윤석열 북한 도발에 ‘정권 종말’이 ‘분쇄 대응’ 변신 미 대선 약점 노출     

윤석열 대통령이 북한 도발에 ‘정권 종말’에서 ‘분쇄 대응’ 변신이 북한의 핵 실험 압박에 의한 미국 대선 흔들기 체제 혼선에 의한 독자 노선 약점을 보인다.

윤석열 대통령은 10일 해병대 2사단에서 “적이 도발할 경우 ‘선조치 후보고’ 원칙에 한 치의 망설임 없이 단호하고 압도적 대응해 적의 의지를 완전히 분쇄할 것”이라고 지시했다.

윤 대통령은 지난해 7월 19일 부산 기항한 미국 핵잠수함 켄터키함에 승선해 "이를 통해 북한이 핵 도발을 꿈꿀 수 없게 하고 만일 북한이 도발한다면 정권의 종말로 이어질 것임을 분명히 경고했다"고 말했다.

한동훈 국민의힘 비상대책위원장은 7일 "북한은 핵보유국이 아니다"고 관훈클럽 토론에서 윤석열 정부의 ‘북핵 도발 대응’을 ‘핵보유 부인’으로 변경했다. 

윤 대통령은 지난해 9월 유엔 연설과 바이든 대통령 정상회담 순방 직전 AP통신과 17일 인터뷰로 "북한의 어떠한 핵 공격도 한미의 즉각적·압도적·결정적 대응에 직면하게 될 것"이라며 "이는 북한 정권의 종말로 귀결될 것임을 재확인했다"고 밝혔다. 

윤 대통령은 지난해 12월 27일 연천 동부전선 부대 방문에서 로이터는 “윤 대통령은 연천 동부전선 부대를 방문하여 방어 태세를 점검하고 북한의 도발이 있을 경우 즉각적 보복을 촉구했다”며 “윤 대통령은 ‘적의 도발 의지를 현장에서 즉각 확고히 분쇄할 것을 촉구한다’고 말했다”고 보도했다.

윤석열 대선 후보는 2022년 1월 11일 신년 기자회견에서 외신 기자의 ‘북한이 미사일을 쐈고 위협이 계속되는데 방지할 계획이 있느냐’는 질의에 “조짐이 보일 때 3축 체제의 가장 앞에 있는 킬체인이라는 선제 타격밖에 막을 수 있는 방법이 지금 없다”고 북한 지도부 섬멸의 킬체인 사용을 밝혔다.

킬 체인은 미국의 비대칭 전략 동원의 작계 5015에 의한 유사시 북한의 핵과 미사일 기지에 대한 선제 타격 등 북한의 대량살상무기와 기습 공격에 대한 대응 전략이며, 북한의 탄도 미사일 위협 탐지, 교란, 파괴, 방어의 4D 작전과 유사시 대비 침투 작전으로 2016년 3월 키리졸브와 독수리 한미연합훈련에서 실시됐다.

한 위원장은 7일 관훈클럽에서 '북한이 핵을 갖고 있어 자체 핵개발 여론이 70%에 대해 어떻게 생각냐'는 질의에 "핵보유국으로 인정하는 순간, NPT(핵확산방지조약)체제 부정하는 것이기 때문에 인정하지 않는다"고 윤 정부의 ‘핵도발 대응’과 다른 답변을 내놨다.

바이든 미 대통령은 7일 이스라엘의 가자 공격에 “도 넘었다”고 밝혔고, 미 정보당국은 네타냐후 정부의 ‘하마스 공격 실패’로 진단했고 신용평가사 무디스는 이스라엘의 신용등급을 하향했다.

11월 대선을 앞둔 민주당 바이든 대통령은 이날 “멈춰야 한다"고 이스라엘 극우 네타냐후 정부를 공격했고, 극우 네타냐후 정부는 4일 ‘트럼프 공화당 재선 지원’으로 밝혔다.

북한 조선중앙통신은 5일 신 장관 발언에 대응해 "'조선반도 인근에 3척의 미 항공모함이 동시에 전개됐다는 사실이 공개되자 '정권종말' 이니, '적 지도부제거'이니 하는 따위의 최악의 망발까지 거리낌 없이 줴쳐댔다"고 밝혔다.

알렉산드르 마체고라 주북한 러시아 대사는 10일 “북한의 추가 핵실험 가능성을 배제하지 않는다”며 “만약 이런 일이 일어난다면 그 책임은 전적으로 미국과 그 동맹국에 있을 것”이라고 스푸트니크통신에 밝혔다.

마체고라 대사는 앞서 7일 타스통신과 인터뷰에서 “미국이 역내에서 도발적인 조치를 계속하면 북한이 추가 핵실험을 감행할 수도 있다”고 밝혔다.    

윤 체제는 네타냐후 극우체제에 밀려 극우 트럼프 체제 선거지원에 앞서 대응하는 바이든 체제에서 횡보를 노출했다. kimjc00@hanmail.net
