박 후보자는 나토 정상회의 초청에 대해 “유럽 사태와 아시아의 평화·안정을 연계해서 토의할 필요가 있어 한국이 초청된 것으로 알고 있다”면서 "한반도 평화와 안정이 중요하다"고 말하며 한국 참여 명분을 "(우리도) 중국, 북한과의 관계에서 안정적인 환경 만들기 위해 유럽 국가와도 논의가 필요하다"고 밝혀, 러시아와 대립을 배제했다.

이 교수는 특히 "최근 수년간 중·러 합동 군사 훈련 과정에서 발생한 러시아 군용기의 한국 영공 또는 한국 방공 식별 구역(KADIZ) 침범과는 차원이 다른 도발을 통해 한국에 불만을 표시할 수 있는 점 등이 우려된다"고 밝혀 최근 한반도 군사 긴장에 중국 러시아를 같은 동급으로 언급했다.
