이재명후보 박정희식 명령경제 복원 ‘코스피 5천급등’

이재명 대선 후보가 2일 선출 권력이 재정 주도에 의한 계획경제로 주가급등에 의한 박정희식 명령경제 복귀로 주가지수 5000 급등장 조성을 공약했다.
이 후보는 2일 "국민의 뜻을 가장 잘 받드는 건 결국 선출 권력이고, 임명 권력은 선출 권력의 지휘를 따라야 한다"며 “기획재정부의 예산 권력을 떼서 청와대나 총리실 직속으로 바꿀 필요가 있다"고 말해, 대통령의 재정 직접 지배체제로 의회 권한 축소를 밝혔다.
헌법의 긴급재정경제명령 허용은 76조에 의거, 대통령이 천재지변 중대 재정 경제 위기에서 국회 소집 여유가 없을 때 한해 법률 효력을 지닌 대통령의 행정명령이고 명령 직후 국회에 즉시 보고해 승인 받아야할 사안이며, 그 외 정부재정에 대한 명령권은 불허했다.
이 후보는 이어 3일 증시 개장에서 주가 급등장 조성을 다시 언급하며 “앞으로 5000포인트 시대를 향해 가는 원대한 대장정이 현실화되기 기대한다”며, “위기 때 국가의 대대적 투자와 강력한 경제 부흥 정책 통해 새로운 성장 기회 만들어내면 다시 성장 길 갈 수 있을 것”이라며 “위기 국면을 재도약의 기회로 만들어내는 것이 결국 정부의 가장 중요한 역할이자 자본시장 성장시키는 확실한 방법”이라고 주식시장 급등에 의한 경제회복 정책을 밝혔다.
이 후보는 지난 12월 포항 죽도시장에서 “대통령이 된다면 주가지수 5000시대를 열어가겠다”고 말했고, 3일 한국증권거래소에 “자본시장투명화 신속한 산업전환으로 주가지수 5000 포인트를 향해 나갑시다”라고 명시해 코스피지수 5000 급등장 조성을 경제 공약으로 밝혔다.
문재인 체제는 코로나 주가 1400 선에서 재정투입 K방역으로 바이오 진단키트 기업주도의 주가급등을 시도해, 군비증강에 의한 재정적자 확대의 경기부양 정책으로 지수 3000 급등장을 경제회복으로 포장했다.
박정희체제의 명령경제는 냉전체제 유지 전략용으로 미국 안보지원에 일본경제협력에 의한 자본 고율 이자보장 계획경제로 고도성장 모델을 적용했고, 이는 미국 공화당과 CIA 전략집단 주도의 중남미와 동유럽 친미정권 지원에서 ‘미국식 선거제 강제도입’에 의한 행정독재형 명령경제(command economy)를 적용했다.
미국 안보지원의 냉전체제 계획경제는 5개년 성장률 설정 후 예상 강제집행으로 목표 수치 방해의 노조를 사법독재로 제거하고, 의회의 예산 권한을 통제해 행정부 전횡의 장기화로 친미 독재권력을 유지했다.
민주정부는 대통령령 행정부령 행정부 내규 등에서 위헌 조항을 폐지하고 과도 권력의 정보기관 검찰 군부에 대해 예산 대폭삭감의 개혁을 시도하고, 재정에 대한 의회 권한을 정상화한다.
이 후보는 이날 SBS 8시 뉴스에 출연해 “공무원은 국민의 명령을 대신하는 대리인으로서 국민의 뜻을 따라야 한다. 국민의 뜻을 가장 잘 받드는 건 결국 선출 권력이고, 임명 권력은 선출 권력의 지휘를 따라야 한다”며 “기획재정부의 예산편성 기능 떼어서 청와대 직속 또는 총리실 직속으로 바꿀 필요 있다”고 말했다.
