브루킹스 선임 연구원과 공화당의 레이건 부시 등 3개 행정부에서 근무한 트리니티 포럼의 선임 연구원이 11일 뉴욕타임스에 공동 기고한 <트럼프 행정부는 정신병 상태에 빠져 있다> 칼럼은 “트럼프 대통령의 거창함, 충동성, 일관성 부족, 현실과 노골적 단절이 국가 정책으로 됐다”며 “이란 전쟁이 문제의 심각성을 가장 생생하게 보여주었고, 이 갈등에서 가장 강력한 적대는 행정부 자체의 일관성 부족이었다”고 밝혔다.

세계에서 가장 강력한 나라의 행정이 사고방식이 혼란스럽고, 행동이 예측 불가능하며, 현실과 신뢰할 수 없이 맞닿지 않는다면 어떤 함의가 있을까?
미국과 그 동맹국들은 많은 대통령의 불완전함과 실패를 겪었지만, 트럼프 2기 행정부가 보여준 제도적 정신병에 대한 전례나 범주조차 없다. 정신병적 상태가 매우 예측 불가능하기 때문에 이를 관리할 시스템을 구축하는 것은 효과가 없다.
이로 인해 국가와 동맹국들은 남은 합리적 안전장치에 지나치게 의존하는 위태롭지만 절망적이지는 않은 상황에 놓이게 된다.
이러한 안전장치 중 일부는 행정부 내에 있다.
즉, 연방 관료 기관과 군 서비스에서, 일상적인 관행과 절차의 노드가 최선을 다해 진행되고 있다.
더 중요한 것은 행정부의 다른 부서들에 대한 견제와 안전장치다.
법원은 독립성을 유지하며 현실에 충실히 유지되고 있다.
의회는 조용히 트럼프 대통령의 가장 무례한 지명자들을 폐기했고, 과학 예산 공격과 같은 행정부의 파괴적 충동을 무시했다.
지방정부에서 안정장치는, 특히 블루 스테이트의 주 정부들은 법원과 자체 정책을 이용해 트럼프 대통령의 의제에 저항하고 워싱턴에 책임 있는 행동을 요구하고 있다.
아마도 가장 중요한 것은, 대중이 효과적이고 반응적인 정부를 지지한다는 점이지, 탈취 상태의 극단적인 변동을 지지하지 않는다는 점이며, 이는 그 입장이 분명하게 드러나고 있다.
제도적 정신병은 궁극적으로 자멸적이며 지속 가능하지 않다.
현실 점검은 다시 돌아올 것이다.
왜냐하면 현실은 항상 스스로를 다시 주장하기 때문이다.
하지만 심각한 피해가 발생했고, 복구하는 데 한 세대 이상 걸릴 수도 있다.
트럼프 시대가 끝나가면서, 국가는 결코 잊어서는 안 될 무언가를 다시 배울 수도 있다.
제도는 파괴되어서는 안 되고, 개혁되어야 한다,

이재명 대통령이 12일 X에 “각국의 주권과 보편적 인권은 존중돼야 하고, 침략적 전쟁은 부인된다. 그게 우리 헌법정신이자 국제적 상식”이라며 “역지사지는 개인만이 아니라 국가관계에도 적용된다”며, “사욕을 위해 국익을 훼손하는 자들을 매국노라 부른다”면서, 이스라엘 공격에는 ‘국가이익에 매국노’의 ‘인권 특수성’을 무기로 썼고, 반대로 자신의 변호에는 ‘특수성’과 대립하는 ‘인권의 보편성’으로 바꿔서 적용했다.
미국 주도의 인권 보편성은 국가를 초월해 중국을 공격하고 이에 대응한 중국의 ‘인권 특수성’을 국가별 정체성에서 ‘국가이익에 의한 인권 적용’으로 오래 첨예하게 대립해왔다.
