정부는 3월 새 학기를 맞아 영유아 보육 서비스 신청이 증가할 것으로 보고 부모들의 편의성 제공을 위해 2월 29일 16시까지 ‘사전 신청’을 받는다.
<3월에 어린이집·유치원에 가려면 ‘사전 신청’하세요>
사전 신청은 새 학기부터 시작될 자격을 미리 신청하는 것이다. 신청 대상은 3월 1일 기준으로 영유아 보육 서비스를 새로 이용하거나 자격변경이 필요한 아동이다. 해당 아동의 부모 등은 2월 5일부터 온라인, 모바일(복지로 앱)로 신청하거나 관할 주소지 행정복지센터를 방문하여 신청할 수 있다.
영유아 보육 서비스 지원 종류는 0~24개월 미만 아동을 대상으로 하는 부모급여, 가정에서 양육하는 24~86개월 미만 아동을 대상으로 하는 양육수당, 어린이집을 이용하는 0~5세 아동을 대상으로 하는 보육료, 유치원 이용 3~5세 아동을 대상으로 하는 유아학비 등이 있다.
이번 신청 기간 내 변경 신청 대상은 가정양육에서 어린이집 혹은 유치원 입소 예정, 어린이집에서 유치원으로의 변경, 0~2세 아동이 기본보육에서 연장보육으로 변경하는 경우 등이 해당된다. 그러나 연령 증가로 인해 0~2세 아동의 보육료 자격(기본보육, 연장보육)에서 3~5세 보육료 자격(누리과정)은 자동 전환돼 별도 신청이 불필요하다.
<양육수당, 보육료, 유아학비 중 선택할 수 있다>
3월 1일 기준으로 영유아 보육 서비스인 보육료(어린이집 입소), 유아학비(유치원 입학), 양육수당(어린이집이나 유치원을 이용하지 않음)을 새로 받는 아동의 부모나 보호자가 한 가지만 신청할 수 있다. 3월부터 아동이 어린이집에 간다면 보육료를 신청하고, 유치원에 간다면 유아학비를 신청하며, 가정양육으로 전환했다면 양육수당을 사전 신청할 수 있다. 즉, 현재 양육수당을 받는데 3월에 어린이집에 간다면 보육료를 사전 신청하고, 유치원에 입학할 예정이면 유아학비를 사전 신청하면 된다. 어린이집에서 0~2세 기본보육을 받는 아동이 어린이집 0~2세 연장보육으로 바꾸거나 유치원에 다니는 아동이 어린이집에 가고자 할 때에도 보육료를 사전 신청하고, 어린이집을 다니는 아동이 유치원에 가려면 유아학비를 사전 신청해야 한다. 다만, 현재 어린이집에서 0~2세 기본보육을 받는 아동이 3~5세 누리과정으로 전환하는 경우와 어린이집에서 0~2세 연장보육을 받는 아동이 3~5세 누리과정으로 전환하는 경우에는 신청이 불필요하다.
<복지로에서 사전 신청하는 것이 편리하다>
아동의 부모나 보호자는 양육수당, 보육료, 유아학비 중 하나를 온라인, 모바일(복지로 앱)로 사전 신청하는 것이 간편하다. 복지로 홈페이지나 복지로 앱에 로그인한다. 서비스 신청→ 복지서비스 신청→ 서비스 선택→ 신청서 작성 후 제출하면 된다. 복지로에서 신청서를 제출하고 진행상태를 확인하려면, 복지로에 로그인한다. 복지지갑→ 서비스 신청 현황→ 신청내역 목록에서 확인할 수 있다. 복지로에서 신청서를 제출했는데 취소하고 싶다면, 제출한 신청서의 진행상태에 따라 취소 가능하다. ‘접수대기’ 상태인 경우에 복지로 로그인→ 복지지갑→ 서비스 신청 현황→ 신청내역 목록 확인→ 신청취소 버튼을 눌러서 취소할 수 있다. 행정복지센터에서 접수 전 상태(접수대기)에 한 해 본인취소가 가능하다. 접수 이후(‘접수’ 및 ‘조사진행중’) 상태인 경우에는 행정복지센터를 통하여 신청취소를 요청하기 바란다.
<신청에 어려움이 있으면 해결할 수 있다>
아동은 가정양육, 어린이집, 유치원 중 한 가지를 자유롭게 이용할 수 있다. 따라서 2월에 가정양육에서 어린이집이나 유치원으로 변경하거나, 어린이집에서 유치원으로 변경은 ‘당월 신청’을 하면 된다. 3월에 새로 어린이집이나 유치원에 입학하려는 경우에만 ‘사전 신청’을 할 수 있다.
