Following a surge of covid-19 infections in Tokyo, Japan’s Olympics minister said that fans will not be allowed to attend the games. The plan had been to allow as many as 10,000 Japanese spectators to attend each event. The decision comes after Suga Yoshihide, the prime minister, declared another state of emergency in Tokyo, which will last throughout the games.

일본 도쿄에서 확진자 수가 급증함에 따라 올림픽운영대표는 관중을 허용하지 않을 것이라고 발표했다. 일본은 각 경기에 최대 1만명의 일본 관중을 허용할 계획이었다. 이번 발표는 일본 총리가 도쿄에 긴급사태를 선포함에 따른 조치다.

The European Central Bank approved a symmetric inflation target of 2%, as it announced the results of a monetary-policy review launched in January 2020. The review considered but rejected the average inflation targeting adopted by America’s Federal Reserve. Instead, the ECB pledged “forceful or persistent” measures to prevent inflation from sinking too low.

The European Union fined Audi, BMW, Porsche and Volkswagen more than $1bn for colluding to limit the development and roll-out of clean-emissions systems. The German car companies slowed the release of technology that would have allowed for less polluting cars. Daimler escaped a fine after revealing the scheme to the European Commission.

Fifteen American states agreed to support a bankruptcy plan that would dissolve Purdue Pharma, the manufacturer of OxyContin, an addictive painkiller. If approved by the courts, the plan would move the company's assets into trusts held on behalf of plaintiffs currently suing Purdue for its alleged contribution to America’s opioid epidemic.

Researchers in France found that one shot of the Astrazeneca or Pfizer vaccine “barely” worked against the fast-spreading Delta variant of covid-19; two doses gave strong protection. They also found that the antibodies produced by natural infection with the virus offered less protection against Delta than against an earlier strain, suggesting those who have recovered from covid-19 still need to be vaccinated.

Africa recorded more than 251,000 new covid-19 cases last week, a 20% increase compared with the previous seven days. That is the worst week on record for the continent, according to the World Health Organisation. Vaccination rates remain low, with less than 2% of Africans fully jabbed. The WHO predicts that the third wave of infections will surpass the peak of the second.

Activists took to the streets in Hungary protesting against a law, in force since yesterday, that criminalises the promotion of homosexuality in schools. Critics, foreign and domestic, have denounced the bill since its passage through parliament last month. The European Parliament voted to take urgent legal action in response. Viktor Orban, Hungary’s prime minister, said “Brussels bureaucrats” should stay out of Hungary’s affairs.

헝가리가 학교에서 동성애를 홍보하는 것을 범죄로 규정하는 법이 어제부터 발효되자 이에 반대하는 시위가 일어났다. 헝가리 국내외에서는 지난 달에 입법화된 이 법에 대한 비판이 이어져왔다. 유럽의회는 이에 대해 긴급한 법적 조치를 취하겠다고 투표했다. 헝가리 총리는 유럽 관료들이 헝가리 내정에 간섭하지 말 것을 경고했다.
