정은경 ‘선구매계약’ 모더나 ‘5월부터…장기협업구축’

백신제약사 미 모더나가 “5월부터 공급”과 “장기미래협업, 과학입지 구축기대”를 밝힌 반면 정은경 질본청장은 “4천만회분” “선구매계약”이라 밝혀 차이를 보였다.

정은경 방대본 본부장은 지난달 31일 오후 브리핑으로 "정부는 31일 모더나와 코로나19 백신 4000만회분 선구매 계약 체결을 완료했다"고 말했다.

모더나는 보도자료로 “한국 정부의 목표를 지원하기 위해 4천만회 접종분의 코드비백신 공급계약을 한국 정부와 체결했다.… 5월부터 공급하기로 한국 정부와 계약했다”고 밝히며 공급계약에 필수적인 공급 이행기간과 5월 첫 공급 물량과 이행조건 등은 밝히지 않았다.

스테판 방셀 모더나 CEO는 “이번 계약은 모더나와 한국 간 장기적 미래협업 관계 구축을 위한 중요한 한 걸음이 될 것"이라며 "우리는 (한국)정부 관리들과의 지속적 논의, 한국에서 모더나의 더 강력한 과학적·임상적 입지 구축을 기대한다"고 지난달 31일 협약에 대해 밝혀 ‘한국내 진출 내역’을 추가했다.

정 본부장은 이날 브리핑으로 "모더나 백신 구매계약 물량은 총 4000만회분으로, 당초 계약 협상을 추진하던 2000만회분보다 두 배로 늘어났다. 공급 시작 시기는 내년 3분기에서 2분기로 앞당겨졌다"며 "정부는 31일 모더나와 코로나19 백신 4000만회분 선구매 계약 체결을 완료했다"고 말했다.

정 본부장은 앞서 이날 브리핑 질의에 ‘모더나의 위탁생산업체 선정’ 보도에 대해 “내가 듣기로는 아직 모더나의 위탁, 국내 위탁생산업체는 선정된 바가 없는 것으로 알고 있다”고 말했다.

정 본부장은 앞서 정례브리핑에서 "모더나 백신의 물량을 당초 검토했던 2000만 도즈에서 4000만 도즈로 확대에 대해서는 어느 정도 의견 합의를 한 상황"이라며, 앞서 청와대의 ‘합의’와 모더나의 ‘논의’ 발표에 충돌에 대해 "합의인지 논의인지 표현의 차이라고 생각한다. 실무진에서 구체적으로 계약하고 계약서가 체결돼야 계약이 종료되는 것이기 때문"이라며 ‘질병청이 계약 주체’라고 밝혔다.

정 본부장은 오후 브리핑에서 "최종적 계약서에 서명을 하고 체결이 돼야 종결이 된다. 모더나와는 구매계약서를 검토하고 있다. 계속 논의하고 있는 상황"이라고 말했고, 이어 저녁에 "정부는 31일 모더나와 코로나19 백신 4000만회분 선구매 계약 체결을 완료했다"고 말했다. kimjc00@hanmail.net
