정부와 삼성바이오로직스가 요구해 온 모더나의 위탁생산 백신의 국내 공급 협상이 무산되며 백신허브 전략에 허점이 드러났다.

강도태 중대본 1총괄조정관(복지부 2차관)은 17일 모더나사 방문 협상에서 삼성바이오 위탁생산 9월 완제품 국내 공급 요청 결과로 “완제품 생산하기까지 품질검사라든지 여러 허가 과정이 있다는 것으로 이해 해주면 좋을 것 같다”고 ‘9월 생산 불가능’으로 답변했다.

권덕철 복지장관은 앞서 5일 “삼성바이오로직스는 8월 말부터 모더나 메신저 리보핵산(mRNA) 백신 완제품 시생산을 기획하고 있다”고 ‘K-글로벌 백신 허브화 비전 및 전략’으로 정부청사에서 밝혔다.

권 장관은 이어 9일 모더나의 ‘8월 공급분 절반 축소’ 통고를 질병청에서 밝히고 모더나사에 ‘협상단 긴급 파견’을 대응책으로 밝혔다.

송영길 민주당 대표는 지난달 28일 “전날 권덕철 장관이 존 로퍼 모더나 부회장과 생산시설 책임자와 긴급 영상회의 해서, 다음 주에 일단 130만~140만회분 제공받는 것으로 이야기됐다. 8월 850만회분은 예정대로 들어온다고 한다”고 KBS라디오를 통해 밝혀, 권 장관과 모더나간의 직접 협약으로 공표했다.

강 차관은 청와대 보좌관과 같이 방미대표단으로 13일 미국 모도나나 협상 결과로 “우리 측은 ‘백신 공급의 안전성 확보 차원, 또 유통과정의 효율화 등의 측면에서 국내 위탁생산 물량이 국내에 공급되는 것이 바람직하다’는 의견 냈다”며 “다만, 위탁 생산과 여러 가지 품질검사, 허가 등 절차에 상당한 기간이 소요됨 고려할 때 지속적으로 협의해 나가기로 했다”고 협상 결과를 중대본 브리핑에서 밝혔다.

정부 발표 이전 17일 오전 10시30분 삼성바이오로직스 주가는 전일 대비 2만1000원(2.14%) 오른 100만4천원이 넘어서는 초강세로, 8월에만 17% 급상승했다.

이강호 복지부 글로벌백신허브화추진단장은 5일 ‘k백신허브전략’에서 "특허청에서 지난달 mRNA백신과 관련 개략적 분석 통해 200여개 기관 대상으로 특허설명회 했다"며 "특허분석과 회피전략을 동시에 마련해 연구단계부터 기존 특허를 회피할 수 있는 연구 할 수 있도록 지원할 계획"이라고 ‘정부주도 특허 회피’를 밝혔다.

바이오 전문가는 익명으로 "화이자나 모더나가 출원한 mRNA 백신 관련 특허 맵을 분석하고 이를 회피하는 전략이 mRNA 백신 플랫폼 국산화 관건"이라고 한국경제에 이날 밝혔다.

청와대는 이재용 부회장 가석방에 대해 "글로벌 반도체 공급망 구축과 한미정상회담 후속조치, 코로나19 백신 수급과 관련한 국민적 요구가 있다. 그에 부응하는 역할을 해주기를 기대한다"고 ‘백신 역할론’을 13일 밝혔다.

에스티팜은 mRNA 핵심기술인 감싸는 ‘지질나노입자(LNP)’ 공법을 미국 제네반트로부터 ‘최근’ 도입했고, 독일의 큐어백과 mRNA 백신 위탁생산 추진에서 “결정된 것 없다. 자체 기술력을 확보하면, 이를 바탕으로 논의 다시 시작할 수도 있다”고 밝혀 ‘불투명’을 확인했다.
