덴마크 초기 정착 첫 번째
어느 나라든 초기 정착 중 제일 중요한 건 역시 집 구하기이다. 덴마크도 마찬가지인데, 제일 큰 산인 집을 구했으니 그다음으로 중요한 CPR 등록을 해야 한다. CPR은 한국의 주민등록번호 같은 것인데, 덴마크 생활에 전반적으로 꼭 필요하다. 생각보다 많은 곳에서 CPR을 요구한다. CPR을 만드는 방법은, 바로 "CPR 등록이 가능한 집"을 구하는 것. 보통은 집을 구하고 CPR을 등록한다. 하지만 CPR 등록이 가능한 집을 아직 못 구한 상태에서 일을 시작했다면, 덴마크의 세금청인 SKAT을 통해 택스 카드를 먼저 만든다면 CPR을 받을 수 있다고도 한다.
거의 대부분의 세입자를 구하는 집들은 CPR 등록이 가능하다. 가능해야 한다. 그래서 집을 구할 때 CPR 유무를 물어보는 게 굉장히 중요하다. 대부분의 룸 렌트를 구하게 된다면 처음에 계약서를 쓰게 된다. 이 계약서가 있어야 CPR 등록을 할 수가 있다.
나는 예전 정보들만 보고 International house에 무작정 찾아가서 CPR 등록을 하러 갔다(코펜하겐 기준). 하지만 막상 가보니 CPR 등록을 위한 애플리케이션은 온라인으로 등록을 해야 한다고 했다. 필요한 서류는 집 계약서, 여권, 그리고 비자 세 가지이다. 비록 헛걸음을 했지만 International house에 있는 컴퓨터와 스캐너를 이용해서 그 자리에서 온라인으로 애플리케이션을 제출했다. 모르는 것이 있다면 직원 분께 물어보면 되므로 시간이 아주 많다면 가서 하는 것도 나쁘지 않은 것 같다. 개인 정보 입력하라는 것들을 입력하고, 서류 스캔한 파일을 업로드하면 끝.
애플리케이션 등록을 마친 게 완전히 끝난 것이 아니고, 얼마의 시간이 걸릴지 모르지만 International house에서 이러이러한 서류들을 가지고 방문하라는 Invitation letter를 받아야 한다. 나는 약 이틀 만에 이 Invitation letter를 받았다. 예약 날짜는 따로 지정하지 않아도 되고, International house가 여는 시간 안에만 찾아가면 된다.
나는 레터를 받은 다음 날 다시 International house를 찾아갔다. 레터는 굳이 출력하지 않아도 된다. 번호표를 뽑고 거의 30분을 기다려서야 CPR을 만들 수 있었다. 온라인으로 애플리케이션을 낼 때 업로드했던 서류인 여권, 집 계약서, 비자를 가지고 갔다.
CPR 번호가 쓰여있는 레터CPR 번호를 받기까지 그다지 오랜 시간이 걸리지는 않았다. 다행히도 바로 임시로 쓸 수 있는, CPR 번호가 쓰여있는 레터를 받았다. 이제 CPR이 있으니 CPR 번호"만" 필요한 업무는 다 볼 수 있게 됐다. 직원분의 말로는 CPR이 쓰여있는 Health Card (Yellow card)를 2-3주 안에 받을 수 있을 거라고 했다. 대부분 필요한 업무들은 번호만으로 볼 수 있었지만, 옐로카드 실물을 꼭 필요로 하는 업무도 있었기에 아직 CPR을 받았다고 완전히 끝! 은 아니었다.

If you are moving to Denmark
To qualify for a civil registration number (CPR number) when you move to Denmark, you must meet a number of requirements. Your municipality of residence is responsible for assigning a CPR number to you. The Central Office of Civil Registration does not assign CPR numbers.
The rules on registration of immigration from abroad in the CPR can be found in the Civil Registration System Act. In order to be registered in the CPR as a resident of Denmark, you must have a place to live or stay (dwelling) and your stay in Denmark must last longer than three months. In addition, non-Nordic nationals must have a residence permit/registration certificate from the immigration authorities. For more information visit www.NyiDanmark.dk.
It is not possible to be registered in the CPR as a resident of Denmark before you have actually moved to Denmark. This means you cannot be assigned a CPR number before you arrive in Denmark, even if you need a CPR number to open a bank account, apply for a state educational grant (SU), a dorm room or to enrol in school and daycare etc.
If you have received your residence permit before you enter Denmark, you can be registered in the CPR as a resident of Denmark from the date of your entry if you also have a place to live.
If your residence permit/registration certificate has been issued after you have entered Denmark, you will be registered in the CPR as a resident of Denmark with effect from the date when the residence permit/ registration certificate was issued, see section 22(3) of the Civil Registration System Act.
In order to ensure that you have in fact taken up residence in Denmark, the municipality may require that you report in person to the municipality in order to be registered in the CPR (see section 21(2) of the Civil Registration System Act).
When you have been registered as a resident in the CPR, you will automatically receive a health card (sundhedskort).
If you are not moving to Denmark but are required to pay tax in Denmark
If you do not meet the requirements for being registered as a resident of Denmark, but you are required to pay tax in Denmark, you must contact the Danish Customs and Tax Administration (SKAT) in order to be assigned a CPR number.
If you later move to Denmark and meet the requirements for being registered as a resident of Denmark in the CPR, you will be registered with the CPR number you received from SKAT.
