미 국가정보국장이 중국을 “사상 초유(unparalleled priority)” "엄청난 도전(formidable challenge)"이라 지칭하고, 북한은 ‘전통적 위협’으로 하향 조정했다.

에브릴 헤인스 미 국가정보국장은 13일 미국변호사협회 주최한 화상 대담에서 “모두가 중국을 가장 큰 위협으로 꼽고 있으며 ‘사상 초유의 위협’, ‘추격하는 위협’이라 부르고 있다”고 말한 것으로 미국의소리(VOA)가 14일 보도했다.

헤인스 DNI 국장은 이어 “북한과 대량살상무기는 우리가 오랫동안 직면했고 여전히 상대하고 있는 전통적인 위협”이라 말해 위협 환경 순위를 하향했다.

김정은 북한 국무위원장은 12일 연설에서 “미국은 최근 들어 우리 국가에 적대적이지 않다는 신호를 빈번히 발신하고 있지만 적대적이지 않다고 믿을 수 있는 행동적 근거는 하나도 없다. 미국은 아직까지도 잘못된 판단과 행동으로써 지역의 긴장을 산생시키고 있다”며 “우리의 주적은 전쟁 그 자체이지 남조선이나 미국 특정한 그 어느 국가나 세력이 아니다. 분명코 우리는 남조선을 겨냥해 국방력을 강화하는 것이 아니다. 이 땅에서 동족끼리 무장을 사용하는 끔찍한 역사는 다시는 되풀이되지 말아야 한다”고 밝혀, 미국을 ‘지역 긴장’으로 연결했다.

미국 CIA는 7일 윌리엄 번스 국장 성명으로 중국미션센터(CMC) 출범을 공표하며, 트럼프 공화당 체제에서 북한을 겨냥했던 코리아미션센터(KMC))와 이란미션센터는 동아시아태평양과 근동아시아국으로 각각 흡수된다고 공개하며 트럼프 체제에서 북한에 대한 KMC 공작 종료를 밝혔다.

미 국가정보국은 앞서 4월 13일 정보당국 18개의 분석을 종합한 ‘연례 위협 평가’ 보고서를 공개했다.

이어 14일 상원 정보위 청문회에서 헤인스 국장은 중국의 역내 공격성과 사이버 역량과 경제적 권력에 대해 “비할 데 없는 정보당국의 우선순위”이고 “거의 대등한 수준의 경쟁자”라며 “그들은 자신들의 시스템에 유리한 방식으로 국제 규범을 바꾸려는 동시에 여러 영역에서 미국에 도전하고 있다”고 밝혔다.

헤인스 국장은 이어 러시아는 미국의 영향력 약화시키려 하고 있고, 이란은 중동 지역에서 불안정 조장하고 있고. 북한은 미국과 동맹국들 사이 균열 시도의 일환으로 핵실험이나 대륙간탄도미사일(ICBM) 시험발사 재개할 수 있다고 밝혔다.kimjc00@hanmail.net
