북 미사일 발사에 미일 외무장관이 긴급통화로 ‘한반도 비핵화와 평화 협력’을 발표하고 한국 외무부는 “유엔 안보리서 이사국 협의 통해 대응”으로 대립했다.

미 국무부는 “블링컨 장관이 하야시 요시마사 일본 외무상과의 전화통화에서 ‘일본 방위에 대한 미국의 공약은 철통 같다’는 점을 강조했다”며 “양측은 한반도의 완전한 비핵화와 항구적인 평화를 달성하기 위한 협력에 대해서도 논의했다”고 보도자료로 5일 밝혔다.

한국 외무부 대변인은 6일 “전날 국가안전보장회의(NSC) 긴급회의에서 이번 발사에 대해 우려 표명했다”며 “유엔 안보리에서 이사국 간 협의를 통해 대응할 것”이라고 밝혔다.

외교부 당국자는 이어 “탄도미사일 발사는 안보리 결의 위반 사항”이라며 “미사일 발사 직후 한미 북핵수석이 양국 간 평가도 공유했다”고 밝혔다.

일본 외무성은 5일 양국 장관이 “미·일 동맹의 강화 및 ‘자유롭고 개방된 인도·태평양'의 실현을 향해 연계해 가는 것을 재확인했다”며 “안보리 결의에 따라 북한의 완전한 비핵화 실현하도록 계속해서 일·미가 긴밀히 연계해 가는 것에 일치했다”고 발표했다.

일본 외무성은 이어 북한 문제에 대해 하야시 외상이 블링컨 장관 통화에서 “어제 미사일 발사를 포함해 북한에 의한 핵·미사일 활동은 일본, 지역, 국제사회의 평화와 안정을 위협하는 것”이라 말했다고 밝혔다.

통일부는 6일 “북한의 보도된 입장과 행동, 유관부서 및 국제사회의 평가 등을 토대로 종합적으로 판단해 나갈 것”이라며 “어느 한 방향으로 단정하지 않고 있다”고 당국자가 언론에 밝혔다.

한미정상회담 공동선언은 “미국은 비확산 노력을 증진하는 데 있어 한국의 국제적 역할을 평가하였다”며 “문재인 대통령과 바이든 대통령은 한반도의 완전한 비핵화에 대한 공동의 약속과 북한의 핵탄도미사일 프로그램을 다루어나가고자 하는 양측의 의지를 강조하였다. 우리는 북한을 포함한 국제사회가 유엔 안보리 관련 결의를 완전히 이행할 것을 촉구하였다”고 지난해 5월 발표했다.kimjc00@hanmail.net