이 대통령은 이스라엘에 대해 ‘이스라엘군 폭력으로 인권 보편성 훼손’에 의해 ‘한국인의 국가이익 훼손 국민 고통’으로 비판하고 이를 이스라엘이 ‘규탄’ 성명을 냈고, 이에 대응해 다시 이날 “매국 행위를 하면서도 사욕을 위해 국익을 해치는 것이 나쁜 짓임을 모르는 이들도 많다. 아니 알면서 감행하는 것인지도 모르겠다”며 “심지어 국익을 포함한 공익추구가 사명인 정치와 언론 영역에서도 매국행위는 버젓이 벌어진다. 결국 이 역시 우리가 힘을 모아 가르치고 극복해야 할 국가적 과제, 비정상의 정상화 과제”라고 ‘국가이익 우선에 보편 인권 하위’로 말하며, ‘인권의 보편성’을 덮어 씌우는 방식을 SNS로 썼다.

Trump's Addiction to Social Media Attacks, Iran War, Fires Middle East Oil Experts, Imitation of Lee Jae-myung
U.S. President Trump has revealed a contradiction: while planning a war on Iran, he has laid off Middle East and oil experts within his administration, downsized the National Security Council (NSC), and bombed the country, all while worrying about U.S. gasoline prices and relying on social media.
President Lee Jae-myung displays fascism by opening a preemptive strike on social media and activating late-night social media driven by an "impulse to block those with differing opinions," launching a continuous offensive via social media using techniques to block dialogue—specifically the "destroying of liberal democracy where dialogue is a fundamental condition"—and degrading the issue to a "condition for essential dialogue."
A column titled "The Trump Administration is in a State of Insanity," co-authored by a Brookings senior fellow and a Trinity Forum senior fellow who served in three administrations including the Republican administrations of Reagan and Bush, and published in The New York Times on the 11th, stated, "President Trump's grandiosity, impulsiveness, lack of consistency, and blatant disconnection from reality have become national policy."
The column further noted, "The Iran war most vividly demonstrated the severity of the problem, and the strongest adversary in this conflict was the administration's own lack of consistency."
As negotiations with Pakistan proceeded with Vice President Vance dispatched as the chief negotiator, President Trump told reporters on the 11th while boarding his private plane to Miami that he did not care whether an agreement with Iran was reached or not. He foreshadowed the breakdown of negotiations by saying, "We win, we win anyway," and adding, "We defeated them militarily."
As negotiations began, the U.S. negotiating team stated that U.S. forces were "creating the conditions" to begin clearing the Strait of Hormuz. However, Vice President Vance, the chief negotiator, announced the breakdown as he boarded a plane back to the U.S. following the declaration of a "breakdown."
He stated, "We must show a strong commitment that they will not pursue nuclear weapons, and that we will not seek the tools to build them quickly. That is the core objective of the U.S. President, and what we have tried to achieve through these negotiations." This announcement indicated that the talks had collapsed because Iran did not accept the nuclear demands.
On the 11th, the New York Times published a photo of President Trump (left) watching a UFC match in Miami on Saturday, noting that his face was visible at the feet of a fighter with a tattoo. The New York Times reported, “On Saturday evening, while Vice President J.D. Vance stood on the podium in Pakistan stating that no agreement had been reached to end the war with Iran, President Trump was watching a mixed martial arts match in Miami,” adding, “For most of the time, President Trump sat expressionlessly, watching blood and spit spurting from the fighting fighters.”
The article continued, “It was unclear whether the President knew the deal had broken down as he entered the UFC arena to the sound of Kid Rock’s music and thunderous applause,” noting, “He did not spend time tapping on his phone, leaving that task to Rubio (Secretary of State), who at one point leaned over to show the screen to the President. He showed no disappointment or anger. Instead, he smiled at the cameras and gave a thumbs-up to the winner.”
President Trump, while watching the UFC match, was with Secretary of State Marco Rubio for several hours; several of his children; Ultimate Fighting Championship officials; and Sergio Gor, the U.S. Ambassador to India. Recording artist Vanilla Ice; former FBI Deputy Director Dan Bongino; and Manosphere Shepherd Joe Rogan were seen.
A co-author of "The Administration’s State of Insanity" stated, "Even as bombs were falling, the U.S. administration exempted some Iranian oil from sanctions out of concern for gasoline prices, thereby empowering Iran’s war efforts against the United States." The author added, "Regional experts were shocked to see that the administration was unprepared for the partial closure of the Strait of Hormuz, which had been anticipated for decades."
