장소와 대화역량

자본은 도시를 기능의 파편화된 집합으로 전환시킨다. 노동공간, 거주공간, 여가공간, 특정소비공간, … 오래 유지되는 파편화된 공간은 대개 자본의 승인하에 유지된다. 자본은 무언가를 생산하지 않는 그 사이 공간에는 어떠한 것도 허락하지 않는다. 사람들이 몰려 앉아 공짜로 대화를 나눌 수 있는 그 흔한 벤치도, 인구밀도에 비해 턱없이 부족하다. 공짜로 모일 장소가 없으니 다중의 잠재적 대화가 발현되지 않는다.
대화는 아무런 비용 없이 할 수 있어야 한다. 광장, 공원, 무료 벤치가 없으니 우린 돈을 내고 카페 따위의 장소를 일시적으로 점유하며 대화를 나눈다. 돈이 없으면 쉽게 대화를 나눌 수 없는 것이다. 밖에서 대화를 하려면 앉을 장소에 대한 비용을 지불해야하고, SNS나 메신저를 통해 대화를 하려 해도 단말기 요금과 통신 요금을 내야 한다. 대화의 자유는 공동체가 진지하게 고민해야할 개념이다. 대화에 필요한 비용이 있다면, 이는 가급적 개인에게 전가하지 않으려는 태도가 중요하다고 본다. 대화가 이뤄질 온/오프라인 장소에 대한 다채로운 ‘토포스 상상력’이 필요하다. 특정 이익을 생산하지 않는 광장 따위에 자본이, 자본의 눈치를 보는 정부가, 그리고 그 논리에 매몰된 시민들이, 관심을 두지 않는 건 어쩌면 당연할지 모른다. 하지만 그런 대화의 장소는 — 대화를 통한 시민들의 배설과 정화를 위해서, 공동체의 건강을 위해서, 새로운 세계에 대한 상상을 위해서, 미래를 위한 연대를 위해서 — 지속적으로 마련해가야 한다.
대화에 필요한 비용은 최소한이라도 개인에게 부담하지 않으려는 자세가 중요하다. 대화비용에 대한 최대한의 부담은 공공이 담당해야 한다. 정서의 교류와 각자의 언어로 구조화된 세계를 나눌 대화의 장소가 다채롭게 열린 사회. 그런 사회를 꿈꿔본다.

아직 난 대부분의 여행을 목적성으로 설정하다 보니, 시간이 아까워 슬리핑 투어는 언감생심이다. 이번 런던여행에서도 거의 매일 하루에 2, 3만보씩 걸으면서 녹초가 되었다. 곳곳에 있는 공원은 보기만 해도 리프레시가 되었던 것 같다. 비록 시장 조사와 미팅 일정으로 정원을 충분히 즐길 시간이 없었지만, 도심 곳곳에 있는 공원을 보며 서울에도 모두가 쉴 수 있는 공원을 더욱 늘려가면 좋겠다는 생각이 든다.

경찰청 통계로, 올 상반기 살인, 상해, 폭행 사건 중 ‘사회 적대감·분풀이’는 925건에 달했고, 그 중 제 3자 분풀이 폭행은 516건이었다. ‘묻지마 폭행’만 상반기 하루 평균 3.06건이라 한다. 정치/ 관료들은 ‘치안역량’을 강화하라 한다. 하지만, 우발적인 사건을 막기 위해 감시와 처벌을 강화하는 것엔 한계가 있다. 치안역량이 아니라, 시민들의 ‘대화역량’을 강화해야 한다. 상대를 인정하고 대화로 실마리를 찾아갈 수 있는 공동체 전반의 훈련이 필요하다. 누구에게나 열려 있는 공원과 같은, 대화의 장소를 마련하는 건, 폭력의 비정상적 진화를 막기 위해서라도, 매우 필요한(!) 최소한의 조건이 아닐까.

Capital transforms cities into fragmented collections of functions. Workspaces, living spaces, leisure spaces, specific consumption spaces, and more. Long-lasting fragmented spaces are usually maintained with the approval of capital. Capital does not allow anything in the space in between that does not produce something. Even common benches where people can sit and chat for free are not enough considering the population density. Since there is no place to gather for free, multiple potential conversations do not occur.
Conversations should be possible without any cost. Since there are no squares, parks, or free benches, we pay to temporarily occupy places such as cafes and have conversations. If you don't have money, you can't have a little chance to converse. If you want to talk outside, you have to pay for a place to sit, and if you want to talk through SNS or messenger, you have to pay the communication charges including the cellphone device cost. Freedom of conversation is a concept that the community must seriously consider. If there are costs required for conversation, I think it is important to avoid passing these on to individuals as much as possible. A variety of 'topos imagination' is needed for the online and offline places where the conversation will take place. It may be natural that capital, the government that cares about capital, and citizens who are immersed in its logic do not pay attention to places like squares that do not produce specific profits. However, a place for conversation must be continuously prepared - for the emotion-excretion and purification of citizens through conversation, for the health of the community, for the imagination of a new world, and for solidarity for the future.
It is important to have an attitude of not burdening the individual with even the minimum costs necessary for conversation. The public should bear the maximum burden of conversation costs. A society with a variety of open spaces for emotional exchange and conversation to share the world structured by each person's own language. I dream of such a society.

Since most of my trips are still purpose-driven, I don't think I can go on a sleeping-tour because it's a waste of time for me. During this trip to London, I walked 20,000 to 30,000 steps a day almost every day and became exhausted. I felt refreshed just by glancing at the parks scattered throughout. Although I didn't have time to fully enjoy the garden due to market research and meeting schedules, looking at parks throughout the city made me think that it would be nice to increase the number of parks in Seoul where everyone can relax.

According to statistics from the Korean National Police Agency(KNPA), among the murders, injuries, and assaults in the first half of this year, 'social hostility and anger outbursts' reached 925 cases, of which 516 were third-party assaults. It is said that in the first half of the year alone, there were an average of 3.06 cases of 'unprompted assault' per day. Politicians/bureaucrats said to strengthen 'security capabilities.' However, there are limits to strengthening surveillance and punishment in order to prevent accidental incidents. We need to strengthen citizens' 'conversation capabilities’ not ‘security capabilities’. Training is needed for the entire community to recognize each other and find clues through conversation. Isn't creating a place for conversation, such as a park, open to everyone, a very necessary and minimum condition to prevent the abnormal evolution of violence?!
