetoric used by the Bush administration to justify the invasion of Iraq.”
The article added, “The influence of neoconservatives peaked during the Bush administration and the post-9/11 war era, and their ideology still exerts influence in Washington; some of their views are now at the center of President Trump’s foreign policy, led by Rubio.”
In terms of foreign policy, one strategy involves strengthening the military partnership between the U.S. and Israel and striking Israel’s adversaries, particularly Iran. Last June, during the 12-day war initiated by Israel, the United States became the first nation to launch a simultaneous attack on Iran.
Secretary Rubio, who also serves as President Trump’s National Security Advisor, helped plan that attack and most, if not almost, of the administration’s major military operations, and President Trump has led the orders for attacks in eight countries over the past year. When Rubio became President Trump's Secretary of State in January 2025, he began speaking in a conciliatory tone toward Russia and China—authoritarian leaders Trump respects—using public softening of military stances to align with the president's election pledge to "stop new wars."
Initially, Secretary Rubio condemned Russia using the language of good and evil characteristic of neoconservatism.
However, last summer, Rubio clearly emerged as a spokesperson for military intervention in countries the Trump administration deemed weak.
He supported an attack on Iran in June and made hardline remarks, stating that Venezuelan dictator Nicolás Maduro must be held accountable for stealing the election and, as Rubio put it, that he led a "drug terrorist" group.
The New York Times reported, “This led to deadly U.S. attacks on civilian vessels near Venezuela and the arrest of Minister Maduro in January,” adding, “Minister Rubio fully revealed his inner hawkish nature on February 28 when the administration launched propaganda with Israel to start a war with Iran, and he made no secret of the administration’s goal to weaken or overthrow the Cuban communist government, which he had personally pursued for decades.”
In contrast, regarding his and President Trump’s “dealtivism,” the NYT reported, “Minister Rubio is willing to follow precedent and make deals with authoritarian governments; while waging an economic war by blocking oil shipments to Cuba, he is quietly negotiating with Raúl Guillermo Rodríguez Castro—the grandson of Fidel Castro’s brother Raúl—to open up the Cuban economy.” The report added, “Rubio is also working closely with Delcy Rodríguez, a Venezuelan and Maduro’s left-wing authoritarian ally, and is not pushing for a power grab by María Corína Machado, a conservative, pro-democratic opposition leader who is also Maduro’s left-wing authoritarian ally and currently governs the country.”
Previously, as a senator, he co-signed a letter supporting the nomination of opposition leader Machado for the Nobel Peace Prize prior to the 2024 attack on Venezuela, and continued “secret negotiations” with a close aide to President Maduro who was arrested in a surprise airstrike. The New York Times assessed, “Cuba and Venezuela are very complex issues for the Trump administration, and a war with Iran is also a matter that could succeed or fail President Trump’s term,” adding, “We are facing a question that many U.S. administrations have faced since World War II: namely, can one country reshape another, or can it compel submission through a ceaseless bombing campaign?”
Justin Logan, director of defense and foreign policy research at the Cato Institution, which advocates for military restraint, told the NYT, “It would be really nice if we could fundamentally change the politics of other countries through sophisticated airstrikes,” adding, “But we cannot do that. There is an American stubbornness on this point, and we continue to learn this lesson.”
On the 13th, regarding the impromptu meeting with the President and “White House Faith Director Rev. Paula White,” Prime Minister Kim told Korean reporters, “The meeting was arranged after I made a request to representative religious leaders in Korea who have long maintained a relationship with Rev. White.”
He added, “The meeting took place in a conference room located right next to President Trump’s Oval Office, connected by a door,” and “During our conversation, which lasted nearly an hour, Rev. White decided that a meeting with President Trump was necessary. She checked the situation in the Oval Office area several times and arranged the meeting with me at the time President Trump’s meeting was concluding.”
Prime Minister Kim told reporters, “I met and spoke with President Trump for about 20 minutes,” adding, “A significant portion of the conversation was him asking for my views on the North Korean issue.” He noted, “President Lee Jae-myung often says that President Trump is the only leader capable of resolving the Korean Peninsula issue.” In response, he asked his aide to bring a photo taken with North Korean Chairman Kim Jong-un at Panmunjom. On the 13th, he stated, “I maintain a good relationship with Chairman Kim,” and “I wonder if Chairman Kim wants to talk with the United States or with me.”
Regarding this, Prime Minister Kim announced, “Fundamentally, I told him that President Trump is the only Western leader who has spoken with North Korea and Chairman Kim,” adding, “I also told him that I believe he is the only leader with the capability to act as a peacemaker to resolve the Korean Peninsula issue.”
The NYT reported on the same day, “Shortly after President Trump launched a new war against Iran alongside Israel, an AI video featuring Secretary of State Marco Rubio went viral online,” adding, “Wearing a black turban and robe, he presides over an Iranian military parade, delivers a speech at a mosque, and gazes at the Tehran skyline. Caption: ‘Marco Rubio Realizes He Has Become Iran’s New Supreme Leader.’”
