관료주도 백신방역에 학교방역 강행으로 민관 ‘대립’

방역이 백신에 의존하며 행정관료에 전권이 강해지고 학생방역 대신 학교방역의 시설방역이 강화되면서 민간과 대립이 커지고 있다.
김부겸 총리는 10일 중앙재난안전대책본부에서 “18살 이상 성인은 기본접종 뒤 3개월 3차 접종 간격 단축했다”며 “이 부분은 전문가위원회의 결정 거쳤다”고 밝혀 예방접종전문위원회를 직접 거명하지 않았다.
김 총리는 이날 청소년층의 기본접종에 대해 수요조사 거쳐 학교 단위로 ‘찾아가는 백신 접종’ 본격 추진 예정을 밝혀, 9월의 예방접종전문위원회가 소아청소년의 코로나19 예방접종 편익이 압도적으로 높지 않다는 결정을 뒤집었다.
정은경 질병청장은 9일 정례브리핑 후 소아청소년 예방접종 특집브리핑을 별도로 진행하며 감염법 기구이외 ‘전문가’를 앞세워 방역기준으로 청소년 백신접종 강행 심리전을 밝혔다.
정 청장은 이어 “내년 2월 방역패스를 학원 등 적용”의 앞선 발표에 대한 반대가 커지자, "청소년에 대해 방역패스를 적용하기로 한 것은 접종률을 높이려는 목적도 분명히 있다. 동시에 청소년들이 주로 생활하는 공간을 접종자 중심으로 안전하게 이용할 수 있도록 한 목적 고려한 것"이라고 ‘시설 방역’을 앞세웠다.
감염법 9조의 예방접종전문위원회는 예방접종의 실시기준 및 방법, 예방접종 대상 감염병의 지정 또는 지정의 취소와 예방접종 대상 감염병 관리에 관한 퇴치계획 등에 대해 심의 전문위원회이고, 정 청장이 브리핑에 내세운 이재갑 교수 등은 이 위원회 위원이 아니다.
정 청장은 10일 33만명이 동의한 '청소년 대상 방역패스 확대 반대' 청원 답변에서 "청소년 백신접종은 확실한 예방 효과 보여주고 있다"며 "12~17세 청소년 10만 명당 코로나19 감염률이 지난 8월 110명에서 11월에 234명으로 단기간에 2배 이상 증가했다. 특히 청소년 확진자의 99.8%가 접종 완료하지 않았고, 위중증 환자 11명은 모두 미접종자였다"고 말해, ‘국가 방역 기준’으로 ‘청소년 집단 백신 공급 이익’을 밝혔다.
영국의 백신접종 및 면역공동위원회(JCVI)는 9월 3일 코로나 백신 부작용이 나타날 수 있고, 대부분 쉽게 회복되지만 그렇지 않은 집단에 대한 ‘특정 집단 백신 접종 기피’ 대상으로 ‘16세 미만 어린이’ ‘임산부’ ‘알러지 반응자’ 등 3 집단을 명시했다.
JCVI가 ‘16세 미만’에 대한 기피 권고 이유는 ‘어린이들에게 끼치는 영향 판단 근거가 아직 부족’하는 것과 ‘화이자 백신이 성인과 노인 대상만 실험했기에 어린이들에 백신 부작용에 대한 자료 부족’의 ‘개인 판단 기준’을 근거로 제시했다.
질병청 예방접종전문위원회는 9월 회의에서 “최근 식약처 허가 통해 안정성과 유효성이 입증되고, WHO를 비롯해 미국 일본 등에서 접종 후 효과, 안정성이 확인되므로 우리나라도 12-17세 소아청소년을 접종대상자에 포함 권고함”으로 밝혀, 유럽의 사례는 빼고, 한국 어린이에 대해 ‘한국 식약처가 어린이 접종 안정성 입증’이라고 명시해 논란의 대상이 됐다.
정부의 내년 2월에 12∼18세 청소년에게 식당·카페·학원 등의 ‘방역패스’ 적용 발표에 고3 학생 양대림(18)군 등 청구인들은 9일 ‘위헌’이라며 ‘방역 패스에 대한 헌법소원심판 청구 예정’을 밝혔다.
