At their first press conference since taking Kabul, the Taliban claimed that they had “emancipated” Afghanistan and it would no longer be “a battlefield of conflict”. They pledged to honour women’s rights “within the framework of Sharia [Islamic law]”, that journalists would “remain independent” so long as they did not “work against national values”. The group also said it would seek “good relations” with other countries. Earlier the Taliban granted amnesty to those who had worked for the previous government. Abdul Ghani Baradar, the group’s de facto leader, returned to the country for the first time in over a decade, arriving in Kandahar, the Taliban’s birthplace.

BHP announced plans to decamp from the London Stock Exchange, instead listing only in Sydney. Investors had long pressured the Anglo-Australian mining giant to abandon its dual listing to boost returns and take advantage of Australian tax benefits. The LSE will miss it—BHP has one of the largest market capitalisations in the FTSE 100 index. But the firm plans to retain a secondary listing in London.

Tropical Depression Grace made landfall in Haiti, complicating efforts to rescue survivors still trapped by a 7.2-magnitude earthquake on Saturday. The death toll from the earthquake rose to at least 1,400, a number likely to increase further. The tremor was stronger than the deadly quake that killed over 200,000 people in 2010. Grace brings the risk of flash floods and mudslides.

Walmart beat Wall Street expectations, reporting a 2.4% year-on-year increase in total revenue in the quarter ending in July. The beast of Bentonville benefitted from shoppers snapping up luggage and school supplies as travel picked up and classrooms reopened. Meanwhile Home Depot recorded its highest quarterly revenue ever but still underperformed analysts’ expectations as the lockdown-induced DIY craze tapered off.

Hui Ka Yan stepped down as chairman of Hengda Real Estate, a subsidiary of Evergrande, China’s biggest property developer. Shares in the company tumbled by nearly 4% in trading on Tuesday after the announcement was made. Evergrande has more debt than any other non-financial Chinese listed company, mostly because of poor management.

Shares in Alibaba and Tencent, two Chinese tech giants, fell by more than 2% and 3% respectively after China’s antitrust watchdog issued draft rules banning unfair competition. If enforced, the measures would cover a range of areas including false advertising and handling of consumer data. In April Alibaba was handed down a record $2.8bn fine for anti-competitive behaviour.

Poland conceded in a dispute with the European Union over a “disciplinary chamber” empowering the government to suspend judges, just before a deadline that would have seen EU funding slashed. The bloc had said that it threatened the independence of the judiciary and the rule of law. Poland maintained that the bloc had no right to request it dissolve the chamber, despite agreeing to do so.
판결이 끝나기 직전 폴란드 정부가 판사 업무를 정지하는 권한을 부여하는 “징계 위원회”를 두고 EU가 지원금을 삭감 조치를 취할 예정이었으나 폴란드는 한 발 물러났다. EU는 이러한 행위는 사법의 독립성과 법치주의를 약화한다고 밝혔다. 폴란드는 위원회 해산에 동의했으나 EU가 해산을 요청할 권리는 없다고 입장을 유지했다.