The report continued, “Intended as a satire, this video clearly shows a significant moment for Rubio.” "Throughout his long political career, Mr. Rubio has advocated for the overthrow of governments hostile to the United States," the report stated.
The NYT continued, "At one time, he was so ideologically distant from President Trump that many officials and politicians doubted whether he could last a year in the administration, but today, Mr. Rubio is leading President Trump's aggressive campaign to reshape the governments of several countries, including Iran, Venezuela, and Cuba."
The report added, "The U.S. president, who promised to end U.S. wars, is now accepting policies supported by Rubio and the Secretary of State's ideological peers, disappointing supporters who believed President Trump had ushered in a new era of military restraint. This is tantamount to the combination of neoconservatism and President Trump's transactionalism, which is using U.S. military and economic power to turn authoritarian states into satellite states."
The Hankyoreh reported that regarding North Korea-U.S. relations, Prime Minister Kim "conveyed the opinion that it is necessary to increase contact and dialogue to keep even the smallest possibility alive," and noted that "North Korea's recent rhetoric has also shown some progress, shifting from 'there is no reason not to meet' to 'there is no reason for our relationship to necessarily be bad.'"
The Hankyoreh further reported on a "secret deal between the Lee Jae-myung and Trump administrations," stating, "Prime Minister Kim made concrete proposals to improve North Korea-U.S. relations, but did not disclose the details. He said, 'I have an idea that it would be good to use a certain card as an opportunity to resolve the issue,' adding that 'President Trump showed great interest.'"
The newspaper also conveyed, "He further stated, 'President Trump instructed his aides to gather some additional information regarding my opinion and told them to review measures related to North Korea.'"
At the time of his confirmation hearing, Prime Minister Kim was an ordained deacon at Shingil Church, and in November 2023, he introduced himself at a Protestant event as a "democrat with a Christian worldview."
During the Prime Minister's confirmation hearing, Representative Park Sun-won, a key figure in the pro-Lee faction, demonstrated a "religious priority" by stating, "I understand that Candidate Kim graduated from Soongsil High School, served in the church choir, and possesses a very sincere Christian faith," adding, "I express my respect for how he firmly and successfully navigated through those difficult times while holding onto the word of the Bible."
The South Korean Joint Chiefs of Staff announced on the 14th, "Our military detected about 10 unidentified ballistic missiles launched from the Sunan area of North Korea toward the East Sea around 1:20 p.m. today."
Yonhap News reported on the 14th, "The launch of about 10 missiles at once is an unusual occurrence and is interpreted as a show of force." The report added, "The ballistic missile launch on this day attracted even more attention because it took place after U.S. President Trump expressed his willingness to talk with North Korean Chairman Kim Jong-un. It is reported that President Trump met with South Korean Prime Minister Kim Min-sok, who visited the White House on the 13th, and sought the Prime Minister's opinion, asking, 'I wonder if Chairman Kim wants to talk with the U.S. and with me.'"
Reuters reported on the 14th, "State media reported that North Korean Chairman Kim Jong-un supervised the test launch of 12 600mm caliber multiple rocket launchers on Saturday," noting that "this occurred after the U.S. and South Korea began their annual large-scale exercises in South Korea this week."
Reuters continued by stating, "The South Korean military reported that on the 14th, North Korea fired more than 10 ballistic missiles toward the sea off the east coast, and the missiles were launched from an area near the capital, Pyongyang, around 1:20 p.m. local time and flew about 350 kilometers."
It added, "Last week, Kim Yo-jong, the sister of Chairman Kim Jong-un, said that the U.S.-South Korea military exercises were 'provocative and aggressive war drills' and would harm regional stability. South Korea and Washington say the exercises are purely for defensive purposes and are intended to test readiness against North Korea's military threats."
President Trump told reporters on Air Force One on the 15th, "I believe we will have the honor of taking Cuba," adding, "It is right to occupy Cuba in some form or another. We are occupying Cuba. Whether I release it or take it—if you want to know the truth, I can do as I please."
He told reporters, "I am holding Cuba back," and "We will soon reach an agreement or do what needs to be done. We will do Iran before Cuba."
Since January, the Trump administration has effectively imposed an oil embargo on Cuba, threatening and even taking military action against other nations that supply oil to the island.
In February, a U.S. Coast Guard vessel intercepted a tanker full of crude oil heading from Colombia to Cuba; as a result, Cuba has not received any significant oil or fuel imports since January 9, and the crisis on the island is rapidly deteriorating. Gasoline sold on the black market has skyrocketed to about $35 per gallon, electricity is being cut off almost every day, a nationwide blackout occurred on the 16th, surgeries are being delayed, medicines are running out, and food insecurity is intensifying.
