윤 대통령 한미정상에 ‘역내 자유‘ NYT ‘북한방어'

윤석열 대통령이 한미일 3국 안보동맹에 대해 한미정상에서는 ‘역내 자유 평화‘로 합의하고, NYT 인터뷰에서는 ‘북한 방어’로 안보 용도를 각각 달리 표현했다.

윤 대통령은 뉴욕타임스 인터뷰로는 한미일 3국 안보체제가 ‘북한 대응용’이라 밝혔으나, 앞서 5월 한미정상회담 공동성명에서 “한반도와 그 주변에서의 연합연습 및 훈련의 범위와 규모 확대 위한 협의 개시 합의”에 “규범에 기반한 국제질서를 강화하기 위한 한미일 3국 협력 중요성 강조”로 큰 격차를 보였다.

윤 대통령은 한미정상 공동성명에서 “역내 평화와 번영의 핵심축인 한미동맹은 (중략) 한반도를 훨씬 넘어 성장해왔다”며 “규범에 기반한 국제질서를 강화하기 위한 한미일 3국 협력”으로 명시했다.

반면 윤 대통령은 18일 뉴욕타임스 인터뷰로는 “한미일 안보협력이라는 것은 북핵 위협에 대응해서 동북아의 평화를 지키기 위한 방어체계"라고 밝혀 서로 충돌했다.

윤 대통령은 인터뷰는 "우리나라의 국방 체계는 중국을 상대로 하고 있지 않다. 우리는 철저하게 북핵 위협에, 또 북한의 공격에 대비한 방어체계로 짜여져 있다"며 "사드 문제는 전적으로 북핵 위협에 대응하기 위한 것"이라 한미일 3국 안보체제가 ‘북한 대응용’이라고 규정했다.

이와 달리 윤 대통령은 5월 한미정상회담 공동성명에서“양 정상은 한반도와 그 주변에서의 연합연습 및 훈련의 범위와 규모를 확대하기 위한 협의를 개시하기로 합의하였다”며 “양 정상은 북한의 도전에 대응하고, 공동 안보와 번영을 수호하며, 공동의 가치를 지지하고, 규범에 기반한 국제질서 강화하기 위한 한미일 3국 협력 중요성 강조”고 한미일 3국 안보체제가 ‘규범(자유) 기반 국제질서 강화’로 규정했다.

공동성명에서 윤 대통령은 “한미 자유무역협정(KORUS FTA)이 (중략) 양 정상은 공정하고 시장에 기반한 경쟁이라는 공동의 가치와 핵심적 이익 공유”로 미국의 전기차보조금의 인플레이션 감축법에서 ‘시장 기반 경쟁’은 사전 동의했다.

윤 대통령은 공동성명에서 “윤석열 대통령은 한국이 인도-태평양과 이를 넘어선 여타 지역에서 자유, 평화, 번영 증진을 위해 더욱 확대된 역할을 하고자 한다는 대한민국의 글로벌 중추국가 구상을 제시하였다”며 “양 정상은 민주주의와 규범에 기반한 국제 질서 촉진”과 “한미 간 글로벌 포괄적 전략동맹에 대한 서로의 의지를 재확인”하고 “바이든 대통령은 지역 및 글로벌 차원에서 더 큰 책임을 받아들이고자 한다는 윤석열 대통령의 구상을 평가하고, 한국이 민주주의 정상회의 과정에서 주도적인 역할을 맡은 것을 열렬히 환영하였다”고 ‘민주주의’를 최고 규범으로 명시했다.

반면 윤 대통령은 NYT에 "미중 간의 경쟁 틈바구니에서 저희는 예측 가능성을 중시하고, 명확한 입장을 가지고 국제사회에서의 자유와 평화의 번영을 추구한다"고 말해 ‘자유’를 최고 가치로 밝혔다.

윤 대통령은 NYT에 이어 "우리나라의 국방 체계는 중국을 상대로 하고 있지 않다. 우리는 철저하게 북핵 위협에, 또 북한의 공격에 대비한 방어체계로 짜여져 있다"며 "사드 문제는 전적으로 북핵 위협에 대응하기 위한 것"이라며 "국민 생명과 안전을 지키기 위한 우리의 주권 사항이기 때문에 거기에 대해서는 어떠한 타협이 있을 수는 없다"고 공동성명에서 이미 발표한 ‘지역 글로벌 책임’과 다르게 말했다.kimjc00@hanmail.net