따라서 올해 유치원 입학 아동의 ‘유아학비 신청’ 시 “신청할 수 있는 연령이 아니라”는 메시지가 나타나며 ‘신청’이 불가한 경우에는 아동이 사전 신청 대상자로, ‘유아학비 사전 신청’을 선택하여 신청하면 된다.
최근에 육아휴직을 종료하고 복직하였는데 어린이집(0~2세) 연장 서비스 신청 시 “‘임금근로자(4대보험 가입자)’로 신청이 안된다”라고 나오면, 복직후 복지로에서 4대보험 가입자 확인이 안되는 경우이다. ‘임금근로자(4대보험 미가입자)’를 선택하고 증빙서류(재직증명서 등)을 첨부하여 제출하면 된다.
<아동 나이에 따라 급여의 종류가 다르다>
가정에서 양육하는 아동 연령이 만2세(0~24개월) 미만인 경우 ‘부모급여(현금)’를 받을 수 있다. 부모급여의 액수는 만 0세(0~11개월)는 월 100만 원이고, 만1세(12~23개월)는 50만 원이다.
만 2세부터는 ‘양육수당’을 신청하면 받을 수 있다. 부모급여(현금)를 신청한 경우 만2세 연령 도래시 양육수당으로 자동 전환된다. 부모급여와 보육료, 종일제 아이돌봄서비스는 상호 중복지원이 불가하기에 23개월 이하 아동이 보육료 지원을 받는다면 그 금액을 뺀 나머지를 부모급여로 받을 수 있다. 보육료 지원이 부모급여보다 많을 때에는 보육료 지원만 받는다.
자녀의 양육수당 등을 신청하는데, “신청 받을 수 있는 서비스가 없습니다.”라는 메시지가 뜨면, 다음 단계로 이동이 불가능하다. 이 경우에는 가구원 목록에 서비스를 지원받을 대상 자녀의 정보가 추가되어 있는지 확인할 필요가 있다. 자녀 정보가 보이지 않으면 ‘가족구성원 추가’ 버튼을 눌러 자녀 정보를 입력하기 바란다.
복지로에서 보육서비스를 신청 시 신청인, 배우자와 자녀의 정보만을 입력받고 있다. 자동 조회되는 가구원 중 배우자, 자녀에 해당되지 않는 대상은 ‘삭제’ 후 신청하기 바란다.
<사전 신청 기간을 놓쳤다면 필요할 때 한다>
3월에 어린이집이나 유치원에 입소·입학하는데 사전 신청 기간에 신청하지 못했다면, 어떻게 해야 할까? 사전 신청 마감 후 3월에도 보육료(어린이집), 유아학비(유치원) 서비스 신청이 가능하다. 다만, 입소·입학 일자와 신청 일자가 다를 경우 자기부담금 등의 추가 비용이 발생할 수도 있다. 따라서 3월에 아동을 어린이집이나 유치원에 새로 보낼 예정인 사람은 가급적 빨리 복지로 온라인 신청을 하거나 행정복지센터에 방문 신청을 하기 바란다. 복지급여는 신청해야 받을 수 있고, 대체로 소급해서 신청할 수 없도록 되어 있다.
<보육료와 유아학비를 카드로 결제한다>
양육수당은 현금이 통장으로 입금되고, 보육료와 유아학비는 국민행복카드에 바우처로 입금되어 어린이집이나 유치원에서 결제된다. 현재 사용하는 국민행복카드가 있고 사용중이면 보육료, 유아학비 신청 시 그대로 사용할 수 있다. 기존에 사용하는 국민행복카드가 없으면 신규로 신청하면 된다. 국민행복카드는 신용카드와 유사하게 활용하면 되는데, 보육료나 유아학비는 어린이집이나 유치원에서만 결제된다. 카드 결제 문의는 보육료(어린이집)는 아이사랑 헬프데스크[1566-3232(단축번호 1번)]에서 하면 되고, 유아학비(유치원)는 0079 에듀콜[1544-0079(단축번호 5번)]에서 하면 된다.
3월 새 학기에 자녀를 어린이집이나 유치원에 보낼 부모나 보호자는 2월 29일 16시까지 복지로 홈페이지나 복지로 앱에서 ‘사전 신청’을 활용하기 바란다.
