문 대통령 ‘세계6위 군사강국’ 동북아에 ‘군비증강’

문재인 대통령이 ‘세계6위 군사강국’ 선포에서 ‘번영 걸림돌’인 분단 장벽 걷어내기를 선언해 동북아 군비증강이 고조될 것으로 보인다.

문 대통령이 광복절 기념사로 일본을 넘어선 군사강국 ‘6위’를 기반으로 동북아에 힘바탕 평화로 “성장과 번영의 가장 큰 걸림돌인 동시에 항구적 평화를 가로막는 강고한 장벽”에 대해 “이 장벽 걷어낼 수 있다”고 15일 밝혔다.

트럼프 체제 아래서 동북아 군비증강을 주도해 온 문 대통령은 이날 “세계에서 여덟 번째로 첨단 초음속전투기 KF-21을 자체 개발하고 강력한 우주공군으로 비상하고 있다”며 “지금 우리는 종합군사력 세계 6위에 오른 군사강국이다”고 선언하고, “4차 산업혁명과 우주 시대의 새로운 안보환경에 대비하며 누구도 넘볼 수 없는 방위력을 이뤄가고 있다”고 밝혔다.

문 대통령은 이어 “우리에게 분단은 성장과 번영의 가장 큰 걸림돌인 동시에 항구적 평화를 가로막는 강고한 장벽이다. 우리도 이 장벽을 걷어낼 수 있다”면서 “남북이 공존하며, 한반도 비핵화와 항구적 평화를 통해 동북아시아 전체의 번영에 기여하는‘한반도 모델’을 만들어 낼 수 있다”고 말해. 힘바탕 평화 정책에 의한 ‘남한 군비증강 의존 북한 비핵화 전략’을 밝혔다.

문 대통령은 북한에 대해 “‘동북아 방역·보건 협력체’는 지금 정보공유와 의료방역 물품 공동비축”을 말하며 “동아시아 생명공동체의 일원인 북한도 함께 참여”를 요구했으나, “한미 백신 파트너십 등에 기반”을 앞세워 “백신 1호 상용화에 정부가 기업과 함께 하겠다”며 “K-방역 통해 쌓은 소프트파워 토대로 새 시대 가치와 질서 형성에 앞장설 것”을 밝혀 북한체제에 K방역의 소프프웨어 심기로 북한의 비난이 예상된다.

‘글로벌파이어파워(GFP) 세계 군사력킹’ 순위는 2020년 한국이 6위로 2019년보다 7위에서 상승했다.

집계 대상 국가 138개 중 북한은 2019년 18위에서 7계단 내려간 25위였고, 1위 미국 2위 러시아 3위 중국 4위 인도에서 5위 일본과 한국이 비슷해져 내년 추월이 예정됐다. kimjc00@hanmail.net