Immediately after launching its second term, the Trump administration was eager to downsize the State Department’s Middle East division, fire oil and gas experts, eliminate the Iran office, and scrap the "nuclear deal" agreed upon by its predecessor, Democratic President Obama.
President Trump excluded the Treasury Secretary and the Secretary of Energy from the final meeting on February 28, where the order to "start" the attack was issued; he consistently blocked these departments from several closed-door war planning meetings and launched the attack on Iran.
The contributors stated, “The Trump administration weakened the National Security Council (NSC) by firing some staff members and undermining its independence at the direction of an internet figure with conspiracy theories,” adding, “This was never a good idea before starting a war, and Trump’s social media posts appeared self-contradictory and almost insane.”
The article stated, “The lack of consistency in this administration is no accident,” noting, “This is how the administration operates; the ‘Department of Government Efficiency’ caused chaos in federal agencies by firing and sometimes rehiring staff without clear reasons, yet failed to inflict any substantial damage on government spending cuts.”
President Trump, who used his social media to lead the charge, went from saying “no more wars” to initiating wars almost every other month, triggering the war against Iran, and frequently shifting to countries (Venezuela, Greenland, Cuba) that used or threatened military force. The policy toward Ukraine is a style that simultaneously supports peace and aggression; tariffs have risen and fallen according to the President's whims, and he boasted about low fuel prices in February only to attack them for being high in March.
The contributors stated, “This is not normal at all,” adding, “President Trump’s second term was different from his first; while he could spout nonsense about the election results in 2020 or ramble on about treating COVID-19 with disinfectant injections, he could not translate his fantasies into reality during his first term, whereas in his second term, institutional psychosis was evident from day one.”
A normal administration gathers evidence from various sources and establishes policy procedures that ensure reasonable deliberation by consolidating perspectives and priorities across multiple agencies before options are presented to the President.
The op-ed stated, “One of us served in three Republican administrations and participated in inter-agency reviews conducted within the Cabinet, the administration, and the White House,” adding that “a single line in a President’s foreign policy statement may require the opinions of more than 20 people, including those from the Department of Defense, the Department of State, the CIA, and the Department of the Treasury.”
The policy review process is complex and, at times, often flawed.
While it cannot replace wise presidential judgment, it is of paramount importance.
Reviews and research ask difficult questions, evaluate conflicting arguments, incorporate expert opinions in specific fields, predict how policies might impact the world, and prepare for emergencies.
In all these respects, a systematic review of policy is akin to an institutional mindset.
Executive deliberation is a cognitive process organized to be rational and rooted in reality. The op-ed stated, “One might think of the administration as corresponding to the prefrontal cortex, which is the part of the brain responsible for high-level executive functions such as impulse control and long-term planning.” It continued, “While these functions still exist during President Trump’s second term, they can be suspended, bypassed, or abandoned at any time with the consent of the President and senior officials, and in that respect, the Trump administration is reckless.”
In contrast to the abnormal president who rules via social media, the contributors summarized the characteristics of a normal administration as follows:
Policy decisions must be made by the President, not by subordinate agencies or experts; however, irrational processes produce inexplicable results, and the contributors have witnessed this repeatedly.
The only reason lies in the principle President Trump declared while explaining his Cuba policy. He announced, “I believe I can do whatever I want with Cuba,” and this is the principle governing his administration.
If an agency falls into chaos, the administration can hastily attempt to stabilize it, but this is impossible in the President’s one-man show.

When an agency falls into chaos, the administration may hastily attempt to stabilize it. For example, there is the Department of Homeland Security, where two U.S. citizens died due to chaos and brutality on the streets of Minneapolis. However, until a consistent policy process is restored under a CEO who understands the need, we must expect senseless outbursts to continue erupting in unpredictable ways and places.
Scholars, journalists, and politicians attempted to fit the early stages of Trump's second term into several somewhat reasonable frameworks:
Populism, isolationism, unilateralism, nationalism, transactionalism, madman theory, spheres of influence, imperialism, etc. Some of these frameworks can help shed light on the President and those around him.
However, Trump is a patrician who believes the nation is his personal property.
Contributors have unanimously stated that the Trump administration exhibits characteristics of fascism.
