백신접종 사망 민간조사 배제 초기 ‘민관신속대응’ 부재

백신접종 사망에 대한 정부의 신속 대응 정책에서 보장한 ‘민간전문가 신속 이상반응 판단’이 배제되면서 ‘신속대응팀 이상반응 초기 가동 회피’에 대한 조사가 필요한 것으로 보인다.

정은경 질병청장은 3일 브리핑에서 2건 사망 사례에 대해 “역학조사 및 피해조사반을 개최해서 인과성에 대한 내용을 검토할 예정에 있다”며 “추가적 의무기록 조사와 시도의 신속대응팀의 검토, 질병관리청의 예방접종 피해조사반 검토 등을 통해 예방접종과의 연관성을 확인할 계획”이라고 밝혔다.

정부의 백신접종 이상반응 신속대응 정책은 <중증 이상반응 발생시 신속한 역학조사 및 피해조사를 실시하도록 시·도별 민관 합동 이상반응 신속대응팀 구성> <중증 이상반응 대비 질병청과 지자체 핫라인 구축으로 신속대응> <관계부처–민간전문가 협력하여 신속하고 투명한 이상반응 인과성 판단>으로 공표해, 사망전 이상반응 발생 당시 ‘민관합동 이상반응 신속대응팀’ 가동과 ‘이상반응 초기 신속대응’ ‘인과성 판단에 민간전문가 참여’를 정책으로 확인했다.

정 청장은 사망자 정보에서 첫 번째 사망자에 대해 “3월 2일 오전 9시 반경 아스트라제네카 백신 접종 11시간 경과 후에 흉통과 메스꺼움, 호흡곤란 등의 증상이 발생하여 치료하였으나 금일 오전 7시 사망”이고 두 번째 사망자에 대해 “2월 27일 2시 반경에 아스트라제네카 예방접종, 33시간 후에 발열과 전신 근육통 증상 보였고 호전되었다가 상태 악화되어 3월 3일 오전 10시 사망”으로 밝히며, 사후 대처에 대해 3일 브리핑으로 “현재 질병관리청은 해당 지자체와 함께 역학조사 진행 중”이라며 “추가적 의무기록 조사와 시도의 신속대응팀의 검토 그리고 질병관리청의 예방접종 피해조사반 검토 등을 통해서 예방접종과의 연관성을 확인 계획”이라 말해, 초기 증상 직후 ‘민관합동 이상반응 신속대응팀’은 가동하지 않은 것으로 확인했다.

정세균 국무총리는 4일 중대본에서 요양병원환자 2명 백신접종 후 사망에 대해 "정부는 이상 반응 신속대응 절차에 따라 사인을 명확히 규명하고, 그 결과를 투명하게 공개하겠다"고 말하며 신속대응 절차에 명시한 ‘민관합동 신속대응 가동 조사’와 ‘민간전문가 조사참여’는 밝히지 않았다.

전북도에서 4일 AZ백신접종 후 2명 사망에 대해 보건당국 관계자가 "사망자 모두 백신 접종 후 이상 반응은 없었다. 전문가 회의에서 백신과 연관성에 관한 윤곽이 잡히겠지만, 현재로서는 백신 접종에 따른 사망 가능성은 낮아 보인다"고 브리핑했으나, 사망자 1명은 2일 오전 9시 10분 백신접종 후 4일 오전 1시 40분 사망으로 초기 이상반응 직후 신속대응 가동 여부를 발표에서 배제했다.

첫 사망자인 일산 요양병원 입원환자는 정 청장의 ‘11시간 경과후’ 발표와 달리, “보건당국 등에 따르면 전날 오전 9시 AZ 접종 당일 오후 심장 발작과 호흡곤란이 와 응급처치를 받았다고, 3일 오전 다시 심장 발작이 나타나 응급처치를 받았지만 사망했다”고 중앙일보가 보도해, 2일 오후 첫 이상반응 직후 민관 신속대응팀 가동 판단이 백신접종 정책에서 의무조항에 해당된다.

근로복지공단은 3일 보건의료 종사자와 집단수용시설 종사자가 코로나 등 감염성 질병에 걸리면 업무상질병판정위원회 심의없이 산재 즉시 인정으로 ‘업무상질병판정위원회 운영규정’ 개정안을 1일부터 시행 중이라고 밝혔다.

정 총리는 사망 발표에서 이날 "정부를 믿고 흔들림 없이 접종에 적극 참여해 줄 것을 당부드린다"고 말했고, 정 청장은 전날 “기저질환자들은 접종 후에 이상 반응 여부 등도 면밀히 관찰하는 등 안전한 예방접종 위한 주의사항 유념 당부 드린다”고 말했다. kimjc00@hanmail.net
