South Korea’s parliament approved a bill banning big app-store operators from mandating that software developers use their payment systems in transactions with customers. The law—the first of its kind in the world—will hit the likes of Google and Apple, which charge commissions up to 30% on apps and in-app purchases. Failure to comply could result in fines of up to 3% of the companies’ revenues in South Korea.

The Taliban won control of Kabul’s airport, but now comes the question of running it. “Today the airport no longer functions,” France’s foreign minister, Jean-Yves Le Drian, said on Tuesday. He added that the militant group was in discussions with Qatar and Turkey over the airport’s management so that commercial flights could resume. As the Taliban celebrated their triumph, a spokesman for the group welcomed foreign investment and called for national unity. Earlier America said that its diplomatic mission has moved to Qatar.

India’s economy grew by 20.1% year-on-year in the quarter to June, as business bounced back strongly from a 24.4% decline in the same period last year. Manufacturing output was stronger than expected despite the country’s devastating second wave of covid-19. The IMF predicts that India will be the fastest growing big economy in the world this year.

Manufacturing activity in China slowed. The purchasing-managers index fell from 50.4 in July to 50.1 in August (50 separates expansion and contraction). The services and construction sectors, which reported a PMI of 47.5, shrank for the first time since February 2020. Many cities have reimposed restrictions amid rising cases of the Delta variant.

Annual inflation in the euro zone rose from 2.2% in July to 3% in August, the highest rate in almost a decade. Energy prices increased sharply, by 15.4%; industrial goods and food prices rose too. Soaring prices have put pressure on the European Central Bank, which expects inflation to ease early next year, to slow its pace of bond buying.

The Polish government asked the president to declare a state of emergency in two areas along its border with Belarus. This would allow for closer control of an increasing number of refugees, particularly from Iraq and Afghanistan. The EU has accused Belarus of deliberately encouraging asylum-seekers to cross into neighbouring countries in retaliation for the EU imposing economic sanctions.