Ultimately, institutional psychosis rejects rational categories.
It is impossible to predict the Trump administration's behavior under any framework.
Now, if President Trump becomes increasingly desperate and his popularity wanes, the danger will only grow.
This raises a growing question for everyone.
What are the implications if the administration of the world's most powerful nation is chaotic in its mindset, unpredictable in its behavior, and unreliably disconnected from reality?
The United States and its allies have experienced the imperfections and failures of many presidents, yet there is no precedent or category for the institutional psychosis displayed by the second Trump administration. Because this psychotic state is so unpredictable, establishing systems to manage it is ineffective.
As a result, nations and allies are placed in a precarious but not desperate situation, relying excessively on the remaining rational safeguards.
Some of these safeguards exist within the administration.
That is, within federal bureaucratic agencies and the military service, nodes of routine practices and procedures are being carried out to the best of their ability.
More important are the checks and balances on other departments of the administration.
The courts are maintaining their independence and remaining faithful to reality.
Congress quietly scrapped President Trump's most disrespectful nominees and ignored the administration's destructive impulses, such as attacks on the science budget.
In terms of safeguards at the local level, state governments—particularly those in the Blue States—are using their courts and their own policies to resist President Trump's agenda and demand responsible action from Washington.
Perhaps most importantly, the public [desires] an effective and responsive government
The point is that they support it, not that they support extreme fluctuations in the state of hijacking, and this position is clearly evident.
Institutional psychosis is ultimately self-destructive and unsustainable.
Reality checks will return.Because reality always asserts itself again.
However, serious damage has occurred, and it may take more than a generation to recover.
As the Trump era draws to a close, the nation may learn something again that it must never forget.
Institutions must not be destroyed, but reformed.
The contributors concluded by stating, “To govern a nation well, one needs skill and careful attention, not leaders who act on impulse and ignorance,” adding that “the most important thing is character and mental stability.”
It was a lack of consistency within the administration itself.
Regarding the Trump administration's lack of consistency, contributors stated, "They chose to wage war without setting goals, formulating strategies, preparing for emergencies, or even being able to explain themselves." They noted, "The goal was regime change, but only until it ceased to be so; the demand was unconditional surrender, but when that didn't happen, a deadline was set and then erased; threats of total destruction were made and then withdrawn."
Previously, Iran's nuclear program was the cause for war in February, but President Trump calmly reversed his statement from last June, claiming it had already been "completely destroyed."
The President called for an international coalition to open the Strait of Hormuz, then immediately stated that the U.S. could handle it alone, and changed his tune to say the waterway would somehow "open on its own."
Trump went on to claim that the U.S. had already won the war, that it would end soon, and that it would end "when I feel it deep in my bones."
The New York Times reported on March 16 under the headline that President Trump's Iran policy "can change depending on the sentence."
On the 12th, President Lee Jae-myung stated to X, “The sovereignty of each nation and universal human rights must be respected, and aggressive war is denied. That is the spirit of our Constitution and international common sense,” adding that “empathy applies not only to individuals but also to international relations.”
He further remarked, “Those who undermine national interests for personal gain are called traitors.” In his attack on Israel, he used the “special nature of human rights”—specifically the concept of “traitors to national interests”—as a weapon; conversely, in his own defense, he shifted the focus to the “universality of human rights,” which stands in opposition to “special nature.”
The U.S.-led universality of human rights has long been in sharp conflict with China, which attacked China transcending national boundaries, and China’s response regarding “special nature of human rights”—shifting from a national identity to the “application of human rights based on national interest.”
President Lee criticized Israel for "undermining the universality of human rights through Israeli military violence," stating that it causes "the harm to the national interests of Koreans and the suffering of the people."
When Israel issued a statement of "condemnation" in response, President Lee again used social media on this day to frame "national interests first and universal human rights subordinate," stating, "There are many who commit acts of treason without realizing that harming national interests for personal gain is wrong. Or perhaps they commit them knowingly."
He continued, "Even in the spheres of politics and the media, where the pursuit of the public good, including national interests, is the mission, acts of treason are blatantly taking place. Ultimately, this, too, is a national task that we must join forces to teach and overcome—a task of normalizing the abnormal."
