Emmanuel Macron, France’s president, said that he had received assurances that there would be “no deterioration or escalation” over Ukraine. He held almost six hours of talks on Monday with his Russian counterpart, Vladimir Putin. Russia replied that the suggestion it had offered a guarantee was “not right”. Mr Macron then held talks on Tuesday in Kyiv with Volodymyr Zelensky, Ukraine’s president.

America’s trade deficit in goods grew by 27% from 2020 to 2021, reaching an all-time high of $859bn. A pandemic spending spree on food and industrial supplies such as oil drove imports. France also posted a record-breaking deficit of €84.7bn last year. Bruno Le Maire, France’s finance minister, described it as a “black mark” on the economy, which had notched up 7% growth.

The $66bn sale of Arm, a British-based chip designer, to Nvidia, an American rival, collapsed. Arm, which designs the chips that power most smartphones, is owned by Softbank, a Japanese tech-investment fund. It would have been the largest-ever acquisition in the chip industry. Softbank attributed the sale’s collapse to regulatory hurdles. On Tuesday Softbank also announced that its quarterly profit tumbled by 97%.

America’s State Department approved the proposed sale of $100m-worth of equipment to beef up Taiwan’s missile-defence system. Taiwan is seeking to protect itself from threats from China. In recent months China has put increasing pressure on the island, over which it claims sovereignty. America is nervously watching Chinese military expansion in the region.

America’s Supreme Court voted to allow Alabama to hold November’s mid-terms using a map that a lower court in the state has ruled to be biased against African-Americans. Despite 27% of Alabama’s population being black, the Republican-drawn map provides for only one of seven districts in which African-Americans are in the majority. The Supreme Court may return to the matter after the election.
