Boris Johnson announced a new tax to pay for the NHS and to bolster Britain’s social-care services for elderly and disabled people. It is a politically risky move for the prime minister, who promised not to levy any such taxes when he was elected in 2019. National insurance payments will rise by 1.25% from next April until the new levy is introduced in 2023; the tax on share dividends will also rise.

The Taliban announced an interim government for Afghanistan, with Mullah Mohammad Hassan Akhund to take the reins as interim prime minister. He currently serves as head of the group’s leadership council. Mullah Abdul Ghani Baradar, a co-founder of the Taliban, will be one of his deputies. Mullah Yaqoob will act as defence minister.

Mexico’s supreme court voted unanimously to end criminal penalties for abortion. The court struck down a law in the northern state of Coahuila that imprisoned women for procuring the procedure illegally. The ruling will compel all of Mexico’s states to stop penalising abortion—a striking development in the predominantly Catholic country.

Corruption scandals and a botched response to the pandemic have caused his poll ratings to plunge. Some fear that Mr Bolonaro might incite hardliners to storm Brazil’s supreme court in a repeat of the attack on the Capitol in Washington, D.C.

Toyota said it would spend more than ¥1.5trn ($13.6bn) to develop and manufacture electric-car batteries by 2030. The carmaker will build an undisclosed number of battery factories around the world, with 70 production lines. Slow to invest in fully electric models given its strength in hybrids, Toyota now plans to sell 2m fully electric cars a year by the end of the decade.

More than 1,500 environmental NGOs demanded that COP26, the UN climate summit in Glasgow in November, be postponed. The groups fear that unequal access to vaccines will mean that the poorest countries—those most affected by climate change—will be unable to attend. They have not been reassured by promises from the British government to vaccinate every delegate and to fund quarantine stays.
