이재명 대선 후보가 ‘군비증강’에 미국 주도 쿼드에 ‘인도수준’ 참여를 밝혔고, 윤석열 후보는 ‘자유주의 국제 기여’로 ‘한미 중심축에 중국과의 상호 존중’ 전략을 밝혔다.

미국의소리(VOA)가 한국대선 기획으로 진행한 이재명 후보 선대위 위성락 실용외교위원장(2일)과 윤석열 후보 김성한 외교안보정책본부장(3일)과의 대담에서 동일하게 ‘미국 동맹 중국 동반자 다르다’ 입장에서 ‘자유주의 국제질서 발전 기여’(김성한)와 ‘미국에 인도의 쿼드 협력’ (위성락)으로 각각 밝혔다.

이 후보측은 “문재인 정부는 한반도의 평화에 중점 두었는데 이재명 정부는 평화와 비핵화 모두 중시”라며 사드체계에 대해 “한국과 미국의 자산들, 한국이 개발하고 있는 자산들을 다 유기적 연결해 대처할 수 있다”며 한국의 군비증강 지속에 인도 모델을 밝혔다.

이 후보측은 북한 핵에 대해 “복합적 연원 가진 문제이기 때문에 복합적 접근 구사할 것”이라며 “대화와 협상 함께 제재와 압박도 구사”라고 밝혔다.

윤 후보측은 “한미 관계 안정적 발전되면 또 중심축 역할하게 되면 중국도 그에 상응하는 대우 할 거고 한국도 중국을 상호 존중 마음으로 대할 기초가 단단해진다”며 “자유주의적 국제질서 유지 발전에 대한 강력한 신념 가지고 있다. 우리와 뜻 같이 하는 국가들과 역사의 바른 편에서 서서 국제사회 기여할 모습 보여줄 것”이라 밝혔다.

윤 후보측은 북한 관여에 대해 “몇 개 단계로 나눠 단계마다 북한이 취해야 될 조치, 우리가 상응해서 북한에 제공할 조치들을 예측 가능하게 만들어 북한을 대화로 견인하고 해법 도출해 보는 것”이라며, “미국과 북한이 대화해서 문제 풀어라 식의 접근은 피할 것”이라 밝혔다.

이 후보측은 “미국과의 동맹 기반으로 중국과의 동반자 관계도 발전”이라며 “동아시아 지역에서 한국이 지금보다 더 미국과 함께 협조 공간이 더 있다”며 “쿼드의 이슈에 대해 지금보다 더 많이 협력 여지 있을 것”이며 ”인도가 협력하고 있는 것을 한국이 하지 못할 이유가 없지 않느냐“라고 밝혔다.

윤 후보측은 사드 추가배체에 대해 “수도권에 북한의 고각 발사 가능성 대비할 다층 방어 시스템이 필요하다. 고층으로 날아오는 것은 사드로 막는 자체 방어 시스템”이라며, “북한의 인권 문제 중시 원칙 하에서 북한과의 적극적 대화 통해 문제 접근”과 “워싱턴에 남북미 상설 연락사무소”를 밝혔다.
