러시아 뉴스타트 무력화 중국핵끼워 미‧러‧중 삼각체제에 북한 ‘개입’

러시아가 미국과 유지하던 뉴스타트 군비통제 체제를 무력화하고 중국 핵의 국제화로 미러중 삼각체제의 핵강국 체제를 구축하며 북한이 대륙간탄도미사일로 개입을 시도했다.

블라디미르 푸틴 러시아 대통령은 21일 미국과의 마지막 남은 핵무기 통제 협정인 뉴스타트(New START) 조약에 대한 참여를 중단하고 우크라이나 전투에 대한 전세를 급격히 높이고 있다고 선언했다.

미 국방부는 앞서 중국이 향후 1년 동안 미국과 러시아의 무기고에 필적하는 핵무기 배치를 추정하는 전략 보고서는 잇따라 냈고, 중국은 미국-러시아간의 뉴스타트에 관여하지 않아 러시아가 우크라이나전을 계기로 미국주도 핵통제 군비체제를 파기한 것으로 보인다.

옌스 스톨텐베르그 나토 사무총장도 푸틴 대통령의 연설에 대해 "오늘의 뉴스타트 결정으로 완전한 군비 통제 구조가 해체됐다"고 밝혔다.

북한이 지난 18일과 20일 연이어 대륙간탄도미사일 시험을 러시아와 중국의 새 핵체제 전략에 선제 반응을 보였다.

푸틴 대통령의 이날 연설은 미국이 뉴스타트의 ‘명령 준수 확인’에 의한 핵심 요소인 러시아 핵 시설 사찰을 거부했다.

푸틴의 거부 명분은 우크라이나 군인들이 드론을 사용하여 러시아 공군이 핵무기 운반 폭격기가 있는 러시아의 전략 공군기지를 공격한 것이 빌미가 됐다.

뉴욕타임스는 이와 관련 “사찰단이 핵 시설을 조사 불허는 사찰단이 추가 공격을 시작하기 위해 조사 결과를 우크라이나에 전달할 수 있기 때문”이라고 밝혔다.

푸틴 대통령은 연설에서. "그들은 우리에게 ‘전략적 패배'를 가하고 싶어한다"며 “미국이 우크라이나와의 전쟁에서 러시아에 대해 원하는 결과”를 말하며 "사용된 드론은 나토의 전문가 지원으로 장착되고 현대화됐다. 우리의 핵 시설에 올라간다"고 말했다.

뉴욕타임스는 “바이든 대통령과 푸틴 대통령이 2021년 대통령으로서 유일한 대면 회담으로 합의한 ‘전략적 안정 회담’에서 양측은 전통적 무기 통제와 러시아가 개발 중인 다양한 신형 핵 장치를 포함하여 ‘새로운’ 무기로 무엇을 할 것인지에 대해 간단히 논의하기로 합의했다”며, “러시아는 미국이 자체 무기의 ‘업그레이드’에 대한 제한을 원하지만 논의는 결코 시작되지 않았고 우크라이나 침공 이후 중단됐다”고 밝혔다.

푸틴 대통령은 이어 우크라이나 군대에 대해 ‘일시적 사용’을 말한 ‘전장 핵무기’(전술 핵무기)는 뉴스타트 조약에 아예 없어 파기가 예고된 상태이다.

전술핵에 대해 뉴욕타임스는 “러시아에는 2,000명 정도가 있고 미국에는 수백 명이 있다”고 러시아 우위를 밝혔다.

미국은 그간 북한에 대한 핵 압박 전략에서 미국의 전술핵 가동을 지속 언급해왔고, 우크라이나전쟁에서 러시아가 전술핵 우위 체제를 미국과 중국 북한으로 확산하는 체제를 시도했다.

AP는 푸틴 대통령의 ‘나토동맹국들이 우크라이나가 핵 탑재 전략 폭격기를 수용하는 러시아 공군 기지에 드론 공격을 가하는 것을 도왔다’고 주장에 대해 “러시아 군은 12월 러시아 내 깊숙한 폭격기 기지 2곳을 공격한 드론을 격추했다고 밝혔으며 일부 항공기를 손상시킨 파편으로 여러 군인이 사망했다고 인정했다”며 “푸틴 대통령이 21일 나토 성명서가 러시아 핵무기 시설에 대한 미국의 사찰 재개를 ‘일종의 터무니없는 극장’으로 허용 촉구를 조롱했다”고 21일 밝혔다.

The Pentagon previously issued a series of strategic reports estimating China's deployment of nuclear weapons comparable to the arsenals of the United States and Russia over the next year. It seems that the nuclear control armament system has been abolished.

Responding to Putin's speech, NATO Secretary-General Jens Stoltenberg said, "With today's New Start decision, the complete arms control structure has been dismantled."

North Korea conducted intercontinental ballistic missile tests on the 18th and 20th, showing a preemptive response to Russia and China's new nuclear regime strategy.
