우크라이나전 155mm 포탄가 1만발 5억유로 ‘공동구매’ 제안

우크라이나전에 미국 표준 구경인 155mm 포탄가격 상승이 1만발에 5억유로까지 치솟으며 유럽연합이 코로나 백신과 유사한 ‘공동구매’를 제안했다.

EU 외무장관들은 20일 브뤼셀 회의에서 우크라이나에 절실한 155mm 포탄의 공동 조달에 대해 논의할 것으로 예상된다고 로이터가 보도했다.

유럽위원회 폰 데르 레옌(Von der Leyen) 위원장은 "지금은 생산 속도를 높이고 우크라이나가 필사적으로 필요로 하는 표준화 제품의 생산을 확대해야 할 때"라며 “공동 무기 구매는 EU의 코비드19 백신 사전 구매와 유사 할 수 있다”고 유럽안보회의에서 18일 말했다.

옌스 스톨텐베르그 나토 사무총장은 “우크라이나가 동맹국들이 현재 생산할 수 있는 것보다 더 빨리 포탄을 사용하고 있다”고 말했다.

로이터는 이어 “외교관과 관리들은 EU가 공동 조달에 지출할 금액을 명시하지 않았으나 에스토니아 신문은 올해 1만발의 155mm 탄환을 약 4억 유로에 구입할 수 있다고 제안했다”고 밝혔다.

공동조달 자금과 관련, EU 이사회는 회원국이 개별적으로 제공 한 자금 지원 승인에서 우크라이나 지원으로 3억 유로를 17일 승인했다.

EU 이사회는 이날 발표에서 “오늘 우크라이나 군대에 추가 군사지원 제공하는 유럽 평화 시설(EPF)에 따른 지원 조치를 채택했다”며 “일곱 번째 패키지는 이제 우크라이나에 대한 EPF에 따른 총 EU 기여금을 3억 유로로 가져올 것”이라 밝혔다.

발표문은 이어 “이는 500억 유로 상당의 일곱 번째 패키지와 우크라이나 지원하는 유럽연합 군사지원임무(EUMAM)의 훈련 노력 지원에 새로운 45만 유로 지원 조치로 구성된다”고 밝혔다.

포탄 공동조달에 대해 유럽방위국 (EDA)은 대전차 무기용 탄약 구매에서 2014년 EU 회원국과 공동조달 노력에 참여했었고 또 다른 탄약 구매 노력에 앞장서겠다고 제안했었다.

미국은 우크라이나 지원 한국으로부터 155mm 포탄 10만 발 구매 예정이라고 지난해 11월 11일 월스트리트저널이 보도했다.
