문 대통령 군축제외 ‘평화’ 북한 ‘군축협상’과 대치

문재인 대통령은 신년사에서 군축을 빼고 ‘전쟁과 핵무기 없는 평화’를 밝혀, 군축협상을 요구하는 북한과 대화복귀가 어려울 것으로 보인다.

트럼프 행정부와 군비증강을 주도하며 북핵을 군축에서 배제했던 남북협상 방식이 재차 적용된 이번 신년사에서 문 대통령은 "전쟁과 핵무기 없는 평화의 한반도야말로 민족과 후손들에게 물려주어야 할 우리의 의무"라며 "정부는 미국 바이든 행정부의 출범에 발맞추어 한미동맹을 강화하는 한편 멈춰있는 북미대화와 남북대화에서 대전환을 이룰 수 있도록 마지막 노력을 다하겠다"고 11일 밝혔다.

북한 노동당 8차대회에서 김정은 위원장은 "남북관계의 현 실태는 판문점 선언 발표 이전 시기로 되돌아갔다. 세계 최대 수준의 탄두 중량을 갖춘 탄도미사일을 개발했다느니 하던 집권자가 직접 한 발언들부터 설명해야 할 것"이라며 "남조선 당국에 이전처럼 일방적으로 선의를 보여줄 필요가 없으며 우리의 정당한 요구에 화답하는 만큼, 북남합의를 이행하기 위해 움직이는 것만큼 상대해줘야 한다"고 8일 밝혔다.

북 김 위원장은 당 보고에서 "적대세력이 우리를 겨냥해 핵을 사용하려 하지 않는 한 핵무기를 남용하지 않을 것을 확언했다"고 밝혀, 북핵을 군축협상에 포함했다.

문 대통령은 신년사에서 "남북협력만으로도 이룰 수 있는 일들이 많다"며 "지금까지 남과 북이 함께 한 모든 합의, 특히 '전쟁 불용', '상호 간 안전보장’, '공동번영'의 3대 원칙을 공동이행하는 가운데 국제사회의 지지를 이끌어낸다면, 한반도를 넘어 동아시아 지역을 중심으로 한 '평화·안보·생명공동체'의 문이 활짝 열릴 것"이라고 밝혔다.

미 외교지 포린어페어스는 문 대통령의 평화가 가톨릭의 평화에 해당되고 로마 교황청의 정보 지원을 받는 것 같다고 외부기고로 2017년 8월 보도했다.

President Moon has applied the Jordan River Peace Zone strategy as an alternative to the DMZ Peace Zone on the Korean Peninsula in accordance with the Trump Republican Party's friendly Israeli conservative policy, promoting a peace policy based on ROK-US military power.
