한국 종전선언 '한미협의'에 셔먼 ‘인도태평양용'

문재인 정부가 종전선언을 한미간 협의로 제한하고 미국이 인도태평양 전략 권역으로 확대하는 격차가 한미일 차관 협의에서 확인됐다.

웬디 셔먼 미 국무 부장관은 17일 한미일 외교차관 협의회 기자회견에서 종전선언 질문에 “미국은 한반도의 완전한 비핵화를 확실히 하기 위한 최선의 방법에 대한 한국, 일본 그리고 다른 동맹과 파트너와의 협의에 매우 만족한다”고 대답했다고 미국의소리(VOA)가 보도했다

셔먼 부장관은 이날 한미일 차관협의회 단독 기자회견에서 한국이 제안한 종전선언의 미국 입장 질문에 ‘동맹과 파트너와 논의와 조율이 계속되고 있다’고 다시 확인하며 "우리 모두가 서로 협의하고 조율할 때마다, 우리는 언제나 각자 나라의 이익과 평화와 안보에 대한 전 세계 이익을 보장하는 좋은 결과가 나온다고 생각한다”고 말해, ‘인도 태평양 동맹국과의 협의 과제’로 밝혔다.

셔먼 부장관은 이날 기자회견에서 “On the issue around end of war statement. I'm very satisfied.”로 발언해 ‘종전선언(end of war declaration)’과 달리 ‘종전 성명(end of war statement)’으로 밝혔다.

전날 최종건 외교차관과의 한미 외교차관회의 결과에 대해 미 국무부는 성명으로 “셔먼 부장관과 최 차관은 한미 동맹이 인도·태평양 및 그 이상 지역의 평화와 안보, 번영의 핵심축(linchpin)임을 재확인했다”며 “두 사람은 북한과 한반도의 완전한 비핵화에 대한 공동의 약속에 대해 논의했다”고 발표해 종전선언은 언급하지 않았다.

한국 외교부는 회의 결과로 “양 차관은 종전선언을 포함한 한반도 평화 프로세스의 진전 방안에 대해 각 급에서 소통과 공조가 빈틈없이 진행되고 있는 것을 평가하고, 북한을 대화 테이블로 견인하기 위한 실질적 방안들을 지속적으로 협의해 나가기로 했다”고 이날 밝혔다.

셔먼 부장관은 한국과 일본이 빠진 단독 기자회견 모두발언에서 “매우 건설적인 3자 협의회를 가졌다”면서 “북한과 관련 한반도 완전한 비핵화에 대한 3국의 공동 약속 논의했다”며 “미국은 북한에 대해 적대적 의도 품고 있지 않으며, 외교와 대화가 한반도의 완전한 비핵화와 항구적 평화 정착에 필수적이라고 믿고 있다”고 밝혔다.

셔먼 부장관은 이어 “한국, 일본과의 동맹이 미국과 국제사회가 직면한 여러 문제 해결하는 데 핵심 축이 될 것”이라며 “남중국해에서의 항행과 비행의 자유, 타이완해협에서의 평화와 안정 보전 문제 등을 논의했다”고 밝혀, 3국 협의를 인도태평양 전략과 연결했다.

한미일 3국 차관협의회는 7월 일본 도쿄에서 처음 열렸고 다음 협의회는 내년 개최 예정이라서 종전선언이 다시 의제가 되기 어려워졌다.

최 차관은 앞서 14일 워싱턴 덜레스 국제공항에서 한국 특파원들에게 “종전선언 추진에 한미간 이견은 없다”며 “조만간 좋은 결과가 있지 않을까 싶다”고 밝혔다.

셔먼 부장관은 최종건 차관이 15일 중국을 ‘전략적 파트너’로 규정한 것의 질문에 “중국과 우리들의 관계를 포함한 여러 문제들을 논의했다. 우리는 중국과 협력할 분야가 있고, 치열하게 경쟁할 분야가 있다는 데 모두 공감하고 있다고 생각한다”며 “우리의 이해관계가 갈라지고 세계 평화와 안보, 번영에 위험이 있다고 생각할 때 우리가 중국에 도전하게 될 분야도 있다”며, ‘종전선언’을 중국과의 ‘도전 분야’로 분류했다.
