이란과 미국이 ‘선제재 해제로 핵협상 복원’에 합의하며, 트럼프 행정부의 ‘한반도비핵화’에서 ‘북핵’으로 전환하고 일본 접근을 예고했다.

하산 로하니 이란 대통령은 23일 이란 중앙은행 총재의 보고에 대해 "경제 전쟁에 대한 이란의 승리 징조"라며 "대 이란 제재의 무익함이 더 분명해졌다. 전면적 경제 전쟁에 대한 이란인들의 최대 저항이 결과 도출하고 있다"고 말했다고 연합뉴스가 타스남통신 인용으로 보도했다.

바이든 미 행정부와 이란은 핵합의(JCPOA·포괄적 공동행동계획) 복원을 두고 이란의 ‘제재해제 선결’로 맞서 왔다.

이란 대통령은 이날 정부 경제회의에서 중앙은행 총재의 ‘한국 일본 이라크 오만 등과 동결 자산 해제에 관한 합의를 이뤘다’는 보고에 "불법적이고 부당하게 차단된 이란 통화 자원이 풀리고 있다. 동결 자산 해제가 이란의 경제에 새로운 동력을 가져올 것"이라고 밝혔다.

트럼프 공화당 전 대통령은 취임 직후 오바마 민주당 행정부가 체결한 JCPOA를 파기하고 이란 제재를 강화했다.

한국 외교부 대변인은 23일 정례브리핑에서 "22일 유정현 주이란대사와 이란 중앙은행 총재 간의 면담 시 이란 측이 우리 측이 제시한 방안에 대해 동의 의사를 표명하는 등 기본적 의견접근이 있었다"고 말해, ‘한국이 동결자산 해소 방안을 제시’한 것으로 밝혔다.

이란 국영 IRNA 통신은 22일 유 대사와 이란 중앙은행 총재 간 면담에 대해 “양측이 한국 내 동결자산 사용 방안에 합의했다”고 보도했다.

‘연합뉴스’는 “양국은 스위스 인도적 교역채널(SHTA)에 사용할 수 있도록 일부 자금을 스위스로 이전 방안에 대해서도 의견 같이한 것으로 알려졌다. SHTA는 미국 정부의 허가 아래 스위스에 본사를 둔 의약·의료, 식품업체가 이란에 인도적 물품 수출하고 그 대금을 스위스의 은행이 보증하는 방식이다”고 23일 보도했다.

IRNA 통신은 이어 "이날 회동은 한국의 요청에 따라 이뤄졌다"며 "유 대사는 한국 정부가 한국에 있는 이란의 모든 자산을 사용하기 위해 필요한 모든 조치를 할 준비가 돼 있고 이와 관련 아무런 한계나 제약이 없다고 말했다"고 밝혔다.

토니 블링컨 미 국무장관은 22일 유엔군축회의에서 대량살상무기 제거·감축에 대해 "미국은 북한의 비핵화에 계속 집중하고 있고 북한의 불법적 대량살상무기와 탄도미사일 프로그램을 다루기 위해 동맹 및 파트너와 긴밀히 협력할 것"이라며 "미국은 또한 중국의 도발적이고 위험한 무기개발 프로그램과 관련해 더 큰 투명성을 요구할 것"이라고 밝혀 일본의 북핵 협상 접근을 시사했다.

공화당 폼페이오 전 국무장관은 지난달 5일 블룸버그TV 인터뷰로 ‘트럼프 대통령의 대북 정책이 북한 비핵화에 어떤 결과 가져왔냐’ 질문에 “재임 중 한반도 비핵화 프로세스가 약속대로 이행하지 못한데 유감스럽게 생각한다”고 밝혔다.

문재인 대통령은 지난달 13일 바이든 미 대통령과 통화에서 “한미가 한반도 비핵화 및 항구적 평화 정착 진전시키기 위해 공동 노력해 나가자"고 말했고, 바이든 대통령은 "한반도 문제해결의 주된 당사국인 한국 측 노력을 평가한다. 한국과의 같은 입장 공유하고, 한국과 같은 공통 목표 위해 긴밀히 협력해 나가겠다"고 차이를 드러냈다.

문 대통령은 취임직후 2018년 3월 7일 여야 5당 대표에게 “대북특사단이 북한 방문하고 돌아왔다. 한반도 평화와 비핵화에서 아주 중요한 고비를 맞이한 것이다"면서 "지금까지 오는 과정을 그때그때 사전에 트럼프 대통령과 긴밀하게 협의해왔다. 외신 보도나 트위터를 보면 트럼프 대통령도 특사단의 방북 결과에 긍정적으로 보고 있지 않나 싶다"라고 ‘한반도비핵화 트럼프와 공유’를 말했다.
