유엔 신임 주북한 상주조정관 태국서 근무 영국 평양대사관 ‘점검’
유엔이 신임 주북한 상주조정관에 중국주재 조정관을 1일자로 임명하고 태국에서 상주 근무를 시작했고 독일과 영국이 평양대사관에 점검을 시작했다고 로이터가 지난달 28일 보도했다.
유엔은 신임 북한주재 상주조정관(the United Nations Resident Coordinator in the Democratic People’s Republic of Korea)에 이탈리아 출신의 조 콜롬바노(Joe Colombano) 싸를 임명했다고 1일 보도자료를 냈다.
유엔 사무총장실은 그가 뉴욕 유엔 사무총장실에서 지속가능개발 담당 국장을 10년 가까이 역임했고, 세계보건기구(WHO)에서 신종 코로나바이러스 특사의 수석 고문으로도 활동했다고 밝혔다.
유엔 사무총장실 보도자료는 “콜롬바노 신임 조정관이 북한 정부의 승인(Government’s approval)을 받아 3월 1일 자로 임무를 수행하게 된다”며, 콜롬바노 조정관은 25년 이상 유엔 본부와 현장에서 국제 관계 및 협상 분야에서 경력을 쌓아온 베테랑 외교관이며 최근까지 중국 베이징 주재 유엔 상주조정관으로 근무했다고 밝혔다.
콜롬바노 조정관은 지난해 12월 전임 프로디 모링 조정관의 임기 만료에 따른 것이며, 북한주재 유엔상주조정관은 유엔개발계획(UNDP) WHO 유엔아동기금(UNICEF), 세계식량계획(WFP) 유엔 인도주의업무조정국(UNOCHA) 등 평양에 있는 5개 유엔 기구를 총괄한다.
그는 경제학자 출신으로서 세계은행과 유럽부흥개발은행에서 개발 금융 분야 전문가이다.

북한 파견으로 북한 현지 업무 수행자였던 제롬 소바쥬 전 UNDP 평양사무소장은 1일 VOA에 “북한에 상주하지 못한다면 업무에 큰 차질이 생길 수밖에 없다”며 “상주 조정관의 주요 임무 중 하나가 바로 현지의 인도주의 상황을 직접 모니터링하고 WFP과 UNICEF 같은 국제 기구들의 지원 및 감시 작업을 조정하는 것”이라고 밝혔다.
VOA는 북한의 평양 주재 대사관 업무와 관련 "폴란드 외무부가 2020년 이전 북한에 주재하던 외교관 임무를 복귀시키는 데 관심이 있다"며 "현재 양측이 적절한 시기를 논의하고 있다"고 밝혔다.
로이터는 지난달 28일 영국 외무부가 런던 주재 북한 대사관을 통해 북한 정부와 영국 기술외교팀의 북한 방문 일정에 관해 협의하고 있다며 평양 대사관 시설에 대한 점검에 들어갔다고 밝혔다.

Coordinator Colombano follows the expiration of the term of former Coordinator Prodi Moring in December last year, and the UN Resident Coordinator in North Korea is the United Nations Development Program (UNDP), WHO, United Nations Children's Fund (UNICEF), World Food Program (WFP), and UN Office for the Coordination of Humanitarian Affairs (UNOCHA). ), and oversees five UN agencies in Pyongyang.
