문재인 대통령이 4일 “민주공화국 주권자로 국민 모두 투표권 행사”를 공표하며 ‘자유주의’ 표방 윤석열 후보와 대치해 강경보수 쟁탈전을 보였다.

문 대통령은 이날 사전투표하며 SNS에 “오늘부터 20대 대통령선거 사전투표가 시작된다. 민주공화국의 주권자로서 국민 모두 신성한 투표권 행사에 참여해 주시길 바란다”고 밝혔다..
윤 후보는 이날 부산에서 투표하며 “작년 3월 4일 자유민주주의와 법치, 정의와 상식 무너져 내리는 상황에서 도저히 검찰총장으로서 법 집행하기 어렵다고 판단하고 사퇴한 날”이라며 “그날도 대검찰청 정문 나오며 어느 곳에 있더라도 이 나라의 자유민주주의와 국민 보호에 최선 다하겠다고 말했다”고 밝혔다.

문 대통령은 민주당 대표 직후인 2016년 8월 29일 SNS에 "이 땅의 민주주의는 단순한 제도가 아니라 역사이다. 박근혜 정권은 바른 역사인식에서 출발한 두려운 마음으로 민주주의와 공화제의 가치 존중해야 한다"며 한일 정부 10억 엔 출연 합의를 비판하며 ‘공화제’를 앞세웠다.

문 대통령은 미 공화당의 트럼프 체제와 힘바탕 평화 정책과 신남방 정책으로 군비증강과 부채경제 강화로 1980년대 레이거노믹스 복원으로 대북한 ‘북미회담’ 전략을 진행해 동북아 신남방 군비증강 체제를 주도했다.

미 공화당은 독립전쟁과 남북전쟁에서 보수인 남부의 민주당에 맞서 진보 정책이었으나 1980년 레이건 체제에서 냉전 강화와 군비증강 부채경제 키우기에서 공개된 행정부 정책보다 전략집단의 은닉된 전략 중시로 자유주의(리버럴리즘) 민주당이 다수인 의회 무력화 공격에 공화주의가 의회 자유주의 공격의 강경보수 산실로 전환했다.

냉전체제 강화와 중남미 침공 전쟁에 마약과의 전쟁 대국민 적만들기 심리전 남용으로 경직성 경비 군비증강에 의한 의회 배제로 정보기관 비대화 행정부 독점의 공화당 강경보수체제가 폭동을 유발했고, 헌법상 예산권을 쥔 의회가 취약해지며 재정적자와 무역적자의 쌍둥이적자 체제에서 민주당의 자유주의가 진보 정책을 내놨다.

민주당 클린턴 행정부에서 행정부 권한남용 통제의 행정부령에 위헌 조항 삭제와 연방법원의 진보 판결로 의회 강화 정보기관 예산 대폭 감축, 국방부 군축에 의한 대외정책 복원으로 전략집단 약화를 시도했다.

문 대통령의 친공화당 전략은 트럼프 체제의 정보기관 주도 북미접근에 ‘힘바탕평화’ 정책과 ‘비핵화 전략’ 포장에서 한국이 전략비용을 내며 운전자 중재자로 진행됐다.

이재명 민주당 대선 후보측은 미국의소리(VOA) 기획 대담에서 “문재인 정부는 한반도의 평화에 중점 두었는데 이재명 정부는 평화와 비핵화 모두 중시”라며 사드체계에 대해 “한국과 미국의 자산들, 한국이 개발하고 있는 자산들을 다 유기적 연결해 대처할 수 있다”며 한국의 군비증강 지속에 인도 모델을 밝혀, 군비증강에 인도와 같은 핵무기보유 접근을 시사했다.

문 대통령은 3·1절 기념사에서 ‘민주공화국’을 10차례 반복해 연설했다.
