신원식 국방장관 “한일 안보협력 불가결 한일 군사교류 재개”
신원식 국방장관이 “한일 안보협력은 불가결 한일 군사교류 재개 복원할 것”이라며 북한에 대한 “확성기 선전 방송은 인권 평화 위한 것을 일본 이해해야 한다”고 요미우리가 24일 보도했다.
신 장관은 요미우리에 22일 인터뷰로 “6월에 기하라 일본 방위상과 2018년 한국 함정의 해상자위대 항공기 레이더 조사 사고의 재발 방지 대책에 합의했다”며 “이번 기회에 우리는 중단된 한국군과 자위대간의 교류를 재개하고 각종 소통 채널을 복원해 나갈 것”이라고 한일 군사교류 재개‘를 밝혔고 인터뷰 요약본을 이날 보도했다.
신 장관은 한일간의 군대 교류에 대해 “한국도 자국의 안보를 지키기 위해 한미동맹을 유지하고 있지만, 일본이 뒷받침되지 않는다면 한미동맹의 존속력은 약화되고 여러 가지 문제에 직면하게 될 것”이라며 “정부는 한국군과 자위대가 연료 등을 상호 공급할 수 있도록 하는 ACSA(Mutual Provision of Goods and Services Agreement) 체결을 검토하고 있다”고 밝혔다.
신 장관은 특히 한미일 안보협력에 대해 "한미일은 공통된 안보 위협에 직면해 있으며 공급망 재편, 경제 안보 등을 고려할 때 한일, 한미일 차원의 공동 대응의 중요성은 그 어느 때보다 커졌다"며 "그러나 기준이 되는 문서가 없으면 정권이나 국내 정치 사정에 따라 3국의 안보 협력이 변할 수 있다. 문서를 통해 되돌릴 수 없도록 하고 3국 (국방장관)이 서명하고 이를 토대로 앞으로 나아가려고 한다"고 한일군사협력 체계를 통한 안보체제 구축 전략을 밝혔다.

신 장관은 ‘바이든 대통령이 대선 경선 포기를 선언했다. 트럼프 전 대통령의 재선이 미칠 영향’ 질의에 대해 “한미동맹의 본질에는 큰 차이가 없으며, 한·미·일 간 안보협력과 한·일 간 공고한 국방 교류가 뒷받침된다면 한·미·일 안보협력은 미국 대선 결과와 상관없이 계속 전진할 것”이라고 한일간 군사교류를 안보체제 핵심 고리로 밝혔다.
신 장관은 이어 7월 ‘핵운용 지침’에 대해 “한미동맹이 명실상부 핵동맹으로 격상된 것”이라며 “북한이 핵공격을 감행할 경우 북한이 용납할 수 없는 단호한 대응을 즉각적이고 압도적으로 단호히 취할 것이고, 압도적이라는 것은 북한 정권이 종말을 고하고 있다는 것”이라고 밝혔다.
신 장관은 ‘중국에 대해 어떻게 대응할 것인가?’ 질의에 “지난해 한미일 정상회담 합의된 '자유롭고 개방된 인도·태평양'이 주요 원칙”이라며 “우리는 모든 국가가 무력으로 현상을 변경하지 않을 것이며, 누군가 그렇게 할 경우 공동으로 대응해야 한다는 원칙을 확립해야 한다”고 밝혔다.
